U.K. Opposition Demands Action as Building Cladding Crisis Escalates


LONDON — Nearly four years after a fire killed 72 people as it tore through London’s Grenfell Tower — a high-rise building clad in flammable material — Britain’s opposition party is demanding that the government come to the aid of hundreds of thousands of people living in dangerous apartments and buildings with similar cladding.

The Labour Party on Monday called for a national task force to deal with the issue, and urged the government to establish the extent of dangerous cladding still on buildings across the country. The measures are part of a proposed amendment to a Fire Safety Bill aimed at helping those in homes still wrapped in treacherous cladding. It would prioritize the highest risk buildings, request funding be provided to remove flammable cladding immediately, and seek protection for leaseholders and taxpayers to keep them from shouldering the cost.

Keir Starmer, the opposition Labour leader, said in a statement ahead of a debate in Parliament on the issue, that the measures need to “be a turning point for those affected by the cladding scandal.”

“Millions of people have been sucked into this crisis due to years of dither, delay and half-baked solutions from the government,” Mr. Starmer said. “For many leaseholders, the dream of homeownership has become a nightmare. They feel abandoned, locked down in flammable homes and facing ruinous costs for repair work and interim safety measures.”

The fast-spreading, and devastatingly deadly, fire at Grenfell Tower in June 2017 was driven by the cladding on its exterior, an initial inquiry into the blaze found, with combustible Aluminium Composite Material, or ACM, the main cause for its unabated spread.

The cheap cladding had long been banned in many European countries, and the United States, because of the fire hazard it posed. But in England, it was cleared for use widely. After the Grenfell fire, the government vowed remove the material from similar buildings.

But in the years since, and despite numerous government promises, there are still dozens of buildings clad in the very material used on Grenfell Tower, and even more believed to be wrapped in other flammable cladding. Some of these materials are banned from new buildings but have remained on existing ones.

More than 400 high-rise buildings with the same cladding were identified by the government, and it eventually directed funding to remove the cladding from public housing, and committed to fund the remediation of high-rise private residential buildings as well.

But according to the most recent data, released by the government in Dec. 2020, there are 165 high-rise buildings with unsafe ACM-cladded exteriors across England, most of them in urban areas of Manchester and London.

Additionally, an estimated 200,000 high-rise apartments — home to some 700,000 people — are believed to be wrapped in some kind of flammable cladding materials, according to the Times of London.

The Labour Party estimates that cladding issues could affect up to 4.6 million properties, based on its analysis of figures from the New Build Database and the Office for National Statistics.

In England, most private apartments are sold as long-term leases, with the building itself owned by a “freeholder,” often an investment group, and it has been difficult for either residents or the government to hold building owners liable for using shoddy material.

The cost is often passed to apartment owners, and in the case of many of the buildings with combustible cladding, these owners were mostly first-time buyers, retirees, immigrants and lower-income earners. Housing experts say the situation could take years to address.

Ten of thousands of people are living in apartments they are unable to sell, with banks unwilling to offer new mortgages on properties that may have combustible materials. Others, in buildings where the material has been identified but not removed, have been left paying for nightly fire patrols to ensure their safety. With the cost of some of the remediation work needed on buildings being passed along to leaseholders, many say the situation is untenable.

And with the coronavirus pandemic and subsequent national lockdowns forcing people to spend more time in their homes, many say they are under even more pressure.

Paul Afshar, 37, a campaigner with End Our Cladding Scandal, a group that advocates for a government effort to fix the crisis, owns an apartment in East London in a low-rise apartment block that has cladding that has still not been fully assessed.

He, like many impacted by cladding issues, bought his home under a government-run shared-ownership program, so owns just 25 percent of his property, although he is responsible for 100 percent of its maintenance. That means the cost to him personally for removing the cladding could run into the tens of thousands of pounds. Others in similar situations have had to declare bankruptcy.

It’s still unclear what type of cladding his building has — he is waiting on an assessment. He has tried to sell his one-bedroom property twice in the last 12 months. But no lenders would give his prospective buyers a mortgage, for fear of combustible cladding.

“In my case, and a lot of other people’s cases, not only are you stuck inside a flat with flammable cladding, you can’t leave, you can’t sell,” he said. “You’re effectively trapped in a fire trap.”

The government on Monday, said that the measures underway and two pieces of legislation — an upcoming building safety bill, and the fire safety bill being discussed — were the correct approach. A separate amendment to the fire safety bill, tabled by Conservative lawmakers in recent weeks has drawn broad support, putting further pressure on the government to ensure costs are not passed on to leaseholders. The lawmakers behind that measure criticized the Labour lawmakers for using Monday’s debate, and largely symbolic vote, to score political points.

Chris Pincher, the minister for state housing, speaking in Parliament, defended the measures and said the issue was a complex one.

“There is no quick fix, if there was, we would have done it long ago,” he said.

Body of double murder suspect found at Tennessee lake

TIPTONVILLE, Tenn. (AP) — The body of a double-murder suspect was found at the same Tennessee lake where two duck hunters were fatally shot, authorities said.

The body of David Vowell was recovered and identified Saturday in Reelfoot Lake in northwest Tennessee, the Tennessee Bureau of Investigation said in a statement.

The TBI said an autopsy is planned.

The statement said Vowell, 70, was wanted on two counts of first-degree murder in connection with the shooting deaths of Zachery Grooms, 25, and Chance Black, 26. The Weakley County residents were shot in a duck blind at the lake Monday.

The Jackson Sun reported a third man who was with Grooms and Black told investigators that Vowell shot the others before driving away.

Inside WallStreetBets, the Reddit army that’s rocking Wall Street


He should have been concentrating on the student he was tutoring in physics — a job he did during his free time while enrolled in a post-baccalaureate pre-med program — but Omar’s eyes kept darting back to the Robinhood app open on his phone.

 Omar had invested $6,000 in Beyond Meat options; in the days before that tutoring session he’d seen the value of that investment rocket up to almost $15,000. What he was witnessing now, though, felt like torture.

Down $2,000.

Down $3,000.

 By lunchtime, the stock options Omar had bought were down around $7,000 from their peak.

 Omar knew he should probably sell the options before they became worthless. But he followed the mantra of the place where he’d first learned about options trading, the subreddit r/wallstreetbets, and held on.

“It was diamond hands,” said Omar, using the site’s term for holding an option even after incurring extreme losses or gains. “It was like, all or nothing.”

 Within two days Omar had lost not only his gains but his entire initial investment. 

 Desperate to earn it back, Omar, 23 years old and the child of working-class immigrant parents, took the rest of the money he could scrounge up — cash from his tutoring gig, his stimulus check, a chunk of his freshly-deposited student loans that was supposed to pay for his living expenses (which were basically non-existent after he had moved home during the Covid-19 outbreak) — and poured all of it, $22,000, into his Robinhood account. Then he opened up WallStreetBets.

 ”I was really scared,” Omar told CNN Business in an interview in August. “All I wanted to do was just make my initial money back and pay it off.”

 By the end of the week, he had lost it all again.

 Omar, who spoke on the condition that he be referred to using a pseudonym out of concern over the legality of trading with money from his student loans, said that he blames himself for his losses but regrets ever stumbling upon one of Reddit’s most active communities.

 ”I would not have traded options,” Omar admitted, “if I had not found WallStreetBets.”

This January, with WallStreetBets now an inescapable presence, Omar was back on the board. Back to trading.

Stock market meets internet fringe culture

This past week has been a banner one for Reddit’s island of misfit investors.

WallStreetBets exploded into the mainstream, moving from the front page of Reddit to the front page of the New York Times and nearly every other major news site. The subreddit’s short-squeeze of GameStop helped shoot up the price of the video game retailer’s stock a mind-boggling 1,700% from the beginning of January to Wednesday (before it fell again Thursday), captivating the minds and wallets of investors — both casual and institutional — and financial regulators.
But while millions are now discovering WallStreetBets for the first time, it has been building momentum throughout the pandemic. One can trace its epic rise to a perfect storm of favorable conditions: the exponential growth of the app Robinhood and its no-fee options trading, the extreme volatility Covid-19 brought to the markets, the stimulus checks mailed to millions of Americans, the lack of televised sports for much of the year, and the unwanted free time stuck at home the pandemic has forced on many people.

Describing itself as if “4chan found a Bloomberg terminal,” the forum’s giddy nihilism, inscrutable language and memes fueled a war on a perceived corrupted mainstream.

And it’s led WallStreetBets’ evolution into an unprecedented force of retail-investing financial radicalism, offering the allure of get-rich-quick gains to a rapidly expanding audience of millions. (5, at last count).

Many celebrated WallStreetBets’ war on GameStop short-sellers as a populist campaign against hedge-fund raiders looking to profit off the destruction of a well-known retail brand like GameStop. But unlike many other similar online communities, there is also a clear financial goal for the people in it.

“It’s a means to an end,” explained one of them, AJ Vanover.

At his retail job in a battery store in Missouri, Vanover makes around $35,000 a year. But on Wednesday, he found himself a paper millionaire. (His Robinhood account exceeded $1 million, according to screenshots he provided, but he hadn’t cashed out yet). For months, Vanover had been following GameStop as a “value play,” posting his thoughts on WallStreetBets along the way.

This week, Vanover was off from work, quarantining after a coworker contracted Covid-19, but now thinks he won’t return to his old job. “I know I’m going to do two-weeks’ notice,” he said with a nervous laugh. “So, I’ll be nice about it.’ Vanover said he plans help his parents with their mortgage, and he intends to keep investing in options.

 ’These guys can move markets’

Enter WallStreetBets for the first time and you’ll almost certainly be a bit lost.

The forum’s language can be difficult to understand, even for someone who knows typical Wall Street jargon. The vocabulary specific to the subreddit is extensive, and it will almost never be explained to a newbie earnestly asking for a term’s definition. Posters revel in their crudeness; homophobic epithets are tossed around as terms of affection.

The site is a chaotic mix of memes, screengrabs of wild losses and gains, the occasional “deep dive” into a stock, all unified under the guiding principle of betting as much money as you possibly can on the highest possible risks, generally short-term options trading. Trading individual stocks, as opposed to options, is generally taboo. There’s r/investing for you right down the corner, thank you very much.

But fringe online movements have shown that internet culture can lead to extreme behaviors, making radical ideas palatable for people raised on memes and 4chan in a way that they likely wouldn’t be, at least at first, if presented in a straightforward manner. In the case of WallStreetBets that extremism has a real financial impact.

“These guys can move markets,” said Jeremy Blackburn, an assistant professor of computer science at Binghamton University who studies extremist communities on the web.

“That’s a huge deal.”

Lana Swartz, assistant professor of media studies at the University of Virginia, describes the subreddit’s financial spin on the kind of nihilism seen on 4chan as the idea that its users should have a “relaxed” relationship with their money. She characterized the spirit this way: “Let it come. Let it go. Because the kind of secret that the elites know is that money is. B.S., and only by knowing that money is B.S. can you accumulate a lot of it, which should be your goal.”

That ethos on WallStreetBets not only encourages risky trades, but also trading the entirety of your net worth or portfolio in a single risky trade — a financial move that would be sure to make any certified financial advisor bleed from their ears.  

“It’s not even the ends that matter. It’s the means. It’s the fact that you’re placing this bet, that’s where the value in all this is. Sure, you may get money, or you may end up broke, but you played the game, and you did it in some crazy way,” Blackburn said.

“It is a little bit scary, though, right? Because this is real money. And any time you are more interested in the game than the outcome, that can be incredibly dangerous.”

4Chan meets a Bloomberg terminal

WallStreetBets has long described itself as “4chan with a Bloomberg terminal.”

Look closer at communities like 4chan or 8kun, and WallStreetBets, and it’s not just a shared use of memes that link them.

One key element to 4chan is its opposition to mainstream “normie” culture, an idea that has broad applicability. For many on 4chan, normie culture is the popular kids in your high school. For WallStreetBets, the normie culture it stands in opposition to is one of “safe” mainstream investing: focusing on long-term gains, maxing out your 401(k)s, buying index funds; Suze Orman 101. “Boomer” advice, as users say.

On WallStreetBets, that’s all depicted as a sucker’s game.

“They don’t want to wait 20 years for their bets to pay off,” Blackburn said.

Swartz sees the cynicism surrounding long-term investment advice on WallStreetBets as an understandable reaction for a young generation that has witnessed two economic crises, the chaos of the Trump years, ever-growing inequality and the looming threat of catastrophic climate change.

“We’re living in a time of absolutely unprecedented uncertainty,” she said. “There really is no reason for anyone in their twenties to imagine that their 401(k) is going to pay off in 50, 60 years the way it did for their parents. And I’m not saying they shouldn’t believe it. I’m just saying they have good reason not to.”

The specter of the 2008 financial crisis, in particular, looms large over the community.

“I was in my early teens during the ’08 crisis,” wrote one user going by the handle ssauronn in a recent post celebrating the site’s apparent (albeit potentially fleeting) victory over hedge fund Melvin Capital, which, according to CNBC, closed out its position in GameStop this week after taking a huge loss. “When that crisis hit our family, we were able to keep our little house, but we lived off of pancake mix, and powdered milk, and beans and rice for a year.”

“Stop listening to the media that’s making us out to be market destroyers, and start rooting for us, because we have a once in a lifetime opportunity to punish the sort of people who caused so much pain and stress a decade ago, and we’re taking that opportunity.”

You can also spot a shared nihilism between 4chan and WallStreetBets in their casual and ironic references to suicide. On WallStreetBets, longing “$ROPE” is an inside joke for suicide, one that is almost always posted under a disastrous loss.

4chan, 8kun and WallStreetBets exalt a cartoonish version of autism both ironically and sincerely — “autists” is a term of pride on both sites — as a superpower of persistence that allows one to fully commit to a worldview leagues apart from the stifling conventional wisdom of the mainstream.

For political extremists a so-called “autist’s” powers can be a weapon to be deployed against enemies in destructive doxxing and harassment campaigns. At WallStreetBets, an “autist’s” power is displayed by committing to a trade with “diamond hands,” holding on and refusing to sell even after incurring extreme losses or gains with the goal of attaining ultimate profit.

However, there are key differences between WallStreetBets and sites like 4chan.

Unlike other fringe groups, WallStreetBets generally hasn’t doxxed its enemies, or brigaded others (when one subreddit aggressively posts on a rival subreddit), and while it has a long-standing rivalry with the staid r/investing — a subreddit so committed to its ideals of modesty and risk avoidance that it shuns individual stock picks — StockJock-e, a moderator for r/investing, politely downplayed the beef, calling it “facetious and exaggerated” in a message to CNN Business.

To Blackburn, who has focused his studies on toxic internet behaviors (“a**holes are my expertise,” he said), WallStreetBets is — by the low standards set by others — a relatively well-behaved online community. “It’s kind of not a bad behaving sub,” said Blackburn.

“Minus the fact that people are getting wrecked money-wise.” 

Making the big kill

To understand how risky the trading strategies employed on WallStreetBets are, it’s key to understand just how options trading works.

Instead of buying a stock, an options contract allows an investor to purchase the option of buying 100 shares of a stock at a set price in the future. As the expiration date of the contact draws closer, the valuation of the contract can swing rapidly, as it will become worthless to the buyer if it doesn’t hit its target price.

While options trading is risky — if you bet wrong you can be stuck with a literally worthless asset — it also allows for leveraged bets. The shorter the expiration date of an options contact, the riskier and more volatile it becomes.

“The nature of stock options convinces people to take a thousand dollars and turn it into a hundred thousand or in some cases, one million dollars,” said Jaime Rogozinski, who founded WallStreetBets in 2012 but was removed from the site by Reddit in April 2020. (Reddit says he was removed for profiting off the WallStreetBets brand, a claim he denies.) “You don’t feel bad for the person when they lose the thousand dollars.”

WallStreetBets rise hasn’t happened in a vacuum; it coincides with a broader boom in retail options trading.

“Retail option volumes are completely off the charts,” said hedge funder Benn Eifert of QVR Advisors, who described the volume as being “multiples of any prior record that we’ve ever seen.”

Aided by Robinhood, which revolutionized the ease and cost of trading options — and which reportedly profits more from them than regular stock trades — retail investors only have to answer a few short questions to gain access to a volatile world. (Although Robinhood makes this process easy, it cautions that options trading “entails significant risk and is not appropriate for all investors.”)
But if options trading is risky, and short-term options (“F.D’s,” short for “F****ts Delight” in WallStreetBets’ casually-flung homophobic lingo) are the single riskiest type of options, putting your entire life savings (“YOLOing”) into a short-term option is, from any “rational” financial perspective, complete madness.
It’s also so common on WallStreetBets that YOLOing has its own flair or tag, allowing you to search through the many, many people posting their life-savings-and-all trades.

“Generally, this kind of behavior tends to result in a loss of most or all of the money of the people involved,” said Eifert.

But of course, high-risk trades come with the tantalizing possibility of high rewards — rewards that inevitably find themselves on the front page of WallStreetBets.

Minhajul, 22, is a college student and part-time pharmacist, born in Bangladesh and raised in Queens, New York, who decided to put his stimulus check into Robinhood after seeing what he described as “insane” and “crazy” gains posted on WallStreetBets. Buying weekly options trades and reinvesting the entirety of his gains with each successful trade, Minhajul managed to spin his initial $1,200 investment into $280,000 in a delirious two-week period towards the end of July.

“I’m like, ‘Holy sh**… I’m rich,'” Minhajul, who did not want his full name printed, recalled in an interview.

On the night of July 30th, Minhajul couldn’t sleep — the possibilities now afforded to him by his newfound riches kept swimming his head: a new car, even a new house. But the next morning Minhajul found himself exhausted and passed out for a mid-morning nap. When he woke up, his portfolio had bled $220,000. By the end of the week, he was down to $8,000.

Minhajul said he was unfazed by the loss of his unrealized potential gains — to him he was playing with house money anyway — but others aren’t so lucky.

Loss porn and other rituals

Click on WallStreetBets’ extensive (and always expanding) “loss” section, and you’ll witness each of the five stages of grief warped through a funhouse mirror of online ironic detachment.

“Loss porn” is a staple on the site, one with its own rituals. One is expected to post their losses (or gains) with their positions and then face the peanut gallery. 

Rubbing salt in the wounds is common (“Does your sell button not work?”), as are crude comments about one’s “wife’s boyfriend.” Less prevalent, but still notable, are the genuine words of encouragement when one’s despair appears profound enough. 

“Lot of people asking if I’m okay. Honestly, not really. It’s going to take a long time to recover financially, and maybe even longer emotionally, knowing how much damage I’ve done to my own life in more ways than just the money,” said one Reddit user who claimed to have lost $28,000. 

“Your d*** still works…You’ll feel like s**t for a while, rightfully so, but set yourself a small goal and go achieve it,” counseled another. 

Scroll around Wallstreetbets long enough and you’ll inevitably find those in the throes of what can only be seen as a possible gambling addiction. 

One Reddit user posted a screenshot of a $134,000 loss titled “YOLO is a hell of a drug! Farewell boys,” describing themselves as a healthcare worker who had gambled away years of savings on YOLO trades. In the comments on their farewell post, they described the mindset that led them from being a “rational investor” to gambling their life savings on options trades. 

“I just [wanted to] break even. If I break even I’ll stop. And you never do. Overly aggressive, over margined YOLO plays after that. I study and stared at the charts every trading day in day trading grandeur, thinking my probability has increased that much more from my first big win… Desperate option plays at the end.”

“I went from a rational investor to some sick irrational desperate gambler.”

Weeks after their “farewell,” they were back on the site. 

“No emergency fund. No retirement,” they wrote. “And lost my last check on a credit spread.”

A massive new audience

WallStreetBets’ burst into the mainstream has left it in uncharted territory.

There are the legal questions surrounding the site’s collective push to boost GameStop’s shares, with the SEC announcing in a statement that it is “aware of and actively monitoring” the volatility of the markets.
The White House and newly sworn-in Treasury Secretary Janet Yellen are “monitoring” GameStop’s stock bonanza and WallStreetBets briefly went private on Wednesday, as the moderators made the site private to “ensure Reddit’s content policy and the WSB rules are enforceable.” On Thursday, Robinhood, the trading platform of choice on WallStreetBets, made a controversial move to limit trading on GameStop, AMC, Nokia and other stocks promoted on the subreddit.
Reddit said in a statement to CNN Business that its “site-wide policies prohibit posting illegal content or soliciting or facilitating illegal transactions. We will review and cooperate with valid law enforcement investigations or actions as needed.” 

And even if the forum survives scrutiny — whether regulatory, legal or from Reddit — it will have another issue to contend with. When part of the draw of a place online is the community, the shared language and jokes and memes, what happens when new people unfamiliar with any of that come suddenly flooding in? 

With WallStreetBets’ campaign against Melvin Capital now gracing the front pages of newspapers, those who have been burned by WallStreetBets’ advice in the past are finding the allure of striking it rich on weekly options trades hasn’t fully disappeared.

Omar, the pre-med student who lost tens of thousands of dollars on weekly options trades, told CNN Business that he is back on WallStreetBets, trying to recoup what he lost trading money from his student loans last year. He’d bought one GameStop option which shot up to $10,000 from $7,000 amid Wednesday’s rally.

“There is a pandemic. There is nothing to do. I can’t party. I can’t go outside, and the prospect of making a little money sounds really good,”Omar reasoned. “What’s not to like?”

3 Sierra sugar pines added to list of 6 biggest in world

SOUTH LAKE TAHOE, Calif. (AP) — A big tree hunter who has been charting some of the largest trees in the West for more than a decade has added three in the Sierra Nevada to the list of tallest sugar pines known to exist in the world.

Michael W. Taylor recently documented two in the Tahoe National Forest west of Lake Tahoe nearly as tall as the length of a football field. At 267 feet, 6 inches (81.5 meters) and 267 feet, 1.8 inches (81.4 meters), they are the second and third tallest sugar pines ever recorded, the Tahoe Daily Tribune reported.

The third, found in the Stanislaus National Forest, checks in sixth on the all-time list at 253 feet, 2 inches (77 meters).

The largest of the three, dubbed the “Redonkulous” tree, measures 10.5 feet (3 meters) in diameter 4.5 feet (1.4 meters) above the ground — a universal measurement known as diameter breadth height.

Taylor, a longtime partner of the Sugar Pine Foundation in South Lake Tahoe, California, located and hiked to the growing behemoths based on satellite sensing data from the National Oceanic and Atmospheric Administration and U.S. Geological Survey. The nonprofit supports his exploration as it works to combat the effects of bark beetles and blister rust in western forests.

Taylor said the tallest sugar pines he has found tend to be on the western slope of the Sierra Nevada and up into Oregon, where there isn’t as heavy of a snow load. He doesn’t like to give the exact location of the trees out of fear that the public will “love them to death.”

“For me, it’s like a new frontier, but it’s also a treasure hunt,” Taylor told the Daily Tribune earlier this month.

Taylor also was responsible for finding the tallest sugar pine in 2015, the Tioga Tower, measuring 273 feet, 8.9 inches (83 meters). In 2006, he co-discovered the tallest known living tree on Earth, the Hyperion, a Coast Redwood in Redwood National Park that since has grown to 381 feet (116 meters).

Tressa Gibbard, program manager for the Sugar Pine Foundation, said the discoveries allow them to learn more about the sugar pine as a species.

Taylor is a LiDAR specialist, which stands for Light Detection and Ranging. According to NOAA, LiDAR, “is a remote sensing method that uses light in the form of a pulsed laser to measure ranges (variable distances) to the Earth.”

Taylor said the laser transmits billions and or even trillions of signals that can be used to construct a surface map. “In my case, I’m looking for the tallest trees but also doing digital terrain models,” he said.

The maps he receives from NOAA, NASA and the U.S. Geological Survey can be overlaid on Google Maps. With the help of a partner, Duncan Kennedy, they go to those areas, which are oftentimes very remote, to confirm the size of a tree.

Kennedy is majoring in environmental studies at University of Nevada, Reno but has been helping Taylor since he was 13 years old.

“Given that we know the climate is changing, what can we learn from these trees that have been around for literally hundreds of years, about previous such shifts in the air temperature or the water cycle, or any other information we need to know?” Kennedy said.

Kennedy said standing below these trees is incredible.

“On one hand, there’s a definite sense of accomplishment there. You’ve found a tree that probably hasn’t been seen by human eyes in a very, very, very long time, if ever,” Kennedy said. “But on the other hand, you’re just still humbled by how big that tree is, how long you can feel it’s been there, how it’s been there through storms and fires and generations upon generations.”

Kennedy and Taylor said they can use information from the LiDAR scans to find remote areas where wildfire might be a huge risk, such as areas with lots of underbrush and small trees that aren’t as easy to access for controlled burns.

“Simply knowing that these enormous trees exist is awe-inspiring,” Gibbard said. “We don’t have many giant trees or old growth left: we need to take pains to preserve and protect these specimens intact.”

A Movie Festival for One, on a Tiny Nordic Island


As they do at the opening of any star-studded film festival, photographers scrambled for position, training their lenses on the spot where audience members would alight. But when the first — and only — guest of honor arrived, she was clad not in a tuxedo or sparkly gown, but in jeans and an orange puffer jacket (designer unknown). There was no red carpet beneath her feet, only bare frozen ground. And instead of sauntering into a plush cinema buzzing with celebrities, she climbed into a speedboat and zipped off across the frigid water to a tiny island where she would settle in for the first premiere.

As festivals around the world grapple with the pandemic, the Goteborg Film Festival, which opened in Sweden’s second largest city on Jan. 29, hasn’t so much accepted social distancing as escalated it. Over the course of the coming week, it will hold screenings in two urban venues for just one festival attendee. And it has also sent a single viewer to a tiny, barren island in the North Atlantic to watch the 70 films in competition — alone.

Some festivals, like Venice’s in September, have faced the pandemic as diminished versions of their normally glitzy selves, with alternately seated theaters and mandatory temperature checks. Others, like Sundance and the Berlinale, now pushed until March 2021, have gone entirely digital, offering streaming access to films and other events. Some organizers are postponing their festivals, crossing their fingers that further down the line pandemic regulations will allow for a more usual festival experience: On Jan. 27, the Cannes festival announced that it would take place in July, rather than its customary May.

But at Goteborg, the Nordic countries’ most important festival, organizers have made an unusual virtue of necessity. “So many people who have been home alone, unable to meet friends or family, have turned to cinema for company and comfort,” said the festival’s artistic director, Jonas Holmberg. “We wanted to experiment with that, to isolate that feeling, and take it to the extreme. So we thought, ‘Why don’t we isolate the person on a small island with nothing but films?’”

As the only country in Europe to resist a formal lockdown, Sweden has followed its own path through the pandemic, neither recommending mask use nor shutting down schools until December, when a disproportionately high mortality rate from the disease forced it to change strategy.

But much of the country has complied with guidelines issued by the government, and after months of even voluntary social distancing and lockdowns, a wintry week alone on an island with only movies for company might seem the last thing most people would need. Yet when an evocative online video announced the contest, over 12,000 people applied for the solo experience. On Jan. 19, the festival selected Lisa Enroth, a 41-year-old emergency nurse from the town of Skovde, in southern Sweden, as the winner.

Like health care workers everywhere, Enroth has found the past several months stressful. “Every day at the hospital we’ve been dealing with so much,” she said. “With all the patients, and all the new protocols, I’ve never felt so unisolated in my life.”

So when she saw the video’s call for applications, she didn’t hesitate. “Alone in nature, on an island? Plus movies? I was like, ‘Yes, I need this.’”

The hospital agreed to give Enroth time off (“My boss is a movie buff,” she explained) and on Jan. 30, a boat brought her to Hamneskar, a rocky outcrop some 25 miles from Goteborg that was nicknamed Pater Noster by sailors who would recite the Lord’s Prayer as they neared its treacherous waters. There, she took up residence in the former keeper’s cottage that sits aside the island’s cast-iron lighthouse, and settled in for the movie marathon.

During her time on Pater Noster, Enroth will have access to the 70 films screening at the festival, which include the Finnish Oscar contender “Tove,” Thomas Vinterberg’s acclaimed “Another Round” and the Goteborg native Ninja Thyberg’s “Pleasure,” all of which are competing for best Nordic film. International films in competition include Emma Dante’s “The Macaluso Sisters,” set in Sicily, and Charlène Favier’s “Slalom,” about elite downhill skiers abused by their coach. There is also a separate section, called Social Distances, featuring films created in response to the pandemic, and one called Lockdown Cinema for short films made in quarantine.

Streamed through the festival’s website and available to the public, all of the films have scheduled premiere times online. But a handful of viewers are also having their own unusually isolated encounters with them. Coinciding with each online premiere, the films will also screen at Goteborg’s Draken movie theater (capacity 708) and the Scandinavium arena (whose 12,000 seats normally host concert goers or hockey fans) for a single viewer who has won a seat through a raffle.

At each venue a red carpet leads the viewer to the assigned seat. And although popcorn is not available, other enjoyments may be. “In some cases,” hints the festival director Holmberg, “it may be possible the filmmaker will be there to present the film.”

By staging one-person viewings in iconic locations, Holmberg hopes to preserve some of the sense of occasion that an in-person festival generates. But here again, the festival organizers are experimenting. “We want to see, how does being alone affect the film experience? What happens when you’re doing nothing besides watching the film?” he said.

Although she will post a daily video diary on a dedicated page of the festival website, Enroth has agreed to eschew all other forms of communication and entertainment — no phone, no books — during her time on Pater Noster. She said that she wasn’t worried about getting lonely, but didn’t rule out the possibility she may “start talking to the furniture.” And, like Holmberg, she was also interested to see how her week on the island changes the experience of watching films. “The first day, it’s just ‘Oh, I’m alone, watching a movie.’ But a few days in, I might be like, ‘OK, these people are my only company. What if I hate them?’” she said.

But for the self-professed science fiction fan (her favorite movie is “The Never Ending Story”), even that will be a welcome escape. “I love watching movies, because it makes me let go of work and everything else that’s going on right now,” Enroth said. “It’ll be great to be surrounded by someone else’s reality.”

Racial disparities seen in New York City vaccination rates

NEW YORK (AP) — Black and Latino New York City residents are receiving COVID-19 vaccines at far lower rates than white or Asian New Yorkers, Mayor Bill de Blasio acknowledged Sunday as he vowed to continue expanding access to the shots in communities that have been ravaged by the virus.

The data released by the city’s health department shows that 48% of the New York City residents who have gotten at least one vaccine dose are white, a figure that far exceeds the roughly one-third of the city’s population that is non-Hispanic white.

The vaccine numbers are incomplete because about 40% of people who have been vaccinated in the city haven’t provided demographic information. Still, the figures mirror vaccination data from other cities and states, with Black people in all locations getting inoculated at levels below their share of the population.

Just 11% of vaccine doses administered to New York City residents went to Black people and 15% to Latinos, although Black and Latino New Yorkers make up 24% and 29% of the city’s population, respectively. The percentage of vaccine doses that went to Asians, 15%, is about the same as their proportion of the city’s population, 14%.

“Clearly, we do see a profound disparity that needs to be addressed aggressively and creatively,” de Blasio said in a conference call with reporters. “We’ve got a profound problem of distrust and hesitancy, particularly in communities of color.”

De Blasio said that measures intended to boost vaccination rates in communities of color will include streamlining the cumbersome application process and translating the materials into additional languages.

Outreach efforts aimed at combating vaccine distrust in some communities have included virtual appearances by the mayor at churches serving Black congregations.

The coronavirus pandemic has killed Black and Latino people at disproportionately high rates in New York City and across the nation, and advocates who feared that the vaccination data would show similar disparities had pressed de Blasio to release the numbers.

“The demographic data on vaccine distribution that the city finally released today after long delays confirms what we feared and expected — that the people and communities of more color, disproportionately harmed by the pandemic, have been disproportionately hindered in equitable access to vaccination,” Public Advocate Jumaane Williams said in a statement.

Gov. Andrew Cuomo said the statewide breakdown of who has been vaccinated will be released in the coming days, but he expects those numbers to show racial disparities as well.

“You’re going to see the Black population with the highest hesitance, then Latino, then Asian, then white,” Cuomo said in a separate conference call.

Cuomo said the state plans to advertise the coronavirus vaccine with a campaign directed specifically at Black New Yorkers.

Modi’s Budget for India Reflects Stark Choices


NEW DELHI — The world’s biggest economies are trying to borrow and spend their way out of the pandemic, from the European Union’s $900 billion stimulus package to President Biden’s proposed $1.9 trillion rescue plan.

Then there’s India.

Prime Minister Narendra Modi’s government on Monday proposed a nearly half-a-trillion-dollar budget for the 12 months beginning on April 1 that shows New Delhi is taking a largely conservative tack. Infrastructure and health care spending are set to rise significantly, but Mr. Modi’s budget also calls for reducing debt.

Over all, spending would rise less than 1 percent at a time when India is suffering from its worst recession in years while battling the coronavirus. India’s economy, once one of the world’s fastest growing, is estimated to have shrunk nearly 8 percent in the current fiscal year, which will end on March 31.

“I don’t know why the government is so hung up on being fiscally conservative when the whole world is suggesting that this is the time, like no other, to be profligate,” said Mahesh Vyas, an economist and the chief executive of the Mumbai-based Center for Monitoring the Indian Economy.

“I don’t know any economist suggesting this line of policy,” he said.

The amount allocated toward defense, for example, totals only a fraction more than last year, even as Indian and Chinese troops face off along their largely undefined high-mountain border.

“This was only to be expected given the state of the Indian economy, but will certainly impact the military’s modernization,” said Lt. Gen. D.S. Hooda, India’s former commander of the area’s northern border with Pakistan and China.

In many ways, the budget reflects Mr. Modi’s difficult position. He remains hugely popular, and the country’s opposition parties have not been able to seriously challenge him.

But Mr. Modi’s stringent lockdown in March cratered the economy. His government says the move saved countless lives, but it also cost jobs. Many people are still out of work or earning less.

He faces thorny challenges on other fronts. For months, farmers have been clamoring on the capital’s borders for lawmakers to repeal a trio of farm laws that Mr. Modi has said are key to India’s market reforms.

India’s economy was facing headwinds well before the pandemic. Between April and December 2019, G.D.P. grew only 4.6 percent. While more mature economies might envy that rate, it marks a slowdown from years when the country’s output grew at 7 to 8 percent.

The government could ratchet up spending, taking advantage of low global interest rates to borrow to pay for it. Still, that could spark inflation, a lingering fear in a country where many households struggle to afford basic staples. A surge in prices while much of the 1.3 billion population is already teetering on the edge could erode the popularity of Mr. Modi’s Bharatiya Janata Party.

Arun Kumar, an economics professor at the Institute of Social Sciences in New Delhi, said the government was also worried about a credit downgrade by international ratings agencies, which would make it more expensive for the government to borrow.

Thus, Mr. Modi is anxious to put India’s struggling economy in the best light possible. With coronavirus cases and deaths sharply down from the last peak in September, government economists are pledging a dramatic recovery.

“India focused on saving lives and livelihoods, took short-term pain for long-term gain, recognized that G.D.P. growth would drop but then recover and it has,” said the government’s chief economic adviser, K.V. Subramanian.

That recovery is far from assured. Even if the government’s rosy forecast of 11 percent growth is realized in 2022, India’s net growth would only be 3.5 percent — far short of what is needed to employ the millions of young people entering the job market each year.

Nirmala Sitharaman, India’s finance minister, defended the government’s relative frugality on Thursday, saying that the budget was just the latest in a series of public interventions meant to support India’s most vulnerable, while also boosting consumer demand and small and medium-size businesses that make up much of the Indian economy.

“We have spent, we have spent and we have spent,” Ms. Sitharaman told reporters on Thursday. “We have also shown a clear glide path for deficit management and bringing it down.”

India’s deficit target is one of the budget’s more ambitious goals. The fiscal deficit, which was 3.5 percent before the pandemic took hold in India, has jumped to 9.5 percent as the country scrambled to ramp up manufacturing of masks and other protective gear, plus testing for the coronavirus and expanding cash handouts and food rations to about 800 million people. Ms. Sitharaman aims to bring the fiscal deficit down to 6.5 percent.

Despite the lack of overall big spending, investors found a lot to like in the budget. It calls for increased spending for farmers — a priority given the protests on the outskirts of New Delhi in recent weeks — and greater privatization of state-run firms. After the budget was presented, the Bombay Stock Exchange’s main index jumped 5 percent.

Some economists remained skeptical. They pointed to studies like one from Azim Premji University that found that, of those who lost employment between April and May, one in five are still out of work.

Mr. Kumar, of the Institute of Social Sciences, said the government should be more concerned about the hit to the informal sector — the people who run shops, drive rickshaws or otherwise don’t appear on corporate payrolls. Because of a lack of data, the hit to their livelihoods could be much greater than realized.

“Major components of the economy are still down,” Mr. Kumar said, adding that the informal parts of the economy “are down substantially.”

MIAMI (AP) — Writer Carl Hiaasen is retiring from the Miami Herald after composing newspaper columns for the past 35 years, the newspaper says.

The Herald published a story this week saying that Hiaasen would be done after his last column on March 14. The 67-year-old Hiaasen said he no longer wants the pressure of a weekly deadline.

“I’ve been thinking about easing off as the years went by,” Hiaasen told the Herald. “I was 23 when I started working there. I feel like I almost grew up in the newsroom. I also feel at this stage it’s a good time to step away.”

That’s not to say that Hiaasen will stop writing. He said he plans to continue his book projects, which have ranged from comic novels such as “Tourist Season” and “Double Whammy” to children’s titles such as “Hoot.”

His latest book is “Squeeze Me,” about the era of former President Donald Trump.

Hiaasen’s friend and also longtime Herald columnist, Dave Barry, said it might not be easy for him to adjust.

“The hardest thing for Carl is going to be when the people of Florida, especially the elected officials, continue to do idiotic things and he can’t talk about it. He’ll have to deal with that,” Barry said. “And it’s going to be hard on his fans, who love him to death despite the fact that no one has ever been able to learn to spell his name correctly.”

Hiaasen has seen his share of tragedy. His brother, Rob Hiaasen, was among the five people killed in the 2018 mass shooting at the Capital Gazette newspaper in Annapolis, Maryland. Rob Hiaasen was an editor at the paper.

By those measures, all five of the vaccines — from Pfizer, Moderna, AstraZeneca, Novavax and Johnson & Johnson — look extremely good. Of the roughly 75,000 people who have received one of the five in a research trial, not a single person has died from Covid, and only a few people appear to have been hospitalized. None have remained hospitalized 28 days after receiving a shot.

To put that in perspective, it helps to think about what Covid has done so far to a representative group of 75,000 American adults: It has killed roughly 150 of them and sent several hundred more to the hospital. The vaccines reduce those numbers to zero and nearly zero, based on the research trials.

Zero isn’t even the most relevant benchmark. A typical U.S. flu season kills between five and 15 out of every 75,000 adults and hospitalizes more than 100 of them.

I assume you would agree that any vaccine that transforms Covid into something much milder than a typical flu deserves to be called effective. But that is not the scientific definition. When you read that the Johnson & Johnson vaccine was 66 percent effective or that the Novavax vaccine was 89 percent effective, those numbers are referring to the prevention of all illness. They count mild symptoms as a failure.

“In terms of the severe outcomes, which is what we really care about, the news is fantastic,” Dr. Aaron Richterman, an infectious-disease specialist at the University of Pennsylvania, said.

What about the highly contagious new virus variants that have emerged in Britain, Brazil and South Africa? The South African variant does appear to make the vaccines less effective at eliminating infections.

Fortunately, there is no evidence yet that it increases deaths among vaccinated people. Two of the five vaccines — from Johnson & Johnson and Novavax — have reported some results from South Africa, and none of the people there who received a vaccine died of Covid. “People are still not getting serious illness. They’re still not dying,” Dr. Rebecca Wurtz of the University of Minnesota School of Public Health told me.

Maine company successfully launches prototype rocket

BRUNSWICK, Maine (AP) — A Maine company that’s developing a rocket to propel small satellites into space passed its first major test on Sunday.

Brunswick-based bluShift Aerospace launched a 20-foot (6-meter) prototype rocket, hitting an altitude of a little more than 4,000 feet (1,219 meters) in a first run designed to test the rocket’s propulsion and control systems.

It carried a science project by Falmouth High School students that will measure flight metrics such as barometric pressure, a special alloy that’s being tested by a New Hampshire company — and a Dutch dessert called stroopwafel, in an homage to its Amsterdam-based parent company. Organizers of the launch said the items were included to demonstrate the inclusion of a small payload.

The company, which launched from the northern Maine town of Limestone, the site of the former Loring Air Force Base, is one of dozens racing to find affordable ways to launch so-called nano satellites. Some of them, called Cube-Sats, can be as small as 10 centimeters by 10 centimeters.

Sascha Deri, chief executive officer of bluShift, said the company is banking on becoming a quicker, more efficient way of transporting satellites to space.

“There’s a lot of companies out there that are like freight trains to space,” Deri said. “We are going to be the Uber to space, where we carry one, two or three payloads profitably.”

Another aspect that makes bluShift’s rocket different is its hybrid propulsion system.

It relies on a solid fuel and a liquid oxidizer passing either through or around the solid fuel; the result is a simpler, more affordable system than a liquid fuel-only rocket, said spokesperson Seth Lockman. The fuel is a proprietary biofuel blend sourced from farms, Deri said.

“It’s a very nontoxic fuel, I like to say that I could give it to either one of my little daughters. Nothing bad would happen to them, I swear,” he said. “So it’s very much nontoxic. It’s carbon neutral.”

The goal is to create a small rocket that could launch a 30-kilogram (66-pound) payload into low-Earth orbit, more than 100 miles (160 kilometers) above Earth’s surface. Lockman said orbit could be possible by 2024.

The company has spent $800,000 on research and development, with some of the money coming from NASA.

Representatives from bluShift said they don’t anticipate being able to launch from Brunswick, where they are headquartered, because of population density in the area.

An attempted test launch in Limestone earlier in January was postponed because of weather. Sunday’s launch was also held back by a couple of false starts, but event organizers described the eventual 3 p.m. liftoff as “perfect.”

In a matter of hours on Monday morning, Myanmar’s short-lived experiment in representative government came to an unceremonious end when the military rounded up the country’s civilian leadership and effectively declared a coup d’état.

With tanks and helicopters, soldiers and police officers, the military seized control of the levers of state — canceling a planned session of Parliament, cutting off internet and telephone networks, and taking control of both the airports and the airwaves.

After a decade of parliamentary elections, democratic reforms and power sharing with a pro-democracy opposition, the military is once again in full charge. Daw Aung San Suu Kyi, the leader of the civilian government, is once again under house arrest. And the fate of 54 million citizens is once again unknown.

A military helicopter flew above Naypyidaw, the capital, on Monday, as Myanmar Radio and Television rebroadcast news of the coup first announced by the military-owned Myawaddy TV station.

A soldier patrolled a guesthouse where members of Parliament had previously stayed when visiting the capital. Parliament was scheduled this week to hold its first session since the country’s Nov. 8 elections, but the military sought to cancel the vote, claiming fraud.

Hundreds of police officers were deployed on the streets of Yangon, the country’s largest city and its commercial capital. The authorities also suspended international flights to and from the city’s airport.

Protests against the Burmese military erupted around the world, including one in Tokyo where demonstrators placed tape over the face of Myanmar’s military chief, Senior Gen. Min Aung Hlaing.

Another protest took place outside the Myanmar Embassy in Bangkok. The city is home to many refugees from Myanmar.

Some demonstrators, including nationalist Buddhist monks, celebrated the coup in Yangon.

2 arrests in attack on famed San Francisco private eye

SAN FRANCISCO (AP) — Two men have been arrested in connection with an attempted robbery that left famed San Francisco private investigator Jack Palladino on life support, police said Sunday.

Palladino himself may have inadvertently helped detectives make the arrests after photographs were recovered from a camera the suspects unsuccessfully tried to steal, the San Francisco Chronicle reported.

Palladino, who worked on high-profile cases ranging from the Jonestown mass suicides to celebrity and political scandals, suffered a head injury in the violent attack Jan. 28.

Lawrence Thomas, 24, of Pittsburg, and Tyjone Flournoy, 23, of San Francisco were jailed Sunday, police said. It wasn’t immediately known if they have attorneys.

Palladino, 76, remained unconscious but received news of the arrests from his wife and fellow private detective Sandra Sutherland on Saturday night.

“I said, ‘Guess what Jack, they got the bastards, and it was all your doing,’” Sutherland told the Chronicle on Sunday.

Palladino had just stepped outside his San Francisco home to try out his new camera when a car pulled up and a man jumped out to grab it from him, police and the detective’s stepson Nick Chapman told the newspaper.

As the suspect grabbed the camera, Palladino fell and hit his head on the pavement. Palladino was not expected to survive after undergoing surgery to stop the massive bleeding, the Chronicle said.

Palladino was wrapping up one final case before joining his wife in retirement. Since the 1980s, the two conducted investigations out of their Victorian home in the city’s Haight-Ashbury neighborhood, on behalf of the famous and powerful as well as the underdogs.

Their clients included Bill Clinton, whose 1992 presidential campaign hired Palladino to quell rumors of his extramarital affairs, and Courtney Love, who hired Palladino to talk to journalists investigating whether she played a role in the 1994 death of her husband, rock star Kurt Cobain.

In the 1990s, he ran a counter-investigation to the tobacco industry’s campaign to smear whistleblower Jeffrey Wigand.

Palladino’s career began even before he graduated from University of California, Berkeley’s law school when the family of Patty Hearst hired him to assist in investigating her 1974 kidnapping by the Symbionese Liberation Party.

“The key message is the party will cling to power at all costs,” said Alexander Vuving, a professor at the Daniel K. Inouye Asia-Pacific Center for Security Studies in Honolulu. “I don’t expect any big change in the direction of Vietnam foreign policy or economic policy in the next five years.”

Vietnam’s Communist Party governs the nation of nearly 100 million people and has ruled for more than 45 years since reunification. Leadership of the one-party state is split among three positions: the party chief, a president who serves as head of state and a prime minister who runs the government. Since 2018, Mr. Trong has served as both party leader and president.

The party promotes a version of state capitalism that propelled Vietnam to economic growth of 2.91 percent last year despite the severe headwinds of the coronavirus pandemic. That was down from more than 7 percent the previous two years but among the highest growth rates in the world.

Vietnam has been among the most successful nations in containing the coronavirus, with strict border controls, mask-wearing, contact tracing and isolation of infected people. Before a recent outbreak, it had gone nearly two months without detecting a case of local transmission, and it has reported only 1,817 cases and 35 deaths.

A new study by the independent Lowy Institute in Australia ranked Vietnam second in the world behind New Zealand in handling the pandemic’s first nine months.

On China, Vietnam maintains strong but occasionally testy relations with its giant communist neighbor to the north, which is seeking to expand its influence in the South China Sea. Analysts predict that Vietnam’s relations with China will remain robust but that Vietnam will continue seeking improved ties with the United States to counter China’s growing influence in the region.

Granting Mr. Trong a third five-year term to handle these issues as general secretary meant going against the party’s own rules limiting him to two terms in office and waiving the age limit for him for the third time.

“The party wants to project an image of unity, solidarity and strength so that it could prevent internal fighting among various factions,” said Tuong Vu, an expert on modern Vietnamese history and politics at the University of Oregon.

Mr. Trong represents a conservative Marxist-Leninist faction within the party, which has come under increasing pressure from more pragmatic Communist leaders of various factions.

He had chosen a favored subordinate as his designated successor, but the party rejected his nominee. Mr. Trong chose to stay on as general secretary rather than let the leader of a rival faction accede to the top post.

“Basically, it signifies to me the failure of the party chief,” Mr. Vuving said. “He needed to pass the baton to another conservative candidate, but his choice was not popular among the Central Committee members.”

Mr. Vuving predicted that the next leader of Vietnam would be less doctrinaire than Mr. Trong, as the leaders of more pragmatic factions in senior posts continue vying to succeed him.

“He is the last conservative to become general secretary. It will loosen up after he is gone,” Mr. Vuving said, calling Mr. Trong “a transitional leader.”

The weeklong party congress in Hanoi, a much-anticipated ritual, ended Monday, a day early, as many members left to deal with a new coronavirus outbreak in the northeastern part of the country.

The rash of new cases, which could include patients with the more contagious variants found in Britain and South Africa, is the most serious yet for Vietnam. In the last four days, it has reported 266 new infections.

But Vietnam has reaped the economic benefits of its overall success against the pandemic. It is benefiting from a shift in manufacturing from China to other countries as large international companies seek to diversify their operations and avoid American tariffs. Foxconn, for example, is building a $270 million plant to assemble Apple phones and laptops in Vietnam.

“Even though they are a Communist Party, and very conservative in Marxism-Leninism, in economic policy they are an eager globalizer,” Mr. Vuving said.

The government maintains power in part by imposing draconian prison terms on journalists and critics who speak out against it. In the months leading up to the party congress, it carried out a harsh crackdown.

In January, three journalists — including Pham Chi Dung, the founder of the Independent Journalists Association of Vietnam — were sentenced to prison terms ranging from 11 to 15 years. Another prominent journalist, Pham Doan Trong, was arrested in October on charges of making and disseminating propaganda. She faces up to 20 years in prison.

Phil Robertson, the deputy Asia director for Human Rights Watch, said he foresaw no end to the suppression of free speech with Mr. Trong remaining in power.

“The re-election of hard-liner Nguyen Phu Trong means the ruling Communist Party is doubling down on its repression of proponents of greater democracy and human rights in Vietnam,” he said. “This congress shows just how little political reform is possible in today’s Vietnam, which continues to be one of the most authoritarian governments in Southeast Asia.”

In addition to serving as party chief, Mr. Trong assumed the presidency in 2018 with the death of the incumbent, Tran Dai Quang. Mr. Trong is expected to relinquish the presidency later this year when the rubber-stamp National Assembly ratifies the new top government leaders chosen by the party.

Under that scenario, the current prime minister, Nguyen Xuan Phuc, 66, who lost his bid to become party general secretary, will become president, a post that is higher in prestige but has less power than the prime minister.

Mr. Phuc, who is considered more pragmatic than Mr. Trong, compiled a largely successful record but could not muster enough support in part because he is from southern Vietnam. Northerners have long dominated top leadership positions.

Mr. Trong, who appears to walk with some difficulty and is said to have suffered a stroke, nevertheless delivered a 75-minute address on the opening day of the congress in which he praised the country’s economic development and control of the coronavirus.

There is no formal process for filling his post should he leave office before his five-year term ends, but the Central Committee would be expected to pick a new general secretary from among the senior leaders.

“That might create a crisis because of all the uncertainties surrounding that situation,” Mr. Vu said.

Buoyed by Keystone XL, pipeline opponents want Biden to act

MINNEAPOLIS (AP) — After President Joe Biden revoked Keystone XL’s presidential permit and shut down construction of the long-disputed pipeline that was to carry oil from Canada to Texas, opponents of other pipelines hoped the projects they’ve been fighting would be next.

The Biden administration hasn’t specified what action it might take on other pipelines, but industry experts doubt there will be swift changes like the one that stopped Keystone. They say the Keystone XL move on Biden’s first day fulfilled a campaign promise and was symbolic for a president who has made climate change a national security priority and has called for a dramatic increase in cost-competitive renewable and clean-burning energy.

“I think generally we can expect more rigorous environmental reviews, more scrutiny and so forth. But I would be very surprised if Biden were to take any action of the executive order type,” said Ben Cowan, an environmental law attorney who advises clients on permitting for pipelines and other energy projects.

A look at some other high-profile pipeline projects and what actions Biden might take:

DAKOTA ACCESS

Opponents of the Dakota Access pipeline, which carries oil from North Dakota to a shipping point in Illinois, want Biden’s U.S. Army Corps of Engineers to shut it down.

A federal appeals court ruled last week that the project must undergo a more thorough environmental review, known as an environmental impact statement, but it declined to shut the line down while the review is completed.

Texas-based pipeline owner Energy Transfer maintains the line is safe. But pipeline opponents say the ruling means it is operating with an invalid permit.

The Army Corps faces a Feb. 10 hearing where it must tell a federal judge how it expects to proceed without a permit granting easement for the 1,172-mile (1,886 kilometer) pipeline to cross beneath Lake Oahe, along the Missouri River. The Standing Rock Sioux, who draw water from the river, have said they fear the line will someday fail and pollute the water and land.

“This pipeline doesn’t have a permit and it’s operating in violation of law and the court expects the Corps to do something about it,” said Jan Hasselman, an attorney for the tribe. He said the Corps could halt the pipeline’s operations until the environmental impact statement is completed.

The White House said in a statement it was reviewing the Dakota Access decision and is committed to complying with all legal obligations, including consulting with tribal nations before making any decision that would affect tribes or their land.

The Army Corps didn’t respond to a message.

ENBRIDGE LINE 3

Opponents of the Line 3 replacement pipeline in Minnesota are stepping up pressure on Biden. More than 100,000 people have signed a petition — promoted by Democratic U.S. Rep. Alexandria Ocasio-Cortez of New York – calling on Biden to revoke a water permit. Opponents also marched Friday to the Corps’ St. Paul office.

Andy Pearson, the Midwest tar sands coordinator for the climate advocacy group MN350, said Line 3 is similar to Keystone XL in its makeup — it carries tar sands oil from Canada — but the federal permitting issues are similar to what Dakota Access faces.

Line 3 starts in Alberta and clips a corner of North Dakota before crossing northern Minnesota en route to Enbridge’s terminal in Superior, Wisconsin. The 337-mile (542.35-kilometer) line in Minnesota is the last step in replacing a deteriorating pipeline built in the 1960s. The replacement will follow a different route in some places and carry more oil.

Pearson and others said revocation of Line 3’s presidential permit at the U.S.-Canada border is unlikely because the line is already in place there. Instead, opponents are targeting the line’s federal water permit, saying in a lawsuit that the Corps failed to address environmental issues or conduct a federal environmental impact statement when the permit was granted.

Pearson said Biden should put the pipeline on hold and make sure a thorough environmental review is done.

Enbridge Energy said Biden’s decision on Keystone will have no impact on Line 3 or a similar Line 5 project in Michigan. Unlike the Keystone project, lines 3 and 5 are currently operating, the company said, and the Line 3 replacement was ordered by a consent decree during Obama’s administration.

LINE 5

Line 5 is part of Enbridge’s Lakehead network, which carries oil and liquids used in propane from western Canada to refineries in the U.S. and Ontario. Line 5 moves about 23 million gallons (87 million liters) daily from Superior, Wisconsin, to Sarnia, Ontario, traversing parts of northern Michigan and Wisconsin.

Enbridge wants to replace the section beneath the Straits of Mackinac, which connect Lake Huron and Lake Michigan, with a new pipe housed in a tunnel that would be drilled beneath the straits.

Pipeline opponents want Biden to publicly support Michigan Democratic Gov. Gretchen Whitmer’s order to shut down the existing pipeline in May. Whitmer says the company violated the terms of a 1953 easement that allowed the line on the lake’s bottom. Enbridge is fighting her order in court.

Opponents also want the Corps to reject Enbridge’s application for a permit to build the proposed tunnel, and they are seeking a full environmental review. Corps officials previously said they were studying how Whitmer’s order might affect their review of Enbridge’s application.

MOUNTAIN VALLEY

The Mountain Valley Pipeline is a natural gas pipeline that would run about 300 miles (483 kilometers) from northwestern West Virginia to southern Virginia. Some sections of it are under construction but others are blocked because of court disputes over federal permits.

David Sligh, conservation director for Wild Virginia, said leaders of the Bureau of Land Management, Forest Service and Fish and Wildlife Service have to decide how they will handle legal challenges to permits approved during Trump’s administration. Meanwhile, Mountain Valley Pipeline is seeking individual Corps permits to cross numerous bodies of water — after one broad permit was stalled in court. Sligh’s group is hopeful that the Corps will reject the new applications.

Agency leaders, he said, work “directly for the president and they have a responsibility to show they are doing what is in the broader public interest rather than the fossil fuel interest.”

Mountain Valley spokeswoman Natalie Cox said regulators and courts have thoroughly scrutinized the pipeline and that natural gas “is needed as part of the transition to a lower-carbon economy.”

Cowan said Mountain Valley could come under even more scrutiny because the man Biden picked to lead the Environmental Protection Agency, Michael Regan, expressed opposition to the project when he led the North Carolina Department of Environmental Quality.

“It just faces a lot of headwinds in its permitting process generally,” Cowan said. “And the regulatory climate is certainly not going to be any kinder to it now than it was.”

Cowan said in general, legal and regulatory challenges have made companies think twice about investing in new pipelines. The 600-mile (965-kilometer) Atlantic Coast Pipeline across West Virginia, Virginia and North Carolina was canceled last summer after legal challenges prompted permit dismissals or suspensions and led to construction delays and ballooning costs that brought the estimated price tag to $8 billion.

“I think a lot of people are questioning, frankly, whether it’s worth it anymore,” he said.

Ms. de Boer said she has been in touch with mothers who have had children by Mr. Meijer in Australia, Italy, Serbia, Ukraine, Germany, Poland, Hungary, Switzerland, Romania, Denmark, Sweden, Mexico and the United States. Several were in contact with the two Dutch mothers who are friends of Ms. van Ewijk, and they confirmed their accounts with this reporter.

A German woman told The Times that she acquired Mr. Meijer’s sperm through Cryos; although he donated under an alias, she was able to figure out his real name. In 2019 she received a letter from Cryos notifying her that her donor “has donated in countries outside of Denmark, therefore breaching the contract he had with Cryos to donate exclusively to our sperm bank.”

The letter added, “This means that the donor has allegedly achieved more pregnancies than the pregnancies registered in our system.” The company also notified the Danish health authorities, the letter said, and had stopped distributing his semen.

In an email, Mr. Meijer said he did not recall being told that he was barred from donating at other clinics: “Clinics did intensive health and genetics screening and interviewing and I passed them all but I do not remember this procedure clearly to say anything about it.” In a second email he said, “There were no strict agreements amongst sperm banks (up until recently) to check if donors hadn’t been donating elsewhere.”

Reached for comment, Peter Reeslev, the chief executive of Cryos, insisted that a Cryos donor could not have signed up without being aware of the exclusivity clause. “NO,” he wrote in an email. “Donors sign and commit in contractual terms to not donate in any other tissue establishments than Cryos before and undertake not to donate sperm to other sperm banks/tissue centers in the future as well.”

He added, “On a general level, Cryos disassociates itself from any form of serial sperm donation due to the importance of not exceeding national pregnancy quotas” in each country to which they send sperm.

Russian hack brings changes, uncertainty to US court system

PHILADELPHIA (AP) — Trial lawyer Robert Fisher is handling one of America’s most prominent counterintelligence cases, defending an MIT scientist charged with secretly helping China. But how he’ll handle the logistics of the case could feel old school: Under new court rules, he’ll have to print out any highly sensitive documents and hand-deliver them to the courthouse.

Until recently, even the most secretive material — about wiretaps, witnesses and national security concerns – could be filed electronically. But that changed after the massive Russian hacking campaign that breached the U.S. court system’s electronic case files and those of scores of other federal agencies and private companies.

The new rules for filing sensitive documents are one of the clearest ways the hack has affected the court system. But the full impact remains unknown. Hackers probably gained access to the vast trove of confidential information hidden in sealed documents, including trade secrets, espionage targets, whistleblower reports and arrest warrants. It could take years to learn what information was obtained and what hackers are doing with it.

It’s also not clear that the intrusion has been stopped, prompting the rules on paper filings. Those documents are now uploaded to a stand-alone computer at the courthouse — one not connected to the network or Internet. That means lawyers cannot access the documents from outside the courthouse.

Fisher is defending Gang Chen, a nanotechnology researcher fighting charges that he defrauded the U.S.

“It would be cumbersome if we do have to start filing pleadings during the litigation on paper. That’s going to be more difficult,” Fisher said. “Particularly during COVID. Most of us are working from home.”

The Russian intrusion through the SolarWinds software has President Joe Biden in an early tussle with his Russian counterpart, President Vladimir Putin, and U.S. senators are worried about the “grave risk” to U.S. intelligence.

The Administrative Office of U.S. Courts confirmed the court system breach on Jan. 6, joining a victims’ list that includes the State Department, the National Institutes of Health, tech companies and an unknown number of Fortune 500 companies. U.S. officials have linked the effort, which went on for much of 2020, to elite Russia hackers.

“I don’t think we know what motivated the Russians in this case to target the court system — whether it was a target of opportunity enabled by this SolarWinds breach, or whether it was a … priority,” said Ben Buchanan, who teaches cyberespionage at Georgetown University’s School of Foreign Service.

Though the entry point in the SolarWinds network software has been plugged, “it is really hard to kick the Russians out once they’re in,” he said.

Federal court operations are largely decentralized. Each of the 13 circuits adopts its own rules and security measures. Some courts encrypt documents filed under seal, but others do not, according to court employees who spoke with The Associated Press on condition of anonymity because they were not authorized to publicly discuss the security breach.

Either way, anyone sophisticated enough to launch the SolarWinds attack can probably decrypt data, perhaps by stealing an authorized user’s credentials, experts said. Targets could include not just court staff, but also “soft targets” such as law firms that upload files to the case management system, known as CM/ECF.

Criminal, civil and bankruptcy filings are believed to have been compromised, but not the Foreign Intelligence Surveillance Court system, which handles national security surveillance warrants, according to the court employees.

Senators are pressing court officials and the Justice Department for a clear assessment of the damage to the legal system.

“I fear that we do not know how Russia could take advantage of the access and information it may have obtained, and we likely won’t know until it’s far too late,” Sen. Richard Blumenthal, D-Conn., told The Associated Press in a statement. “The cleanup of this breach will be extraordinarily difficult …, but we cannot cut corners and just hope that the Russians left.”

Some worry that the new rules will reduce public access to court proceedings, but they could also make judges rethink whether a seal or paper filing is really necessary. Court transparency advocates feel that judges have been on a sealing binge in recent years, keeping the public in the dark about important evidence in product liability, public corruption and other cases.

But others say the need for privacy is real, especially when it comes to corporate fights over patent secrets or other intellectual property, or whistleblower complaints, which remain secret while the government investigates. They fear that companies could be shaken down or see their stock price plummet if the information is exposed.

“There’s an underlying concern about what was breached. Our cases do ultimately come out from under seal, but the risk is a compromise in the interim, of a federal investigation or our clients,” said lawyer Erica Blachman Hitchings of the Whistleblower Law Collaborative in Boston.

Frank Montoya Jr., a retired FBI agent and counterterrorism expert, believes Russian officials will exploit whatever they can as they sift through the data, just as they did in 2016, when they leaked stolen Democratic National Committee emails during the U.S. presidential election. It could take years, or decades, to gauge their intent.

“We tend to still look at this stuff as spy versus spy. But the reality is, it’s not just about a specific targeted interest. It’s about exploiting everything to make money, to benefit the state, to undermine the U.S.,” he said.

But Georgetown’s Buchanan doesn’t see the Russian government selling trade secrets, even for something as valuable as the COVID-19 vaccine or a blockbuster drug. He believes it’s all about statecraft — and espionage.

Retired U.S. Circuit Judge Thomas Vanaskie, who led the U.S. Judicial Conference’s Information Technology Committee about 12 years ago, worries about the government’s duty to people who seek justice from the courts.

“We have assured counsel that you can file on our system, electronically, confidential material that will be sealed, and not subject to being hacked,” he said. “And here we are, hacked.”

The military of Myanmar overthrew the country’s fragile democratic government in a coup d’état on Monday, arresting civilian leaders, shutting off the internet, and cutting off flights.

The coup returns the country to full military rule after a short experiment in quasi-democracy that began in 2011, when the military, which had been in power since 1962, implemented parliamentary elections and other reforms.

Parliament was scheduled this week to hold its first session since the country’s Nov. 8 elections, in which the National League for Democracy, the country’s leading civilian party, won 83 percent of the body’s available seats.

The military refused to accept the results of the vote, which was widely seen as a referendum on the popularity of Daw Aung San Suu Kyi. Ms. Aung San Suu Kyi, the head of the N.L.D., has been the country’s de facto civilian leader since taking office in 2015.

The new Parliament was expected to endorse the election results and approve the next government.

The possibility of the coup emerged in recent days. The military, which had tried in the country’s Supreme Court to argue that the election results were fraudulent, threatened to “take action” and surrounded the houses of Parliament with soldiers.

The military on Monday detained the leaders of the governing N.L.D. party and Myanmar’s civilian leadership, including Ms. Aung San Suu Kyi and President U Win Myint, along with cabinet ministers, the chief ministers of several regions, opposition politicians, writers and activists.

The coup was effectively announced on the military-owned Myawaddy TV station, when a news presenter cited the 2008 constitution, which allows the military to declare a national emergency. The state of emergency, he said, would remain in place for one year.

The military quickly seized control of the country’s infrastructure, suspending most television broadcasts and canceling all domestic and international flights, according to reports.

Telephone and internet access was suspended in some major cities. The stock market and commercial banks were closed, and long lines were seen outside A.T.M.s in some cities. In Yangon, the country’s largest city and former capital, residents ran to markets to stock up on food and other supplies.

Ms. Aung San Suu Kyi came to power as state councilor in 2016 after country’s first fully democratic vote in decades.

Her ascension to leadership was seen as a critical moment in the transition of Myanmar, formerly known as Burma, to democracy from military dictatorship. Ms. Aung San Suu Kyi, the daughter of the country’s independence hero Gen. Aung San, spent more than 15 years under house arrest.

Her time in detention made her an international icon and she was awarded the Nobel Peace Prize in 1991.

Since her release, her reputation has been tarnished by her cooperation with the military and her vociferous defense of the country’s deadly campaign against the Rohingya, an Muslim ethnic minority. In 2019, she represented the country at a trial in the International Court of Justice, at which she defended Myanmar against accusations of ethnic cleansing.

Many believed Ms. Aung San Suu Kyi’s cooperation with the military was a pragmatic move that would hasten the country’s evolution to full democracy, but her detention on Monday appeared to prove the lie in the military’s commitment to democracy.
