California bill would ban intersex surgery for young kids

SACRAMENTO, Calif. (AP) — A California lawmaker is trying again to ban some medically unnecessary surgeries on intersex children until they are at least 6-years-old, hoping a narrower focus combined with new legislative leadership will be enough to get the first-of-its-kind legislation signed into law.

State Sen. Scott Wiener, a Democrat from San Francisco, introduced the bill late Thursday night. It would ban specific types of surgeries on infants born with intersex characteristics. That refers to people with genitalia, chromosomes or reproductive organs that don’t fit typical definitions for male or female bodies.

These surgeries are irreversible and are often performed on infants, advocates say, even when they are not medically necessary. Advocates have been pushing to delay these types of surgeries until the child is old enough to develop a gender identity. But laws like the one proposed in California have been opposed by doctors, who say the government should not decide when a person should or should not have surgery.

There are no state or federal laws regulating intersex surgeries in the U.S., according to InterACT, a national intersex advocacy group. The California Legislature passed a nonbinding resolution in 2018 that urged doctors to defer intersex surgeries on children “until the child is able to participate in decision making.” And the New York City Council is considering requiring a public information and outreach campaign about “medically unnecessary treatments or interventions in infants born with intersex traits.”

Previous efforts to ban such surgeries on infants and young children have failed to pass, even in progressive California. But since then, two major children’s hospitals — Lurie Children’s Hospital in Chicago and Boston Children’s Hospital — announced they would stop performing some surgeries on intersex children who were too young to give meaningful consent.

“If this bill was passed, it would be significant in setting a precedent across the country,” said Kimberly Zieselman, executive director of InterACT and author of the memoir “XOXY” about her experiences being born with intersex traits.

Anthony York, spokesman for the California Medical Association, said the group is still reviewing the bill. He said doctors are concerned the bill would “legislate the practice of medicine,” but said he hopes they can work with Wiener and advocates to “find a way that addresses both their concerns and ours.”

“We understand how sensitive and emotionally charged this issue is,” York said. “We’re optimistic we can have a constructive dialogue with the author and proponents this year.”

Wiener’s bill this year has a more narrow focus, only banning four types of surgeries until a child is 6-years-old, unless the surgery is required “to address an immediate risk of physical harm.” The listed surgeries include procedures that either create sex organs or remove them. Doctors who break the law would not be charged with a crime, but could be disciplined by a regulatory board.

Wiener called the proposal “an important civil rights bill.”

“We’re not trying to remove the doctor or the parent from the decision, we’re trying to add in the child whose life is going to be permanently changed, irreversibly changed by this surgery,” Wiener said. “Wait until the kid is 6. This gives parents plenty of time to learn about the issue, to get educated about it, to think about it, and a 6-year-old is able to provide input to tell the parent what they think.”

Zieselman said they chose the age of 6 “not because we think it’s a magic age,” but because it reflects what is becoming the standard practice of care in the transgender community. She said it’s difficult to track how common intersex traits are because no one is required to track the information. She said about 1.7% of people are born with intersex traits, citing an estimate by Dr. Anne Fausto-Sterling, a professor at Brown University who reviewed more than four decades of medical literature.

Previous versions of this bill have been assigned to the Senate Business, Professions and Economic Development Committee. That committee killed the bill last year. But this year, the committee has a new chair: Sen. Richard Roth, a Democrat from Riverside. Roth was not on the committee that considered the bill last year, but said he knows Wiener “to be an exceptionally thoughtful author who is always prepared on the issues.”

“This is a new year, with several new committee members and we will have to see what the outcome of that committee process turns out to be,” he said.

Children’s Screen Time Has Soared in the Pandemic, Alarming Parents and Researchers


Over all, children’s screen time had doubled by May as compared with the same period in the year prior, according to Qustodio, a company that tracks usage on tens of thousands of devices used by children, ages 4 to 15, worldwide. The data showed that usage increased as time passed: In the United States, for instance, children spent, on average, 97 minutes a day on YouTube in March and April, up from 57 minutes in February, and nearly double the use a year prior — with similar trends found in Britain and Spain. The company calls the month-by-month increase “The Covid Effect.”

Children turn to screens because they say they have no alternative activities or entertainment — this is where they hang out with friends and go to school — all while the technology platforms profit by seducing loyalty through tactics like rewards of virtual money or “limited edition” perks for keeping up daily “streaks” of use.

“This has been a gift to them — we’ve given them a captive audience: our children,” said Dr. Dimitri Christakis, director of the Center for Child Health, Behavior and Development at Seattle Children’s Research Institute. The cost will be borne by families, Dr. Christakis said, because increased online use is associated with anxiety, depression, obesity and aggression — “and addiction to the medium itself.”

Crucially, the research shows only associations, which means that heavy internet use does not necessarily cause these problems. What concerns researchers, at a minimum, is that the use of devices is a poor substitute for activities known to be central to health, social and physical development, including physical play and other interactions that help children learn how to confront challenging social situations.

Yet parents express a kind of hopelessness with their options. Keeping to pre-pandemic rules seems not just impractical, it can feel downright mean to keep children from a major source of socializing.

“So I take it away and they do what? A puzzle? Learn to sew? Knit? I don’t know what the expectations are,” said Paraskevi Briasouli, a corporate writer who is raising four children — ages 8, 6, 3 and 1 — with her husband in a two-bedroom Manhattan apartment. Device time has replaced sports on weekday afternoons and soared 70 percent on weekends, she said.

Flint water charges escalate debate over officials’ failures

FLINT, Mich. (AP) — When a former Michigan public health director was charged with involuntary manslaughter in the Flint water crisis, the man who previously held the job says a chilling thought crossed his mind: It could have been me.

“I spent 14 years in that chair,” said Jim Haveman, who served under two Republican governors — including Rick Snyder, another target of indictments released Thursday. “I dealt with anthrax outbreaks, measles, hepatitis, Legionella. … The list is a mile long. We had to make tough decisions all the time.”

He contends Snyder, former health chief Nick Lyon and seven others charged with various counts in one of the worst human-made environmental disasters in U.S. history are victims of Monday-morning quarterbacking that makes criminals of government officials guilty of nothing worse than honest mistakes. Prosecutors, however, say this is no ordinary matter of well-meant decisions that backfired.

“Pure and simple, this case is about justice, truth, accountability, poisoned children, lost lives, shattered families that are still not whole, and simply giving a damn about all of humanity,” said Kym Worthy, a leader of the team that investigated a catastrophe that has been described as an example of environmental injustice and racism.

Few would dispute that a tangle of miscalculations, neglect and hubris led to pollution of the impoverished, majority-Black city’s drinking water with lead. Some experts believe it contributed to a fatal outbreak of Legionnaires’ disease. But the charges have escalated a debate over whether state and local officials crossed a line between incompetence and illegality.

Those who support prosecution say conviction and punishment of those most responsible are essential steps toward making the victims whole — even after a $641 million civil settlement reached last year — and deterring similar misconduct.

To opponents, the charges are vengeful overreach that could do more harm than good, discouraging talented people from working in government and making those already there excessively cautious — just as the COVID-19 pandemic highlights the need for boldness and creativity.

Underscoring the high stakes is the precedent-setting nature of the case.

Snyder is the first governor in Michigan’s 184-year history charged with crimes involving job performance. Ron Sullivan, a Harvard Law School professor, said he knew of no such cases in other states.

Governors have been accused of taking bribes, violating campaign finance laws and personal misconduct. Sullivan helped prosecute a former Missouri governor on an invasion-of-privacy charge involving a sex scandal. But the Michigan matter, he said, is “odd” and he thinks the bar for a conviction will be high.

Snyder, who held office from 2011 through 2018, faces two counts of willful neglect of duty. The indictment says only that he failed to monitor the “performance, condition and administration” of his appointees and protect Flint’s nearly 100,000 residents despite knowing the threat.

The Rev. Ezra L. Tillman Jr., pastor at First Trinity Missionary Baptist Church in Flint, said it’s disappointing that Snyder was charged only with misdemeanors.

“It gives a mirage that … finally there is going to be some justice for all these kids’ lives that have been destroyed, all these elderly people whose lives have been destroyed,” said Tillman, whose church is a distribution site for residents who still need clean water. “It’s a joke.”

Yet even those charges will be hard to prove, Sullivan said. Prosecutors will have to show intentional wrongdoing, not just sloppy management.

“Negligence, even gross negligence, is not enough,” he said.

But Noah Hall, a Wayne State University environmental law professor who took part in a previous investigation of the case and saw evidence including emails between top officials, said: “These were not innocent mistakes.”

Flint was under the control of a Snyder-appointed emergency manager when it switched its water source from Detroit to the Flint River in 2014 to save money. Lead from aging pipes contaminated tap water because the city followed state regulators’ advice not to apply anti-corrosive treatments.

Despite residents’ complaints of rashes, hair loss and other ailments, Snyder’s administration waited 18 months to acknowledge a problem — after a doctor reported elevated lead levels in children.

Lyon and ex-chief medical executive Dr. Eden Wells are charged with involuntary manslaughter in the 2015 deaths of nine people with Legionnaires’. Authorities said they failed to alert the public about a regional spike in the disease when the water system might have lacked enough chlorine to combat bacteria.

Counts against others include perjury, obstruction of justice and extortion.

Lyon and Wells were among those charged in the previous investigation, which Democratic Attorney General Dana Nessel’s office disbanded in 2019. She appointed a new team that produced this week’s indictments.

During the initial Flint probe, the Association of State and Territorial Health Officials — a nonprofit representing public health agencies — warned against “criminalizing our exercise of professional judgment.”

The community has a right to know about health threats, the group acknowledged in a court filing. But notifying the public too soon could lead to panic and rumors, it said, causing people to avoid places such as hospitals.

If the prosecution were successful, the group said, health officials “would face enormous pressure to shift their focus away from scientific analysis and toward reducing liability.”

Hall said such “slippery slope” arguments ignore the Flint situation’s uniqueness. Publicly available documents show Snyder administration officials appeared more concerned with “media responses and public relations” than “public health and carrying out their statutory duties,” he said.

Sullivan, the Harvard professor, agreed the case probably wouldn’t produce many imitators. Prosecuting a governor or other high-ranking officials for what amounts to poor job performance — even if intentional — is an “extraordinarily aggressive” approach, he said.

It’s rare for public officials, let alone industry, to be held accountable for environmental contamination that disproportionately affects low-income and minority communities, said Sara Hughes, an assistant professor at the University of Michigan who studies urban environmental justice issues.

“It just kind of underscores how serious the crisis was,” said Hughes, adding that the charges are important to help heal a struggling city whose residents have been through so much.

“It was hard for me to imagine how the community was going to move forward, how they were going to be able to trust government again,” she said.

Uganda’s Museveni wins election amid allegations of fraud


Bobi Wine — a singer-turned-politician, whose real name is Robert Kyagulanyi — came a far second in the vote, according to the country’s election commission.

Wine said his team was considering all peaceful, nonviolent and legal options to contest the results, as fears of post-election unrest surfaces, following deadly violence in the months leading up to the vote.

“We are the real winners of this election and therefore what the electoral commission announced has nothing to do with the real election that took place,” Wine told CNN immediately after the announcement.

“I can call on all Ugandans to reject the announcement that has been made by the electoral commission … to reject them with the contempt with which it deserves.”

The election commission said Museveni won in a landslide, with 58.64% of the nearly 10 million ballots cast, while opposition Wine received 34.83% of the vote.

Wine said he had evidence of fraud and intimidation, but he did not provide details of that alleged evidence, saying his team would share it when communications lines were restored. He had earlier accused the electoral commission of vote rigging.

The internet in Uganda has been shut down for days under a government order. Wine said that he was struggling to get hold of his leadership team after being placed under house arrest on Friday.

Museveni, 76, has been in power for more than three decades and, ahead of this vote, outside observers believed there was little chance he would relinquish his position.

Saturday’s results follow months of campaigning that marred by heavy-handed state security responses to anti-Museveni protests, as well as the arrests of civil society members.

Dozens of people were killed in the months running up to the vote, including 45 who died in protests in November alone, after Wine was arrested for allegedly breaking Covid-19 restrictions.

“It is clear that the violence has not been coming from the people of Uganda, the violence has been coming from the police and the military,” Wine said, when asked whether he feared his call to reject the results would lead to violence.

Ugandans voted in the poll on Thursday amid the internet shutdown. In a speech Tuesday, Museveni confirmed his government had ordered internet providers block Facebook and other social media, accusing the platforms of “arrogance.” By morning of election day, the order was extended.

Wine had campaigned heavily on social media as some traditional outlets refused to include him in their election coverage.

The internet blackout has raised questions around the integrity of the vote count and also meant biometric machines failed to register ballots, forcing many polling stations to use manual voting and checks.

There were reports of late delivery of voting material and insufficient material at numerous polling locations. Journalists traveling to Wine’s residence for a press conference were turned back by security forces before reaching his home. Many were also forced to leave the national election tally center, despite having accreditation.

Monitors shut out

Before casting his ballot on Thursday, Wine addressed the media and complained that the majority of his polling agents across the country had been prevented from observing the election by police. Ugandan law guarantees that every candidate is allowed representation at polling locations.

He reiterated his calls for the United States and European Union to hold Museveni and his government “accountable to free and fair elections,” accusing the leader of forcing the country to “carry out elections in the dark” with his internet blackout.

US Ambassador to Uganda Natalie E. Brown said in a statement Wednesday that US monitors would not observe the vote as hoped after the election commission denied 75% of the country’s accreditation requests.
The EU’s foreign affairs chief Josep Borrell said the commission rejected its offer of monitors, despite having observed three elections between 2006 and 2016.

“The excessive use of force by law enforcement and security agencies has seriously tarnished this electoral process,” Borrell added.

Museveni told CNN on Tuesday that he would “accept the results” if he lost.

“If I lost a fair election, I will accept the results, of course, because Uganda is not my house,” he told CNN’s Christiane Amanpour.

“If the people of Uganda don’t want me to help them with their issues, I go and deal with my personal issues very happily,”

Wine ‘under siege’

On Friday, Wine told CNN his life was in danger as his home was taken “under siege” by the military.

Wine said his phone was blocked and his internet connection cut for some time as security forces burst into his home the day after polls opened.

Appearing on NTV, Kampala Police spokesperson Luke Owoyesigire said Wine was not under arrest.

“We have just provided security in the area, nothing much,” he said.

Owoyesigire said state security was responding in an effort to secure Wine’s residence and protect the candidate after two individuals were seen trying to gain access to the house by jumping the fence, adding one of the individuals had been arrested.

But a reporter for CNN near Wine’s residence on Saturday said there was still a large military presence around the compound, as well as military helicopters and drones circling above.

Wine’s lawyer, David Lewis Rubongoya, told CNN that Wine was still under house arrest.

“The military is not allowing people to go in. They are just reading whatever results that they want. This election was just rigged in such a blatant way,” he said.

“It is a sign of intimidation of the regime, but also they are very scared of the people. They lost this election in a very bad way. Bobi Wine is such a uniting factor, so they fear that the people might rise up, so that is why they are keeping him under a kind of house arrest. It is illegal and unconstitutional.”

He added Wine’s team were looking at all legal options to challenge the results once they are all released.

NRA declares bankruptcy, plans to incorporate in Texas

AUSTIN, Texas (AP) — The National Rifle Association announced Friday it has filed for bankruptcy protection and will seek to incorporate the nation’s most politically influential gun-rights group in Texas instead of New York, where a state lawsuit is trying to put the organization out of business.

The announcement came months after New York Attorney General Letitia James sued the NRA, seeking its dissolution over claims that top executives illegally diverted tens of millions of dollars for lavish personal trips, no-show contracts for associates and other questionable expenditures.

The coronavirus pandemic has also upended the NRA, which last year laid off dozens of employees. The group canceled its national convention and scuttled fundraising. The NRA’s bankruptcy filing listed between $100 million and $500 million in assets and between $100 million and $500 million in liabilities. Still, the NRA claimed in announcing the move that the organization was “in its strongest financial condition in years.”

The NRA filed for Chapter 11 bankruptcy in federal court in Dallas and said it planned to incorporate in Texas, where records show it formed a limited liability corporation, Sea Girt LLC, in November 2020. Sea Girt LLC made a separate bankruptcy filing Friday, listing few assets and fewer than $100,000 in liabilities.

In its filing, the NRA said its longtime leader, Executive Vice President Wayne LaPierre, made the decision to file for bankruptcy protection in consultation with a committee of three NRA officials formed in September to oversee its legal strategies. The NRA board voted Jan. 7 to clarify LaPierre’s employment agreement, giving him the power to “reorganize or restructure the affairs” of the organization.

“The move will enable long-term, sustainable growth and ensure the NRA’s continued success as the nation’s leading advocate for constitutional freedom – free from the toxic political environment of New York,” the NRA said in a statement.

In an interview, NRA board member Charles Cotton made clear that the bankruptcy filing was motivated by litigation and regulatory scrutiny in what he called “corrupt New York” — not financial concerns.

“We’ve got to get in a state where we can operate without that kind of undue weaponizing of governmental agencies, and frankly to get all the litigation in a place where we’ve got an even shake,” Cotton told The Associated Press.

Texas Gov. Greg Abbott, a Republican, quickly welcomed the news, tweeting: “Welcome to Texas — a state that safeguards the 2nd Amendment.” The NRA said it has more than 400,000 members in Texas and plans to hold its annual convention in Houston later this year.

Shortly after the announcement, James said she would not allow the NRA to “evade accountability” or oversight. The Democrat’s lawsuit last year highlighted misspending and self-dealing claims that have roiled the NRA and LaPierre in recent years — from hair and makeup for his wife to a $17 million post-employment contract for himself.

“The NRA’s claimed financial status has finally met its moral status: bankrupt,” James said.

Adam Skaggs, chief counsel at the Giffords Law Center to Prevent Gun Violence, called the bankruptcy filing “a transparent attempt to evade (James’) campaign to hold the NRA and its corrupt leaders accountable.”

Cotton said the allegations in James’ lawsuit will be proven false. He said he expects LaPierre to remain at the helm of the reconstituted NRA, praising his popularity with members and proficiency at raising money for the organization.

“Wayne leaving would be a bigger blow to the organization than was the illness and death of Charlton Heston,” Cotton said.

The gun-rights group boasts about 5 million members. Though headquartered in Virginia, the NRA was chartered as a nonprofit in New York in 1871 and is incorporated in the state. Going forward, the NRA said a committee will study opportunities to relocate segments of its operations to Texas and elsewhere.

Cotton declined to comment when asked if Sea Girt, which shares the name of a New Jersey firing range where the NRA began holding annual competitions in 1892, was formed as a part of a plan to facilitate the bankruptcy filing in Texas.

In recent years, the NRA’s relationship with New York has increasingly soured.

In 2018, the organization sued Gov. Andrew Cuomo, claiming a “political vendetta” was behind a state financial watchdog’s probe of whether it broke state laws by marketing an insurance program to gun owners. In November, the NRA agreed to pay $2.5 million and accept a five-year ban on marketing insurance in the state.

In response to James’ lawsuit, the NRA countersued with claims her actions were motivated by hostility toward its political advocacy, including comments she made while running for attorney general in 2018 that the NRA is a “terrorist organization.”

The NRA’s largest creditor, owed $1.2 million, is the organization’s former advertising agency, Ackerman McQueen. The NRA sued the company in 2019, alleging overbilling, and said in Friday’s bankruptcy filing that the debt owed is disputed. The lawsuit is pending.

In the New York lawsuit, Ackerman McQueen was accused of aiding lavish spending by LaPierre and other NRA executives by picking up the tab and then sending a lump sum bill to the organization for “out-of-pocket expenses.”

“No financial filing can ever shroud the moral bankruptcy of Wayne LaPierre and his wife and their lap dogs on the NRA board,” said Bill Powers, an Ackerman McQueen spokesperson and former public affairs director for the NRA.

Court records also show more than $960,000 owed to Membership Marketing Partners LLC, a firm that lists its headquarters at the same address as the NRA. Another $200,000 is owed to Speedway Motorsports, the North Carolina-based company that owns and operates NASCAR tracks, according to the records.

Australian Open: 47 players In quarantine after positive Covid-19 tests on two charter flights



Twenty-four players on a charter flight from the US to Melbourne are required to quarantine for two weeks after a member of the flight crew and a passenger — not a player — tested positive. Both had tested negative within 72 hours of boarding the flight, which carried a total of 79 people.

Another 23 players are also in quarantine following the arrival in Melbourne of a charter flight carrying 64 people from Abu Dhabi. One person — again not a player — tested positive after the flight, despite presenting documentation of a negative Covid-19 test prior to takeoff.

All 47 players affected will not be able to leave their hotel rooms for the 14-day period and until they are medically cleared. They will not be eligible to practice.

Australian Open organizers released two statements on Saturday detailing how the players would be impacted.

“All passengers from the flight are already in quarantine hotels and the positive case, who is not a player and had tested negative before the flight, has been transferred to a health hotel,” said the second statement in reference to the Abu Dhabi-Melbourne flight.

The passengers who tested positive for the virus on the US flight were also transferred to a health hotel.

“Our thoughts are with the two people who tested positive on the flight and we wish them well for their recovery,” said Australian Open Tournament Director Craig Tiley in the organizers’ first statement.

‘Rigorous testing schedule’

In a tweet that was subsequently deleted, French player Alize Cornet, who is in Melbourne but was not on either plane, described the situation as “insane.”

“Soon, half of the players from the AO will actually have to isolate,” she tweeted. “Weeks and weeks of practice and hard work going to waste for one person positive to Covid in a 3/4 empty plane. Sorry but this is insane.”

Originally scheduled to start this month, the Australian Open was rescheduled to February 8-21 because of Covid-19 concerns.

While most of the world’s top players have gone straight to Melbourne, others such as Novak Djokovic, Rafael Nadal and Serena Williams, flew to Adelaide.

“SA Health has confirmed that there is no one who has an active COVID-19 infection in the entire tennis cohort based in Adelaide,” tweeted the Australian Open later on Saturday. ‘Testing will continue on a daily basis.”

Prior to Saturday’s developments, tournament organizers had said players would also “undergo a more rigorous testing schedule than most returning travelers.”

All must undergo a 14-day quarantine, but are allowed out for five hours daily to train in strict bio-secure bubbles ahead of a host of warm-up tournaments, all in Melbourne, in the week leading up the grand slam.

But those 47 players now holed up in their hotels will be left wondering just how they will be able to properly prepare or the first grand slam of the season.

Online sign-ups complicate vaccine rollout for older people

DENVER (AP) — Howard Jones, who’s 83, was on the phone for three to four hours every day trying to sign up for a coronavirus vaccine.

Jones, who lives alone in Colorado Springs, doesn’t have the internet, and that’s made it much more difficult for him to make an appointment. It took him about a week. He said the confusion has added to his anxiety about catching what could be a life-threatening disease at his age.

“It has been hell,” Jones said. “I’m 83 and to not have the use of a computer is just terrible.”

As states across the U.S. roll out the COVID-19 vaccine to people 65 and older, senior citizens are scrambling to figure out how to sign up to get their shots. Many states and counties ask people to make appointments online, but glitchy websites, overwhelmed phone lines and a patchwork of fast-changing rules are bedeviling older people who are often less tech-savvy, may live far from vaccination sites and are more likely to not have internet access at all, especially people of color and those who are poor.

Nearly 9.5 million seniors, or 16.5% of U.S. adults 65 and older, lack internet access, according to U.S. Census Bureau data. Access is worse for seniors of color: more than 25% of Black people, about 21% of Hispanic people and over 28% of Native Americans 65 and older have no way to get online. That’s compared with 15.5% of white seniors.

In the San Francisco Bay Area, Dr. Rebecca Parish has been dismayed by the bureaucratic process and continued calls for help from seniors. One of her patients, who’s 83, called her in tears, unable to navigate the online appointment system at Rite Aid. A 92-year-old woman called her before dawn this week after reading about her in a newspaper, telling her, “I’ll do anything to get this vaccine.”

So Parish took things into her own hands. She reached out to Contra Costa County and acquired 500 doses to vaccinate people this weekend at a middle school in Lafayette, California. She’s working with nonprofits to identify seniors who don’t live in nursing homes and risk falling through the cracks. All her appointments have been claimed, but she’ll start taking them again once more doses are available.

Some health officials have been trying to find other solutions to ease the confusion and help senior citizens sign up, just as the Trump administration urged states this week to make the nation’s 57.6 million seniors eligible for the COVID-19 vaccine.

Some places have found simple ideas work. In Morgantown, West Virginia, county health officials used a large road construction sign to list the phone number for seniors to call for an appointment. Others are considering partnering with community groups or setting up mobile clinics for harder-to-reach populations.

Some seniors may be waiting to hear from their doctor. But there are limits to using health care systems, pharmacies or primary care providers to reach underserved people who don’t have the internet, said Claire Hannan, executive director of the Association of Immunization Managers.

She said the two coronavirus vaccines available in the U.S. and their low-temperature requirements “don’t lend themselves to being sent out to rural areas.”

In McComb, Mississippi, where 77.5% of residents are Black and almost half the population lives below the poverty line, 71-year-old Mary Christian made an appointment online with her son’s help. But the only available sites are at least an hour away from she lives.

“I’m 71 years old, and my kids are not going to be happy for me driving 1 to 200 miles away to get a vaccine,” said Christian, who has diabetes.

Some medical systems, like UCHealth in Colorado, are trying to partner with community groups to get vaccines to underserved populations, like seniors.

Dr. Jean Kutner, chief medical officer of UCHealth University at Colorado Hospital, said she’s volunteering at a clinic hosted by a church that brings in the vaccine and helps build trust between health care workers and residents.

For now, UCHealth schedules appointments online, but Kutner said a COVID-19 hotline is in the works because of the volume of calls from seniors.

“Seniors are comfortable with the phone side of things, so that that’s not really a technological barrier for them,” said Gretchen Garofoli, an associate professor at West Virginia University’s School of Pharmacy.

But even a Colorado health provider setting up vaccine clinics for underserved communities, Salud Family Health Centers, said their phone lines can’t handle the volume of calls they’re receiving and encouraged people to go online.

When calling for an appointment is an option, finding a number is often only possible online.

That was the problem for Jones, the 83-year-old in Colorado. A retired service member, he considered reaching out to Veterans Affairs but couldn’t find a phone number.

He asked for help from a friend, who gave him several numbers. One led to Angela Cortez, head of communications for AARP in Colorado.

AARP has been flooded with calls from seniors like Jones who don’t have the internet and need help navigating the websites of health departments, care providers and vaccine sign-up forms, Cortez said.

“It’s not like you can show up somewhere and get vaccinated,” Cortez said. “And if you don’t have access to a computer, you’re at a disadvantage.”

Even Cortez had trouble as she tried to help Jones. She called numbers listed on the Colorado health department website and several Safeway stores after Jones heard friends were vaccinated there.

Eventually, Cortez was told to sign up online.

“I’m an employee of AARP, one; and two, I’m the communications director — I’m a trained journalist — and I have a computer, three, and I can’t even get through to anybody,” she said.

A friend was finally able to get Jones an appointment for Saturday. But he’s frustrated that he had “to go through side channels” instead of doing it himself.

In Hong Kong, a New Party Calls for Stability (and Raises Suspicions)


BEIJING — They are businessmen, born in mainland China, who serve on top advisory committees to Beijing and profess patriotism for the motherland. One recently traveled to an obscure village in southeastern China to study Xi Jinping’s doctrine for guiding the country to greatness.

Now, they are seeking to bring that ardor to Hong Kong, as the founders of the city’s newest political party. They are calling for social stability to unify a deeply fractured society and mend a damaged economy.

“You cannot have a protest every day,” said Li Shan, the founder and chairman of the party.

The arrival of the Bauhinia Party has fueled furious speculation about the future of Hong Kong’s once-vibrant, at times unruly, political scene. The party, led by business executives who moved to Hong Kong from the mainland, is entering the fray amid forceful moves by the Chinese government to quash dissent, after huge pro-democracy protests in 2019 challenged its rule.

Already, the authorities have ejected opposition lawmakers from the Hong Kong legislature and disqualified and arrested would-be candidates. Many in the pro-democracy camp see the new party as yet another sign that Hong Kong — a former British colony that was promised 50 years of semi-autonomy when it returned to China in 1997 — is becoming just another mainland city.

But the news was equally, if not more, unsettling for Hong Kong’s pro-Beijing bloc, the coalition of local business tycoons, established politicians and trade unions that has long been allowed to govern as the central government’s proxy. Many have wondered if the emergence of the new party is Beijing’s signal that it has less use for those traditional power brokers and may replace them with figures deemed more effective or trustworthy.

While the pro-Beijing camp has always professed loyalty to the central government, its members have taken care to emphasize the differences between their city and the mainland.

The Bauhinia Party appears to be offering itself to Beijing as a new model for allies, ones who are more overt about their ties to the central government and their admiration for its top-down approach.

Mr. Li is a delegate to the national Chinese People’s Political Consultative Conference, an advisory body to Beijing, and speaks hardly any Cantonese, Hong Kong’s local language. Another co-founder, Chen Jianwen, is a delegate to a regional arm of the advisory body and leads an association for alumni of a training academy for Communist Party officials.

Central planks of the party’s platform include combating discrimination against mainland transplants to Hong Kong and fostering a love of Chinese language and culture. Mr. Li said he wants to encourage more Hong Kong students to study at mainland universities and undergo “patriotic education,” an echo of Mr. Xi’s own calls for young Hong Kongers to “increase their sense of belonging to the motherland.”

Even the way Mr. Li established the party nodded to the central government. He officially founded it aboard a cruise ship in Hong Kong’s Victoria Harbor, a reference to Mao Zedong’s founding of the Chinese Communist Party aboard a boat in eastern China, according to party lore.

Perceived allegiance to Beijing could be the most important factor for securing the central authorities’ blessing in the coming years, said Willy Lam, a professor of Chinese politics at the Chinese University of Hong Kong.

If more people with mainland backgrounds participated in Hong Kong politics, Beijing could “rest assured” that the city would be led by those who “would presumably be more loyal to the motherland,” he added.

The Bauhinia Party’s founders deny that they are puppets of Beijing or that they seek to supplant existing parties. Mr. Li said the party is focused on the selection of the city’s chief executive, not on winning legislative seats.

The chief executive is chosen by a committee of just 1,200 electors, many with close ties to Beijing.

While Mr. Li said he was not planning to run in next year’s chief executive race, he hinted repeatedly that he was interested in the job someday.

“If the community requires me to devote myself for such a job or responsibility, I’m willing to sacrifice myself,” he said in an interview in Beijing last month.

Mr. Li said he did not tell the central or Hong Kong authorities that he was starting a party until after he had done so. Then he notified Hong Kong’s chief executive, Carrie Lam, and the Central Liaison Office, Beijing’s official arm in Hong Kong.

He bristled at suggestions that he was an outsider. “I have been a permanent resident for 20 years,” said Mr. Li, a financier who moved to Hong Kong in 1993 after completing a doctorate at the Massachusetts Institute of Technology.

The co-founders say they want to reach opponents of the government as well as supporters.

In its stated principles, the party professes a commitment to universal suffrage — a central demand of the pro-democracy camp — and a promise to make Hong Kong “one of the world’s most free, democratic and open” cities. Mr. Li said he wants to preserve the structure of “one country, two systems,” for an additional 50 years.

But the pro-democracy camp has dismissed those overtures as lip service. An editorial in Apple Daily, a fervently pro-democracy newspaper, called the party a “Trojan horse” that would allow the Communist Party to operate openly in Hong Kong. Lo Kin-hei, the chairman of the Democratic Party, wrote on Twitter that it was the “Hong Kong branch” of the Communist Party.

The pro-Beijing camp has been equally hostile. Many have sneered at the Bauhinia Party’s stated goal of attracting 250,000 members, about five times more than the largest pro-Beijing party in Hong Kong has. Mr. Li said on Friday that the party had fewer than 100 members so far.

“It is easy to start a party, but it is not that easy to establish your party as a viable political force,” said Jasper Tsang, the founder of that largest party, the Democratic Alliance for the Betterment and Progress of Hong Kong.

Mr. Tsang dismissed the idea that the Bauhinia Party had Beijing’s backing or that Mr. Li could become chief executive. He pointed out that Hong Kong’s two major state-backed newspapers had paid little attention to the new party, which he said suggested a lack of official support.

Regina Ip, the founder of another pro-Beijing party, said Mr. Li had approached her about possible collaboration and that she was “not in any way interested.”

“I don’t think he begins to understand how complex the job is,” she said of Mr. Li’s hints about running for chief executive. “If you have some financial credentials, it doesn’t mean you are qualified.”

Mr. Li acknowledged that he was not fluent in Hong Kong politics, despite his long residence in the city. He said he had never voted until late 2019. Asked about his position on a contentious proposal to allow Hong Kong residents living in mainland China to vote in the city’s elections, he said he had not heard of the issue.

Some have been more amenable to the Bauhinia Party.

Christine Loh, a former pro-democracy lawmaker who also worked in the administration of a pro-Beijing chief executive, said she did not know much about the new party. But she said that Hong Kongers should be more open to political figures more aligned with the mainland system.

“It isn’t that it’s going to be extended to Hong Kong, but it’s not totally unconnected,” she said of the mainland system. It is possible, she said, that people with ties to it might be able to help Hong Kong.

While Mr. Li insists that he did not consult any Chinese officials before establishing his party, he acknowledged discussing some of its proposals with officials since then.

Last month, he visited a museum in Xiadang, a village where Mr. Xi worked as a young Communist Party cadre in the 1980s. Mr. Li said he wanted to learn more about the early development of “Xi Jinping Thought,” Mr. Xi’s ideological manifesto.

Another co-founder, Wong Chau-chi, demurred in an interview with The South China Morning Post when asked whether Bauhinia Party members were secretly Communist Party members.

“It’s not correct to judge our party on whether we have underground members or not,” he said. “It’s something not relevant to our governance.”

Every time news comes out about yet another report on how much the planet is suffering from pollution and how climate change is getting worse by the minute, instead of thinking “we’re screwed,” we should probably turn that into positive thinking and start considering what we can do to stop it.

Well, consider this an exercise in positive thinking, as NASA has just come out with a video showcasing the history of temperature increase over the past 140 years, and things aren’t looking so good as last year has been declared the hottest in history, tied for first place with 2016.

As if 2020 wasn’t bad enough, NASA dropped some sad news about the alarming temperature levels

So, the National Aeronautics and Space Administration, more commonly known as NASA, just released a video announcing that, in 2020, the average surface temperature tied with 2016 as the warmest year on record.

According to scientists at NASA’s Goddard Institute for Space Studies (GISS) in New York, the planet’s globally averaged temperature was warmer by 1.84 degrees Fahrenheit, or 1.02 degrees Celsius, than the baseline 1951-1980 mean.

Turns out, 2020’s average temperature exceeded 2016’s average by a tiny amount that’s considered a margin of error of the analysis, effectively making it tied for the warmest year in the last 140 years.

The ever-increasing temperatures are due to rising greenhouse gas levels caused by various human activities, including the burning of fossil fuels.

In a NASA press release, GISS Director Gavin Schmidt said: “The last seven years have been the warmest seven years on record, typifying the ongoing and dramatic warming trend. Whether one year is a record or not is not really that important—the important things are long-term trends. With these trends, and as the human impact on the climate increases, we have to expect that records will continue to be broken.”

Tracking the global temperature trends allows us to track a critical indicator of the impact of human activity, namely greenhouse gas emissions. This in turn means loss of sea ice and ice sheet mass, sea level rise, longer and more intense heat waves, more intense natural phenomena, changes in habitats, and so on.

NASA also has an ongoing project called Images Of Change, which highlights the major changes that are happening on Earth. Sad to say, many of these changes are due to human impact and climate change, like extreme lake droughts, glacier melting, and deforestation. As it stands now, the average sea level rise is predicted to be up to almost one foot (or 30 centimeters) by 2065 and up to two feet by the end of the century. Even if emissions are fully eliminated, there will still be inertia and many aspects of climate change will persist.

States declare emergencies, close capitols ahead of rallies

Responding to warnings of potentially violent demonstrations, governors across the nation are calling out National Guard troops, declaring states of emergency and closing their capitols to the public ahead of President-elect Joe Biden’s inauguration next week.

Though details remain murky, demonstrations are expected at state capitols beginning Sunday and leading up to Biden’s succession of President Donald Trump on Wednesday. State officials hope to avoid the type of violence that occurred Jan. 6, when a mob of Trump supporters stormed the U.S. Capitol, leaving a Capitol Police officer and four others dead.

The FBI has warned of the potential for violence at all state capitols and has said it is tracking an “ extensive amount of concerning online chatter, ” including calls for armed protests.

Governors across the country are sending thousands of National Guard troops to Washington, D.C., where the National Mall has been closed to the general public as part of an intense security effort. More than a dozen governors also have called out the Guard to protect their own state capitols and aid local law enforcement officers.

“We are prepared for the worst, but we remain hopeful that those who choose to demonstrate at our Capitol do so peacefully, without violence or destruction of property,” Michigan State Police Col. Joe Gasper said Friday, as Democratic Gov. Gretchen Whitmer announced the Guard’s role.

Crews installed a six-foot fence around the Michigan Capitol ahead of expected protests, and ground-level windows were boarded up at a nearby building that houses the governor’s office. Gasper said an increased state police presence would remain at the statehouse at least through mid-February.

Some windows also were boarded at capitols in Wisconsin and Illinois, both of which activated the National Guard to help with security. Though the Wisconsin Capitol already was closed to the public because of the coronavirus, Democratic Gov. Tony Evers’ administration told those who had been coming into the Capitol to instead work remotely for the rest of the month.

Law enforcement officials were reducing parking around the capitol building in Madison this weekend and urging people to avoid the area as they braced for potential unrest. There was only one known organized event for the day, an anti-fascist demonstration where free food, drinks and clothes were to be distributed.

California Gov. Gavin Newsom is mobilizing up to 1,000 National Guard members over concerns of civil unrest. State officials on Thursday erected a chain link fence around the Capitol, bolstering other temporary and permanent barriers. The California Highway Patrol is refusing to issue permits for rallies at the Capitol.

“We’re treating this very seriously and deploying significant resources to protect public safety, critical infrastructure and First Amendment Rights,” Newsom said in a video message. “But let me be clear: There will be no tolerance for violence.”

Other governors were encouraging people to stay away from capitol buildings during the coming days. Ohio Gov. Mike DeWine, a Republican, closed the Capitol until after Biden’s inauguration and activated hundreds of National Guard members. Indiana Gov. Eric Holcomb, a Republican, said Friday that officials “decided to err on the side of caution” and close the Capitol from Monday through Wednesday.

Citing the possibility of armed protests, Kansas Gov. Laura Kelly on Friday began a one-week restriction on public access to the Capitol. Only those who have business with the Legislature or governor’s office will be allowed inside, and they will have to provide an email showing they have a meeting or are testifying to a legislative committee.

Kelly and Pennsylvania Gov. Tom Wolf closed their Capitol buildings for a couple days next week, coinciding with the presidential inauguration. The Pennsylvania Capitol complex already had been closed to the general public because of the coronavirus pandemic, but the new order advises state employees who work in person to take off Tuesday and Wednesday; Monday is the Martin Luther King Jr. holiday.

“While we are not aware of any specific threats at this time, we want to act with an abundance of caution to keep employees safe,” Wolf’s administration said on its website.

Uncertainty heading into the weekend was a common theme among state officials and law enforcement officers. Many were enhancing security based on past demonstrations or general warnings but without specific expectations about how many protesters, if any, would show up outside state capitol buildings in the coming days.

The National Guard is supplementing security at Washington’s capitol, where people broke a gate and entered the grounds of the governor’s mansion last week. But Washington State Patrol spokesman Chris Loftis said Friday that there are “no known explicit threats” detailing the time, place and action of future demonstrations.

“We cannot be dismissive of the possible dangers but we should not be alarmists either,” Loftis said in an email to media. The state patrol “has been directed to meet this discomforting uncertainty with caution, preparedness, resolve, and calm — certainly, a wise course of action for all.”

Legislatures in several states, including Indiana and Michigan, also were canceling or limiting their work next week.

Oregon’s Legislature will convene Tuesday. But the House and Senate have canceled floor sessions and committee hearings, and there will be no in-person meetings. Senate President Peter Courtney, a Democrat from Salem, said the decision was made after consulting with police. Last month, a violent crowd entered the Oregon Capitol, fought with police and damaged the building.

The Republican-led South Carolina House and Senate won’t convene in full session next Tuesday or Wednesday, and committees will meet virtually. The Capitol building will be closed from Saturday through Wednesday “out of an abundance of caution,” state and local authorities said in a joint statement.

Republican leaders of the Missouri House also canceled session for next week. Though several House members had expressed security concerns following the unrest in the nation’s capitol, a written statement from GOP leadership cited a rising number of COVID-19 cases in the Capitol building as a reason for the cancellation.

Governors in Maryland, New Mexico and Utah all declared states of emergency ahead of potential demonstrations. Fencing was installed in a wide radius around the New Mexico Capitol. Utah’s order allows authorities to close the Capitol grounds through next Thursday, the day after Biden’s inauguration.

“We respect the right of Utah residents to peaceably assemble as guaranteed in the U.S. Constitution,” Utah Gov. Spencer Cox, a Republican, said in a statement. “But we draw the line at threats to physical safety or to the Utah Capitol building. No violence of any kind will be tolerated.”

Uganda’s Leader of 35 Years Is Re-elected After Bitter, Bloody Campaign


NAIROBI, Kenya — President Yoweri Kaguta Museveni of Uganda has won a sixth term, the country’s electoral commission said on Saturday, after a campaign marred by a lethal crackdown on the opposition, an internet blackout and accusations of vote tampering and rigging.

The result gives Mr. Museveni, who came to power in 1986 and is one of Africa’s longest-serving leaders, a new five-year term. It also caps a bitter and bloody campaign for his opponents — particularly his main rival, the musician-turned-lawmaker Bobi Wine.

He was beaten and bruised, his entire campaign team was detained and his home was surrounded and breached by the military. On Saturday, Mr. Wine challenged the results, saying Mr. Museveni’s government had “fabricated” them.

“We rejected what they are putting out,” he said in a telephone interview from Kampala, the capital. “We have our evidence, but they are keeping the internet shut down so that we don’t communicate it to the world,” he said, of the blackout that began in the day before the Jan. 14 election. “We won,” he added.

The electoral commission said Mr. Museveni received more than 5.8 million votes, or 58.6 percent of the total votes, while Mr. Wine received 3.4 million votes, or over 34 percent of the total votes. There were 18.1 million registered voters out of a population of about 45 million.

Although Ugandan opposition candidates have faced crackdowns in the past, “the gag during this election was unprecedented,” said Su Muhereza, a Ugandan political commentator. “There was only so much one man like Bobi could do against the machine” of what she called “the security state.”

Mr. Museveni rose to power as the head of a revolutionary movement 35 years ago, promising to uphold democracy, safeguard the lives of Ugandans in a nation torn by coups and violence, and lamenting the corruption and greed that hindered African leaders from fulfilling their people’s aspirations.

At the time, he and his cadres “saw themselves as the essential leaders, not just of the country’s politics, but of a whole new national culture,” said Derek R. Peterson, a professor of history and African studies at University of Michigan.

But over time, Mr. Museveni and the governing National Resistance Movement tightened their grip on power by misusing public funds, employing patronage, using state institutions to persecute opposition leaders and deploying security forces to intimidate civil society groups and the media.

As his power became more entrenched, Mr. Museveni and those in his government became more and more convinced that they alone had “the right to author Uganda’s destiny,” Mr. Peterson said.

“Where once he was a youthful firebrand,” Mr. Peterson said, Mr. Museveni “now speaks as an elder, reminding his people about the virtues of the old culture, demanding deference, excoriating the decadence of the young.”

In the voting on Thursday, those youthful Ugandans were represented by Mr. Wine, a 38-year-old rapper-turned-lawmaker who mounted the biggest challenge yet to Mr. Museveni’s rule. Mr. Wine, whose real name is Robert Kyagulanyi, called on Mr. Museveni to resign and pointed to the corruption, chronic unemployment and poor public services across the East African nation.

The authorities responded by arresting Mr. Wine — including on the day he filed for his candidacy in November — and charged him with violating restrictions to control the coronavirus pandemic.

The arrest of Mr. Wine and other opposition figures set off nationwide protests that led to the deaths of at least 54 people as security forces dispersed demonstrators. As the campaign heated up late last year, Mr. Museveni accused the opposition of being backed by foreign “agents” and “homosexuals,” and said they wanted to start an “insurrection” that would sow chaos across the country.

Citing government abuses, Mr. Wine in early January filed a case with the International Criminal Court against Mr. Museveni and nine top security officials, accusing them of attempted murder and human rights violations.

On Saturday, Mr. Wine struck a defiant note, vowing to challenge the results in court and show the world that he was the rightful winner.

Local and foreign election observers questioned the validity and transparency of the vote after they were prevented from monitoring it for lack of accreditation. The United States mission in Uganda said that 75 percent of its accreditation requests had been denied, pushing it to cancel its observation of the vote.

A report seen by The New York Times, which had input from 2,000 observers with the Africa Elections Watch coalition deployed in 146 districts nationwide, documented late openings in most polling stations, incidents of illegally opened ballot boxes and the arrest of 26 members of civil society groups who were observing the election.

Mr. Wine said that between 50 and 60 military officers were still surrounding his seven-acre property and that they were blocking people from leaving or entering his home.

“The government is doing this to intimidate me, to make sure I don’t speak to the world,” he said, adding that he hoped that the international community would stand up for Ugandans. “I am glad the world is getting to see Museveni for who he is.”

“I’ve got diagnosed with ADHD last year, and honestly, the diagnosis was life-changing,” Ingri told Bored Panda. “It helped me to accept myself, knowing why my brain works a certain way, has helped me to look at my struggles with more compassion. The artist said that living with undiagnosed ADHD is very hard. “I’ve constantly felt out of place, like there was something wrong and I’m somehow different from everyone else. For many people, undiagnosed ADHD can bring comorbidities like anxiety and depression, therefore it is especially important to get the right treatment as soon as possible. Also finding the community of people going through the same things really really helps! It made me feel less alone.”

Ingri thinks that one of the biggest misconceptions the public has about ADHD is that only children have it. “The truth is that most people with ADHD continue to have symptoms as adults too. However, many adults are shamed and not taken seriously for the symptoms they experience. I know for myself, it was quite hard to accept the fact that I have ADHD because all I knew about this condition were the misconceptions and stigma surrounding it. I didn’t fit the ‘hyperactive boy’ image, therefore it was hard to understand this diagnosis for myself, as well as explain it to others.”

Another big myth is that everyone with ADHD is visibly hyperactive. The artist said there are three types of ADHD, and one of them is ‘the inattentive type’ (which she also happens to have)—it doesn’t have an impact on activity levels. “Many girls and women tend to have this type of ADHD, therefore they are usually diagnosed later in life, as the ones who get noticed first are hyperactive boys.”

How British Scientists Found the More Infectious Coronavirus Variant


LONDON — All at once, the coronavirus seemed to change.

For months, Dr. Steven Kemp, an infectious disease expert, had been scanning a global library of coronavirus genomes. He was studying how the virus had mutated in the lungs of a patient struggling to shake a raging infection in a nearby Cambridge hospital, and wanted to know if those changes would turn up in other people.

Then in late November, Dr. Kemp made a startling match: Some of the same mutations detected in the patient, along with other changes, were appearing again and again in newly infected people, mostly in Britain.

Worse, the changes were concentrated in the spike protein the virus uses to latch onto human cells, suggesting that a virus already wreaking havoc around the world was evolving in a way that could make it even more contagious.

“There’s a load of mutations that occur together at the same frequency,” he wrote on Dec. 2 to Dr. Ravindra Gupta, a Cambridge virologist. Listing the most troubling changes, he added: “ALL of these sequences have the following spike mutants.”

The two researchers did not yet know it, but they had found a new, highly contagious coronavirus variant that has since stampeded across Britain, shaken scientists’ understanding of the virus and threatened to set back the global recovery from the pandemic.

Word raced through a consortium of British disease scientists, longtime torchbearers in genomics who had helped to track the Ebola and Zika epidemics. They gathered on Slack and on video calls, comparing notes as they chased down clues, among them a tip from scientists in South Africa about yet another new variant there. Still others have since emerged in Brazil.

For nearly a year, scientists had observed only incremental changes in the coronavirus, and expected more of the same. The new variants forced them to change their thinking, portending a new phase in the pandemic in which the virus could evolve enough in time to undermine vaccines’ effectiveness.

But the road to its discovery was laid down to little acclaim in March, when Britain decided to begin sequencing coronavirus samples en masse. The country produces half the world’s inventory of coronavirus genomes, providing an unparalleled view of how the virus changes, and how people brought it into Britain last year and are now carrying the variant out.

For Britain, the discovery came too late to prevent a punishing new wave of Covid-19 that has put its hospitals on the brink of having to deny lifesaving care. The variant was already spreading fast, abetted by the government’s lax restrictions during the fall and early winter.

But Britain sounded an alarm for the world, allowing countries to close their borders and start frantically searching for a variant they otherwise might not have noticed for months. British scientists quickly published studies that convinced skeptics of its potency.

“The U.K.’s got many things wrong about this pandemic, mainly not learning lessons about the importance of reacting early,” said Neil Ferguson, an epidemiologist and government adviser. “But the U.K. has a fairly unparalleled surveillance system for Covid. We can monitor very small changes in the virus.”

Labs around Britain, after testing swabs for the virus, send the leftover material in refrigerated vans to the Wellcome Sanger Institute, a genomics lab, where they are stored in cavernous freezers.

There, robots separate out the positive samples and deposit them into the wells of tiny, muffin-tin-like plates. Machines then map their genomes, said Jeffrey Barrett, who directs the sequencing project, producing 30,000 letter-long genetic codes that are uploaded to an internet library. The task of making sense of mutations falls to biologists like Andrew Rambaut, a professor in Edinburgh, who determine where they fit on the evolutionary tree.

The effort has generated more than 165,000 sequences in Britain. The United States, with five times as many people, has sequenced about 74,000 genomes. Germany has sequenced about 3,400, less than half of what Britain uploaded to the global database on Thursday alone.

“It has totally revolutionized how we’re dealing with the virus,” said Judith Breuer, a virologist at University College London.

The campaign took shape on March 4, before 100 coronavirus infections had been found in Britain, when a Cambridge microbiologist, Sharon Peacock, sent a flurry of emails to British genomicists, asking each: “Can you call me please.”

Within two weeks, their newly formed consortium had secured 20 million British pounds, about $27 million, in government funding.

“It’s a close community here, and in March it effectively put aside any rivalries, any egos, and just said, ‘We can play a critical role in managing the pandemic,’” said Thomas Connor, a scientist in Wales who built a platform for collating and analyzing genomes.

Among the samples sequenced last summer were those of a man in his 70s with lymphoma, admitted in May to a Cambridge hospital for treatment of Covid-19. Dr. Gupta, a part-time clinician, began treating the patient, whose anticancer drugs had depleted his immune response. Sequestered in an isolation room, the patient struggled to breathe. Even after several rounds of treatment, including plasma with antibodies from recovered patients, the virus did not disappear.

Instead, it mutated. Britain’s sequencing efforts opened a window into those changes: Over 101 days in the hospital, the viral particles coursing through the man’s lungs were sequenced 23 times, a treasure trove of clues.

The patient died in August, seemingly without having infected anyone else. But the mutations in his virus eventually supplied scientists with a leading theory for how the British variant originated: by eluding the immune defenses of someone like the Cambridge patient who had a weakened immune system and a long-lasting infection.

“We call this the gold standard patient for assessing different viral populations in a host,” Dr. Kemp said.

One mutation the patient had, labeled 69-70del, changes the shape of the spike protein. Another, N501Y, can help the protein bind more tightly to human cells.

Dr. Kemp searched for those changes every few days in the global database, finding scarce reason to worry. Then in late November, abruptly, he noticed many genomes, mostly from Britain, that had those mutations and a host of others that could change how the virus entered human cells. He summoned Dr. Gupta to his computer for a look.

Eventually, British scientists detected 23 mutations that distinguished these genomes from the earliest known version in Wuhan, China — enough to be a considered a new variant, since labeled B.1.1.7. On an evolutionary tree that Dr. Kemp made, it stood apart like a lone, spindly branch.

“I was not expecting anything like this,” Dr. Gupta said. “Back at the end of November, it was all about vaccine hope, and there was no whiff of new variants coming along.”

The number of mutations on the spike protein particularly rattled him, he said, calling it “a ‘Wow’ moment.”

At the same time, England’s public health experts were puzzling over an unexplained outbreak of coronavirus cases. A lockdown had tempered the virus across England, but not in Kent, a county of London commuters and fruit orchards in the southeast. Cases were emerging in schools. One in 328 residents was infected.

Only on Dec. 8, at their regular meeting with genomicists, did the public health officials conclude that the cause was likely a new variant. Looking back through their databases, scientists discovered that it had first been collected in September, and had spread as people returned to offices and patronized restaurants and pubs at the government’s urging.

Researchers eventually became persuaded that the variant was, in fact, more transmissible — roughly 30 to 50 percent more — but only after they had assembled a patchwork of less conclusive clues.

“There’s no one totally unambiguous line of evidence — science only generates that kind of surety over longer time periods,” said Oliver Pybus, an Oxford evolutionary biologist. “It was more a case of different, independent lines of evidence coming together.”

After scientists presented their conclusion on Dec. 11 to a government advisory body, Dr. Ferguson, the epidemiologist, became concerned that it would “almost certainly require us to go into another lockdown.” He texted Prime Minister Boris Johnson’s chief scientific adviser, warning about the variant.

By Dec. 22, government scientists said that strict measures, including school closures, were needed to suppress the variant. But Mr. Johnson allowed people in parts of England to gather on Christmas, and did not impose an England-wide lockdown until Jan. 4.

The variant is now estimated to account for more than 80 percent of positive cases in London and at least a quarter of infections elsewhere in England, and has turned up in more than 50 countries. American health officials warned on Friday that the British variant could be the dominant source of infection in the United States by March.

In recent days, Dr. Gupta and Dr. Kemp have begun using blood serum from vaccinated people to determine if the variant may weaken the potency of the vaccines.

“The world was being told for a long time that mutations don’t really matter from the coronavirus,” Dr. Gupta said. “But we found that mutations did come, and they did have an impact on the virus’s fitness.”
