Top House Democrats are preparing to introduce legislation that would send up to $3,600 per child to millions of Americans, as lawmakers aim to change the tax code to target child poverty rates as part of President Biden’s sweeping $1.9 trillion stimulus package.

The proposal would expand the child tax credit to provide $3,600 per child younger than 6 and $3,000 per child up to 17 over the course of a year, phasing out the payments for Americans who make more than $75,000 and couples who make more than $150,000. The draft 22-page provision, reported earlier by The Washington Post and obtained by The New York Times, is expected to be formally introduced on Monday as lawmakers race to fill out the contours of Mr. Biden’s stimulus plan.

“The pandemic is driving families deeper and deeper into poverty, and it’s devastating,” said Representative Richard E. Neal of Massachusetts, the chairman of the Ways and Means Committee and one of the champions of the provision. “This money is going to be the difference in a roof over someone’s head or food on their table. This is how the tax code is supposed to work for those who need it most.”

The credits would be split into monthly payments from the Internal Revenue Service beginning in July, based on a person’s or family’s income in 2020. Although the proposed credit is only for a year, some Democrats said they would fight to make it permanent, a sweeping move that could reshape efforts to fight child poverty in America.

The one-year credit appears likely to garner enough support to be included in the stimulus package, but it will also have to clear a series of tough parliamentary hurdles because of the procedural maneuvers Democrats are using to muscle the stimulus package through, potentially without Republican support.

With House Democratic leadership aiming to have the stimulus legislation approved on the chamber floor by the end of the month, Congress moved last week to fast-track Mr. Biden’s stimulus plan even as details of the legislation were still being worked out. Buoyed by support from Democrats in both chambers and a lackluster January jobs report, Mr. Biden has warned that he intends to move ahead with his plan whether or not Republicans support it.

However, Jean Dolly doesn’t think that particular person was being mean. “There was no real malice there, just a terrible need to be in a relationship and completely incapable of handling one,” she said. “I’ve heard people speaking of borderline personality disorder, that might fit, I don’t know, I’m not a psychologist. She was definitely broken in some way.”

NEW YORK (AP) — When he was Donald Trump’s attorney, Michael Cohen was hellbent on silencing Stormy Daniels, even arranging a hush-money payment to the porn actress that landed him in federal prison.

Now, as one of many of the former president’s insiders-turned-critics, Cohen is literally broadcasting Daniels’ story — including intimate new details of her alleged sexual encounter with Trump — in a discussion ranging from shame and scandal to a haunted house in New Orleans.

Seeking to bury the hatchet, Cohen interviews Daniels in the latest episode of his podcast, “Mea Culpa,” in which the two commiserate over life-altering experiences with Trump and his recent departure from office.

“My battle is just now starting,” Daniels tells Cohen in their first ever conversation, referring to litigation she said had been in a holding pattern before Trump left office. “People are really upset, and they’re just going to get more pissed off at me.”

Cohen, in keeping with the title of his program, apologizes for “the needless pain” he put Daniels through when he arranged a $130,000 payment during the 2016 presidential campaign to keep her quiet about an alleged dalliance with Trump a decade earlier. Trump has denied the affair.

“Both of our stories will be forever linked with Donald Trump, but also with one another,” Cohen tells her. “Thanks for giving me a second chance.”

The scandal turned Stormy Daniels into a household name, and critics accused her of capitalizing on her newfound fame, including crisscrossing the country on a “Make America Horny Again” strip tour.

Federal prosecutors charged Cohen with skirting campaign contribution rules by arranging the hush-money payment to Daniels and a similar payment to Playboy model Karen McDougal. He pleaded guilty to those counts — as well as lying to Congress and tax evasion — and was sentenced to three years in federal prison.

Cohen has been producing his podcast from his Manhattan apartment, where he is serving the remainder of his sentence after he was released for a second time in July as part of an attempt to slow the spread of COVID-19 in federal prisons. The podcast is distributed by LiveXLive’s PodcastOne and produced by Audio Up.

Cohen and Daniels are united not only in infamy but deep regret over Trump. Despite the publicity boom — a windfall that included a bestselling book — Daniels said she longs for life before her allegations launched her into the zeitgeist.

“I got to go places I would never get to go,” she tells Cohen. “But overall, if I could just wave a magic wand and make everything go back to the way it was before, I would absolutely do that.”

Daniels said the waning weeks of Trump’s presidency felt like the “eye of the storm.” The death threats — and headlines — had subsided as she remained in a sort of legal limbo.

But now she’s braced for a “second wave” of controversy, including a defamation lawsuit she brought against Trump that she has taken all the way to the U.S. Supreme Court.

Daniels sued Trump for defamation after the then-president commented on Twitter that a man she said had threatened her was “nonexistent.” She appealed a lower court’s decision to dismiss the case and an order to pay Trump nearly $300,000 in attorneys’ fees.

The lawsuit is among a minefield of legal issues Trump faces after leaving the White House, including state investigations in New York of his business dealings.

“I’ve already lost everything,” she said, referring to her prior way of life, “so I’m taking it all the way.”

Daniels also remains a witness in a federal criminal case against her own former attorney, Michael Avenatti, who is charged with cheating her out of $300,000 in proceeds from her 2018 book, “Full Disclosure.” Avenatti has pleaded not guilty.

The hourlong interview also includes graphic descriptions of Daniels’ 2006 sexual encounter with Trump — details she said supports the veracity of her claims. She calls the encounter “the worst 90 seconds of my life, for sure, because it just made me hate myself.”

While she did not feel “physically threatened,” she said she had not expected to have sex with Trump and, at one point, thought about how to escape the room, thinking “I could definitely outrun him.”

She repressed details of the rendezvous for years, she said, adding the dynamics only came into focus after she saw the movie “Bombshell” about the sexual harassment women underwent in meetings with former Fox News executive Roger Ailes.

“I didn’t say anything for years because I didn’t remember,” she said.

For Daniels, life after Trump has also included a new passion for ghost hunting and a related show, “Spooky Babes,” inspired by the “extremely haunted” house that bedeviled her in New Orleans’ Garden District.

“I’ve been face to face with evil in the most intimate way,” Daniels said. “Demons don’t scare me anymore.”

K2’s Winter Harshness Blamed as 3 Climbers Are Missing


KARACHI, Pakistan — Some climbers call it “the savage mountain.” K2 stands as the world’s second-tallest summit, after Mount Everest, and some climbers consider it even more perilous. Only last month did one group become the first to successfully scale it during winter, braving dangerously thin air and temperatures that can plunge past minus 70 degrees Fahrenheit.

On Monday, rescuers and mountaineers underscored the dangers of climbing K2 in winter after the authorities in Pakistan said that three climbers had been missing since Friday and that hopes of finding them alive were evaporating. The missing climbers were Muhammad Ali Sadpara, a 45-year-old from Pakistan; John Snorri, 47, from Iceland; and Juan Pablo Mohr, a 33-year-old Chilean.

The authorities said that they would continue the search on Tuesday after halting operations briefly on Monday because of poor visibility. But officials and some family members expressed little hope that the three would be found alive.

“There is no hope for anyone to survive at 8,000 meters after three days,” said Sajid Ali Sadpara, the son of Mr. Sadpara. The younger Mr. Sadpara had been part of the expedition but aborted his ascent at an altitude of 8,200 meters after his oxygen pipe started leaking. “Now the search operation should continue to recover the bodies,” he added.

The trio was making its second attempt to scale the summit since December. The three were last seen on Friday, around noon, at a narrow couloir called Bottleneck, the precipitous climb just 300 meters from the peak of K2.

K2, in the Karakoram range in northern Pakistan, near the border with China, is 8,611 meters — that’s more than five miles — above sea level. For decades, climbers from across the world have regarded scaling K2 from November to the end of February as one of the most daunting challenges in mountaineering.

Many who have tried have lost their lives. In 2008, 11 lives were lost, while 13 climbers died over a two-week span in 1986, one of the worst disasters in mountaineering history. Mountaineering experts say climbers face a lack of oxygen, snow blindness and frostbite.

This winter has been especially deadly. Last month, two climbers died after either falling down a crevasse while descending or trying to scale nearby peaks in preparation for K2.

A 42-year-old Bulgarian alpinist, Atanas Skatov, was found dead on Friday by a Pakistani Army helicopter on K2 after reportedly falling at about 7,400 meters.

In January, a Spanish climber, Sergi Mingote, fell to his death while descending the mountain. Alex Goldfarb, a Russian-American professor from Harvard University, also lost his life in the same month on a nearby mountain during an acclimatizing mission.

Still, climbers continue their attempts. Last month, a Nepali mountain-climbing team become the first to reach the peak of K2 during winter.

On Monday, despite harsh weather, Pakistani military helicopters continued an aerial search. International winter expedition experts based in Pakistan and several Pakistani mountaineering experts continued their search mission on the ground.

Mr. Sadpara, the son of the Pakistani climber, said the expedition team had been trying to reach the summit of K2 since Dec. 12. They began their second attempt on Thursday, he said.

The Pakistani foreign minister, Shah Mahmood Qureshi, after speaking to his Icelandic counterpart, Gudlaugur Thor Thordarson, said the government was making every effort, including continuing the aerial search, to trace the three missing mountaineers.

“We are praying for their safe recovery,” Mr. Qureshi said.

Karrar Haidri, an official at the Alpine Club of Pakistan, a private organization that promotes mountaineering in the country, said that there had been more than 360 successful climbs of K2 and 86 deaths since 1954. Causes of deaths included falling during descent, avalanche and bad weather, he added.

Mr. Haidri said that the base camp stopped receiving a signal from the three climbers after they reached 8,000 meters and that it was unclear if they had reached the summit.

“We can only hope for a miracle for their survival,” he said.

National hospice organizations are reporting that facilities are seeing double-digit percentage increases in the number of patients being cared for at home. Chicago Mayor Lori Lightfoot says a “tentative agreement” has been reached with the teachers union over COVID-19 safety protocols, potentially averting a strike in the nation’s third-largest school district. The app’s sudden popularity in China had prompted many to wonder how long the government would allow the party to last. Social media companies operating in China must keep tabs on the identities of users, share data with police and adhere to strict censorship guidelines.

Most major Western news sites and social media apps like Twitter, Facebook and Instagram are blocked outright in China, and VPNs are increasingly difficult to access within the mainland. The homegrown social media platforms that are permitted in China, like WeChat and Weibo, are tightly regulated and monitored by censors.

“Clubhouse is exactly what Chinese censors don’t want to see in online communication — a massive, freewheeling conversation in which people are talking openly,” said Xiao Qiang, founder of China Digital Times, a website that tracks Chinese internet controls. “It’s also a reminder that when there is an opportunity, many Chinese have a desperate need to talk to each other and to hear different view points.”

California revises indoor church guidelines after ruling

SAN FRANCISCO (AP) — California Gov. Gavin Newsom’s office on Saturday issued revised guidelines for indoor church services after the Supreme Court lifted the state’s ban on indoor worship during the coronavirus pandemic, but left in place restrictions on singing and chanting.

In the most significant legal victory against California’s COVID-19 health orders, the high court issued rulings late Friday in two cases where churches argued the restrictions violated their religious liberty. The justices said for now California can’t continue with a ban on indoor church services, but it can limit attendance to 25% of a building’s capacity and restrict singing and chanting inside.

The new state guidelines limit attendance at indoor services in areas with widespread or substantial virus spread to 25% of a building’s capacity. Indoor services in areas with moderate to minimum spread are limited to 50% capacity.

California had put the ban in place because the virus is more easily transmitted indoors and singing releases tiny droplets that can carry the disease.

Newsom’s office said those measures were imposed to protect worshippers from getting infected.

“We will continue to enforce the restrictions the Supreme Court left in place and, after reviewing the decision, we will issue revised guidelines for worship services to continue to protect the lives of Californians,” the governor’s press secretary, Daniel Lopez, said in a statement.

Before the ruling, indoor worship services were banned in purple-tiered counties — those deemed to be at widespread risk of coronavirus transmission. This tier accounts for the vast majority of the state.

The justices were acting on emergency requests to halt the restrictions from South Bay United Pentecostal Church in Chula Vista and Pasadena-based Harvest Rock Church and Harvest International Ministry, which has more than 160 churches across the state.

“You can go to your house of worship, as of now! You can go back to church, we’re excited about that,” Pastor Art Hodges of the South Bay United Pentecostal Church told KNSD-TV.

The church has defied state orders since last May by holding service indoors while following COVID-19 safety protocols, Hodges said. He said he was thankful to hold services on Sunday “without any pressure or threat or concern” and added that the 25% attendance limit will make him add two or three more services to accommodate church members.

“It at least allows us some wiggle room to operate,” he said.

On Instagram, Harvest Rock’s ministry in downtown Los Angeles announced it would hold an in-person service Saturday evening.

“Bring the kiddos! We’d love to see the whole family for service tonight!” the announcement said, followed by the hashtag #inpersonservice.

The church said in a statement it will continue to petition for the right to sing during indoor services, arguing the state was unfairly allowing the entertainment industry to film a singing competition but not during indoor worship.

“While it is one thing to lock down based on data, it is an entirely different motive to allow some groups a right that is denied to others.” the statement said.

The court’s newest justice, Amy Coney Barrett, said in her first signed opinion that it was up to churches to demonstrate that they were entitled to relief from the singing ban. Writing for herself and Justice Brett Kavanaugh, she said it wasn’t clear at this point whether the singing ban was being applied “across the board.”

Not all places of worships plan to reopen right away.

The head of Grace Cathedral in San Francisco said the Supreme Court was “not doing anyone a favor” by lifting the ban.

“We’re trying to follow the science and we’re trying to be patient,” said Dean Malcolm Clemens Young told The San Francisco Chronicle.

The Archdiocese of Los Angeles, the largest of its kind in the U.S. with more than 5 million Catholics, cautiously advised “parishes who choose to return” to indoor worship to follow the singing and room-capacity rules, in addition to requiring physical distancing and face masks.

“The Archdiocese of Los Angeles is gratified by the Supreme Court’s decision to allow indoor worship services,” it said in a statement.

The court’s action follows a decision in a case from New York late last year in which the justices split 5-4 in barring the state from enforcing certain limits on attendance at churches and synagogues. Shortly after, the justices told a federal court to reexamine California’s restrictions in light of the ruling.

With few exceptions, California’s COVID-19 restrictions have been largely upheld. But a number of lawsuits, such as one seeking to allow outdoor dining, are still in the courts.

Ali al-Nimr’s sentence was reduced to 10 years in jail by the Specialized Criminal Court on Sunday, according to human rights group Reprieve.

His father, Mohammed al-Nimr, who attended the hearing in Riyadh, said his son, now 26, should be released in eight or nine months after having already spent more than nine years “of his youth and part of his childhood” in prison.

The nephew of the executed firebrand cleric Nimr al-Nimr, Ali al-Nimr was arrested in 2012 at the age of 17 for taking part in protests calling for social and political reforms in Saudi Arabia’s restive Qatif province. He was given a death sentence.

A court later convicted him of charges including belonging to a terror cell, attacking police with Molotov cocktails, incitement and stoking sectarianism, according to state media.

In 2015, CNN reported his final appeal had been rejected and he faced beheading, along with the additional, rarer punishment of “crucifixion,” which would see his body placed on public display as a warning to others.
His sentence was commuted after Saudi Arabia announced last April that as part of a royal decree it would abolish the death penalty for people who committed crimes as minors.
Ali al-Nimr is pictured three years ago visiting his father in hospital after he was shot during the Qatif unrest.

Anyone who received a death sentence after being convicted of crimes they committed as a minor would receive a prison sentence of no longer than 10 years in a juvenile detention facility, according to a statement from the state-backed Human Rights Commission (HRC) at the time.

“My family and I are happy. I hope all those arrested in my country and elsewhere (will) be released,” his father told CNN after Sunday’s ruling. However, he explained he wished his son had been acquitted by the judges “because he is actually innocent.”

“His health is good, but he has been in prison for more than nine years. He spent more than seven years with the threat of execution hanging over his head every day, every hour and every minute. After the verdict, he was able to breathe. Starting today, he is looking forward to freedom,” his father added.

When the royal decree was announced last April, it was hoped it could potentially spare several men from the country’s Shia minority, who allegedly committed crimes as minors, from the death penalty. Ali al-Nimr is the most prominent of these — with United Nations experts and human rights organizations previously urging Saudi authorities to overturn his death sentence.

“It feels odd to talk about progress when a young man has spent nearly a decade on death row for attending a peaceful demonstration, but today’s ruling is clearly a positive step. Ali al-Nimr should now be freed later this year. But true change isn’t about a few high-profile cases; it means making sure no one is ever sentenced to death for a childhood ‘crime’ again in Saudi Arabia,” Reprieve’s Director Maya Foa said.

The organization urged the royal decree to be applied urgently to the cases of other young people who are still facing the death penalty, including Abdullah al-Zaher, Dawood al-Marhoon and Mohammed al-Faraj.

Cats DO NOT do things because they are mad at you. Your cat did not poop on your boyfriend’s pillow as revenge for being yelled at, and they certainly did not pee on your clothes because they’re mad you didn’t feed them on time. Cats are creatures of habit and prefer routine to feel safe, so when you have drastic changes in behavior (such as eliminating outside the box), it’s typically due to one of two reasons: environmental changes or a medical issues. If you cannot think of anything in your home environment that’s changed, then you need to get them checked at the vet.

Neither milk nor tuna from a can are good treats for you cat, despite the stereotype.

Unless it’s for a legitimate medical reason, declawing cats is cruel. If you don’t want cats clawing your furniture, but can’t be bothered to do the bare minimum of just researching how you can prevent it, then don’t get a cat. Don’t have a completely unnecessary medical procedure done on your cat simply because you don’t want to be inconvenienced.

Your dog does not need to eat grain free food with massive amounts of protein because they are “basically a wolf.” No. They’re not. They’re a dog. And not only does the actual science not support the need for these trend diets, now there’s concern they’re actually doing harm, causing dilated cardiomyopathy in certain animals.

In a similar vein, we do not get any money from diet companies. Do you think I would be wallowing in my 325K of debt (no this is not an exaggeration in the slightest), driving a 15 year old broken down car, and renting without a hope of buying a house, if I were getting kickbacks? I would not. If we make a diet recommendation it’s because current science says it may help your pet.

We agonize over cases, work longer hours than we should, spend time away from our families and friends to figure out difficult cases and help the really sick pets. Taking out your anger and grief on me and my staff does nothing but tear us apart and contribute to the high suicide rate that vets and vet techs have. We are helpers at heart and it hurts when we can’t help – please be kind and don’t make us feel worse.

Your rabbit is not a f**king hamster.

It needs actual space to run around, and not a single cage sold at a commercial pet store has even close to enough space. They need runs, and access to the house if you can.

They are incredibly social animals, so don’t come to me and say you got one. They are lonely, and need a buddy. If they don’t have one, be prepared to spend 6+ hours a day hanging out and socializing with them because they need the interaction.

They do not just eat pellets, 80-90% of their diet is should be hay and I’m tired of people coming in with morbidly obese rabbits as a result of the rabbit being fed nothing but calorie dense pellets and carrots.

And stop buying pugs from breeders. Bringing more of those poor suffering creatures into this world is inhumane.

People don’t know that yawning, side-eye, lip licking, constant paw licking, etc. are signs of anxiety. That is your animal trying to speak to you and their surroundings that they aren’t ok. Over time it can escalate when they aren’t heard (up to biting) and the only way I can really intervene as a vet is some behavioural therapy but mostly through lifelong meds.

Many clients hate giving anxiety meds because it is a daily commitment and/or they don’t believe it is a big deal. They don’t think that their animal feels anxiety because they perceive the animal to have had a good life and what they do is “just a quirk.” Furthermore, if they stop some of the meds the animal will be chemically resistant when you try use them again (like Prozac). Animals can’t really go to a therapist like we can but also it’s unfair to let them live in states of extreme anxiety. Think of those moments when you have a situation (or no obvious trigger) that you feel your stomach drop, you can’t focus, and you have that sense of impending doom you can’t shake. Animals feel that too.

Also don’t get me started on behaviour misinformation. Dominance/alpha theory, ignoring your animal when you come home/leave, purposely switching up your routine so they can’t “tell” your leaving. All bulls**t.

1)Vaccinating you’re animals costs WAY less than treating them for potentially fatal diseases. If we wanted your money we would advised AGAINST vaccinating.

2) calling your pet obese isn’t fat shaming. It is no different to having a super skinny underfed animal. Under weight or overweight, this is cruel and your animal is suffering.

3) your animal will not die peacefully at home. It’ll often take days or even weeks of suffering, struggling to get up, struggling to breathe. Please put your animal to sleep when we recommend you to. We are really doing it for the best interest of your pet.

4) your pet is in pain. Just because he is eating or running around doesn’t mean he isn’t in pan. Animals live in the moment, and do not show pain as much as humans as a way to survive. They can still run around with crippling arthritis. If we tell you your pet is in pain, trust us, they are.

5) please neuter your animal. They will not lose their personality. Neuter your animal, is much cheaper than treating them for prostate/testicular cancer, or a womb infection (pyometra). Please neuter your pets.

Woah, I rant about that so many times to my coworkers lol.
1. Having an obese pet is NOT cute.
2. Even if your pet is a darling at home, it still can bite me and you shouldn’t judge me if I put on a muzzle (even more if it’s a big, angry dog/cat).
3. Your pet has moods, just like a human.
4. Any change in behavior of your pet should be critically looked at. Why is it that your pet suddenly growls/bites when you touch it in a special place? Could it have pain there?
5. Argh dunno how many times I said that but most people bring in their pet when it’s too late, I had so many cases where I had to use much more expensive treatment cause Karen was too lazy to come here with her cat who obviously had a tumor.
6. I wish people would understand a pet is not a toy for your children you buy and stuff away whenever you’re done with it.
7. It’s NOT cool to make your dog into a killer machine. Especially if I – the vet – have to give it a shot etc.

There are so many things, but I really want people to realize that while puppies are cute, they NEED APPROPRIATE SOCIALIZATION AND TRAINING. Especially when that cute puppy will grow up to be huge! I have seen many young dogs this year since COVID-19 has left many people with free time on their hands. They obviously aren’t using this free time working on their pet’s behavior though. Nothing like juvenile dogs who don’t know how to walk on a leash, will literally knock you down, or will just try to bite you if you get near them. Or a young dog who is terrified of everything.

Also, update your concept of training to this century please! No self respecting behaviorist or trainer will use dominance theory or negative reinforcers like shock collars. Evidence based research has shown is this is NOT the way! It breaks my heart when people take their dog to a trainer and it gets worse because of the methodology used.

Also hand in hand with this: if your dog isn’t eating or drinking water, it needs medical attention. Don’t “wait a few days” if it isn’t drinking or eating. It will get dehydrated and it may die.

Vets-Share-Things-About-PetsIf you see a stray cat with a cleanly clipped ear tip do not take it to a shelter. Either take it home to live with you or leave it on the street.

Clipped ears mean they were caught, neutered/spayed by the city/county, and released. This is a way to control cat populations and, over time, protect wildlife. They compete for resources with fertile cats without adding to the population.

In many cities, stray cats are more likely to be adopted from the street than in the shelter. If the cat is taken to a shelter they cannot legally release it because it is now abandoning the animal. That cat will be euthanized, or at best absorbs resources until it finds a home.

I’m not making up how serious heartworm disease is where I live in South Texas. Yes, even for cats.

At least where I live, you won’t dry out their haircoats by bathing them. Skin allergies are so prevalent here it actually really helps.

You can socialize cats and acclimate them to carriers and car rides. I encourage you to do so, it’ll make their +/- 20 year lifespan so much more enjoyable for both of you!

PLEASE don’t declaw you cats and crop your dogs ears.

Don’t pay a backyard breeder to “rescue” a puppy or kitten from them.

RVT here. Exotic animals (reptiles, birds, small mammals such as rabbits, hamsters, guinea pigs and rodents) may be easy to acquire and assumingely easier to take care of but most of these animals have very specific housing and dietary needs that need to be met and require enrichment.

Also, not every veterinarian has experience with exotic animals, and exotic animal medicine is sometimes at a premium but is still necessary. I’ve met a lot of people who get a small mammal or a small bird for like $20 from the pet store and then won’t pay for medical care because it costs way more than the pet was purchased for.

Vet in the UK – 1. the sounds that flat faced dogs make are not normal 2. there is no such thing as ‘he/she is just a bit stiff but he/she is not in pain, it’s just old age’ if your dog/cat is stiff or slowing down on walks then it’s very likely they are in pain 3. on the same note pain relief is important, yes all pain relief has side effects just like all human medication does, but please don’t let your pet suffer 4. if your vet says your dog/cat needs a dental then please follow their advice, I’ve seen some horrendous mouths covered in calculus with teeth falling out and the poor animal’s had to put up with it for years because ‘he/she is still eating so his/her teeth must be fine’

Getting them spayed or neutered under six months of age is going to prevent unwanted litters, cancer issues later in life, infections (pyometra), and behavioral issues. What it wont change is them gaining height or muscle. That stuff is genetic.

What people often think is an “emergency” really isn’t an emergency and your pet will not die that night if we can’t squeeze you in for a same-day appointment. For example, if your dog has a minor ear infection, it’s not gonna die if we tell you that our earliest appointment is next week and we don’t have anymore available slots for the current day, especially not when we’re about to close in an hour. We had a client with a GS insist that her dog needed to be seen NOW because it was an absolute emergency and that her dog was completely, 100% non-ambulatory and that she (the dog) would need to be carried into the hospital via a stretcher…Dr agreed to squeeze her dog in for an appointment during his lunch time, and guess what, the dog was walking fine and our doctor didn’t find anything significant even with radiographs.

Don’t let Super Bowl become superspreader

Kansas City Chiefs superfan Ty Rowton hugged strangers in the streets of Miami last year after watching his team win the Super Bowl and then joined hundreds of thousands of fans back home at a victory parade, thinking little of a mysterious virus that his buddies were beginning to talk about.

The championship seems like a lifetime ago. Now the Chiefs are preparing to play in the Super Bowl again, and the virus has morphed into a once-in-a-century pandemic that has health officials on edge as fans congregate at parties and bars for the game.

The nation’s top health officials sounded the alarm this week about the Super Bowl being a potential superspreader event, and they urged people to gather with friends over Zoom, not in crowds.

“I’m worried about Super Bowl Sunday, quite honestly. People gather, they watch games together. We’ve seen outbreaks already from football parties,” said Rochelle Walensky, head of the Centers for Disease Control and Prevention. “So I really do think that we need to watch this and be careful.”

The Super Bowl comes as the nation sees a dramatic drop in new virus cases — a sign that the infection spike from holiday gatherings is easing. The virus has killed more than 459,000 people in the U.S., but the seven-day rolling average for daily new cases went from 180,489 as of Jan. 22 to 125,854 as of Friday, according to data from Johns Hopkins University.

Health officials fear the game could seed new cases at exactly the wrong time. Just this week, the new coronavirus strain that spread quickly in the United Kingdom was confirmed in Kansas after turning up in several other states. Other highly contagious variants also have scientists worried. States are in a race to vaccinate before the newcomers become widespread and additional strains emerge.

After a long year of shutdowns, it remains to be seen whether Americans will heed the warnings for an event that was watched by more than 100 million people last year. The fact that it’s Tom Brady seeking his seventh Super Bowl victory against Kansas City’s star quarterback, Patrick Mahomes, only adds to the intrigue surrounding the game.

Rowton, who goes to games wearing an arrowhead on his head and a cape signed by players, won’t be hugging strangers this year. But he won’t exactly be following the advice of health officials either: He plans to eat barbecue and watch the game in a friend’s basement “man cave.” He will be unmasked with about 10 other fans.

“I have lost a lot more people to drugs this year who have relapsed, so for me it is one of those where I can’t live in fear because if I do that, I will probably relapse and start drinking again, and that will end up killing me for sure,” said Rowton, a recovering alcoholic who attended 329 straight home games before ending the streak this season.

The game will be played in front of about 22,000 fans in Tampa, many of them vaccinated health workers.

In Tampa, Mayor Jane Castor announced a temporary ordinance requiring that masks be worn outside in several popular gathering spots. The order states that violators could be fined $500 as a “last resort.”

Another ordinance requires masks at any indoor location when social distancing is not possible. That would include many bars and restaurants but not private residences.

The city has acquired 150,000 donated masks that officials will give out to anyone who needs one in the days leading up to the Super Bowl. The slogan is “need a mask, just ask.”

Castor, a former Tampa police chief who handled law enforcement for past Super Bowls in the city, said she is keenly aware that the goal is to prevent the game from becoming an event that triggers a spike in infections.

“We are hosting an event that is going to be the most watched sporting event in the entire world,” she said. “We have got to get this right.”

As part of that effort, Castor released a joint video with Kansas City, Missouri, Mayor Quinton Lucas urging caution. Last year, an estimated 20,000 people showed up at the Power & Light District in downtown Kansas City to watch the Super Bowl on a massive screen.

Lucas called for the exact opposite in the video: “I encourage everyone to celebrate in small groups instead of squeezing into a crowded bar.”

The Kansas Hospital Association enlisted the Chiefs’ play-by-play announcer to do a public service announcement urging health precautions.

Hospitals in Kansas, Missouri and several other Midwestern states were bursting in November and December with coronavirus patients, although cases have dropped recently. The situation was so dire at one point that rural patients were being flown hundreds of miles for treatment because closer hospitals were full. Health officials don’t want to see that scenario repeated.

“If you have 10 or 20 people you are meeting with, there is a very good likelihood that one or two of those people will have COVID-19,” said Dr. Dana Hawkinson, director of infection control for the University of Kansas Health System, which was inundated during the surge. “If you are in a small enclosed space, then three or four of those people will get it.”

Kile Chaney, a 42-year-old stone mason from Harrisonville, Missouri, said he will have no trouble following that advice. He described himself as introverted by nature and said he plans to barbecue wings and watch the game at home with his family.

“We don’t usually make too big of a deal to go out to Super Bowl parties anyway,” Chaney said, “so the COVID thing is not going to play into how we celebrate a Chiefs victory.”

Over the past two decades, the people who make economic forecasts for a living have repeatedly made the same mistake: They have been too optimistic.

Wall Street economists have done it, as have officials at the Federal Reserve and other government agencies. I recently dug through the past 15 years of G.D.P. predictions from professional forecasters — all made two years in advance — and you can see the results here:

In 12 of the 15 years, the average forecast was too rosy. And the eight largest errors were all in the direction of overexuberance.

These mistakes have had real costs. Policymakers, believing the economy was stronger than it was, have done too little to stimulate growth and have worried too much about whether an overheated economy might spur inflation. Fed officials, for example, have been less aggressive in reducing interest rates than they later acknowledged was appropriate. Officials in Congress and the White House have sometimes obsessed over the deficit and failed to stimulate job growth.

As a result, the U.S. has rarely reached a stage that economists describe as full employment, when the economy is operating close to capacity and virtually everybody who wants a job has one.

The economy spent large parts of the 1940s, ’50s and ’60s near full employment, with the unemployment rate at about 4 percent or less — and wages surged. The country also approached full employment in the late ’90s and briefly did so again before the pandemic began. Again, incomes rose, not just for the wealthy.

“In recent years, the U.S. has spent little time in this hallowed place economists call ‘full employment,’” The Wall Street Journal wrote last week. If the Biden administration has one early economic goal, it’s to return the country to that place.

The goal helps explain an argument that has broken out recently among top economists.

Several who normally support aggressive government action to stop an economic downturn — like Olivier Blanchard, a former International Monetary Fund official, and Larry Summers, the former Treasury secretary — have criticized President Biden’s proposed $1.9 trillion virus relief bill as too big. They argue that the economy can recover strongly on its own once many people are vaccinated later this year.

Why? Consumer debt is relatively low, and many households are in good financial shape, thanks to a mixture of a high saving rate, rising home values and rising stock prices. And Congress just passed a $900 billion stimulus package in December.

Given all of this, the critics say that Biden’s $1.9 trillion stimulus program is unnecessary and may cause inflation, which would then lead the Federal Reserve to raise interest rates. “Why force the Fed to in effect cancel some of the Biden package?” Blanchard has written. (Summers made the longer version of the case in a Washington Post op-ed.)

Biden aides counter that normalcy — when a vast majority of Americans have been vaccinated — remains months away. Last week’s jobs report shows that the economy has stalled, and some coronavirus benefits programs are scheduled to expire next month. Without a big new package, Janet Yellen, the Treasury secretary, said on CNN yesterday, the economy would suffer through “a long, slow recovery.”

It’s impossible to know which side is right. Both make credible cases, and the future is inherently uncertain.

But the strongest part of the Biden argument may be its recognition of recent history. The U.S. economy has struggled to grow at a healthy pace for most of the past two decades, and policymakers have repeatedly done too little to help it. Biden is choosing not to make that same error again and instead to make full employment his No. 1 goal, even with the risks that approach brings.

“The idea that we should pare back now, out of a future fear that maybe we might possibly do too much, just doesn’t seem consistent with the economic evidence we have in front of us,” Heather Boushey, a member of Biden’s Council of Economic Advisers, told Reuters. “The cost of inaction far outweighs the costs of perhaps doing a little bit too much.”

Full employment brings benefits that are very difficult to achieve otherwise. It lifts incomes — and the national mood, as happened in the late 1990s. It reduces poverty without relying on government spending. It helps workers develop skills that improve their long-term prospects.

As Boushey and Jared Bernstein, another Biden adviser, wrote in a recent White House blog post, “Getting back to full employment, as quickly as possible, will make a major difference in the lives of tens of millions of people, particularly those most at risk of being left behind.”

The ABC medical drama “Grey’s Anatomy” has devoted its 17th season to the coronavirus, with several characters falling ill. On the NBC sitcom “Superstore,” the main characters take their breaks in an airy warehouse so they remain distant. And on several other shows, like “NCIS: New Orleans,” plotlines include masks.

It’s still too early to gauge the appetite for such shows. There has been no runaway hit about the pandemic. But directors and writers say they need to try.

“Our show takes place in a store,” Jonathan Green, a “Superstore” showrunner, told The Times. “We felt like it actually might be distracting if it was business as usual.” There is also precedent. Chicago mayor touts deal with union to reopen schools

CHICAGO (AP) — Chicago Mayor Lori Lightfoot touted a preliminary agreement with the teachers union over COVID-19 safety protocols on Sunday, potentially averting a strike in the nation’s third-largest school district.

Some students could return to classrooms as soon as Thursday, with the reopening of school phased-in by grade. Also, the city agreed to vaccinate 1,500 teachers and staff weekly at vaccination sites dedicated to Chicago Public Schools. The possible deal — which still requires approval from the Chicago Teachers Union —- also includes metrics that would trigger school closings when cases spike.

The union and district have been fighting for months over a plan to gradually reopen the roughly 340,000-student district, with talks breaking down in recent days on issues including vaccinations. Lightfoot and CPS officials had threatened to lock educators out of teaching systems multiple times, which the union said would lead to a strike for the second time in less than two years.

By Sunday, the first-term mayor who had been visibly agitated at recent news conferences, was smiling.

“This agreement was about making sure everyone in our school communities just aren’t safe, but also that they feel safe,” Lightfoot said, calling the last 11 months a “whirlwind for the entire city.”

While she called it a “tentative agreement,” the union characterized it as an offer that required further review.

“We do not yet have an agreement with Chicago Public Schools,” CTU tweeted on Sunday. “We will continue with our democratic process of rank-and-file review throughout the day before any agreement is reached.”

It was unclear when the union would begin voting. The union’s house of delegates would have to decide whether to send the proposal to the roughly 25,000 members for approval.

A union spokeswoman declined to comment further.

CPS officials have said opening schools is safe and that remote learning isn’t working for all students, including many Black and Latino students who make up the majority of the district. Union officials had argued that the district’s plan, which included air filters in classrooms and voluntary COVID-19 tests for teachers, didn’t go far enough

Under the proposal, teachers and students in pre-K and special education would return in the first wave starting Thursday. Students in K-5 would return March 1, and students in grades 6-8 would return March 8. No date was given for high school students, who would continue remote learning until further notice.

Illinois rolled out its latest vaccination phase last month that includes teachers, though supplies have been limited.

Schools CEO Janice Jackson said Sunday that 2,000 teachers and staff returning to work sooner and living “in medically vulnerable households” would get first dibs on vaccinations starting this week. After that, the city would begin vaccinating teachers at dedicated city sites, which is on top of a Chicago program prioritizing those who live or work in neighborhoods with the high infection rates.

The agreement also outlined metrics for temporarily suspending classroom learning districtwide — which includes seven consecutive days of test positivity rates — and for individual schools, according to CPS’ outline of the deal Sunday. The district said it would continue to grant permission for some employees to continue remote teaching if they have increased risk for severe illness from COVID-19 or serve as primary caregivers for someone with higher risk.

Pre-K and special education students briefly returned last month, but then stopped amid the escalating fight with the union, which voted to continue remote teaching and reject the district’s plans. Teachers and students in K-8 were supposed to return Feb. 1. for the first time since going fully remote last March. The district had offered K-8 students two days of in-person instruction.

The union had said that if the district locked out teachers, as it has done previously, teachers would picket. Such a move would have cut off virtual learning for all students. The union last went on strike in 2019.

About 77,000 students from pre-K to 8 expressed interest in returning to class in a December survey. While pre-K and some special education students were offered in-person classes five days a week, students in K-8 were offered two days a week of in-person instruction with remote class on other days.

Attendance has been lower than expected.

Roughly 6,500 of the nearly 17,000 eligible preschool and special education students said they’d like to return, but only about 3,200, or 19% of those eligible, attended after the January reopening, CPS said.

The district and union have previously reached an agreement on other aspects, including ventilation and contact tracing.

Benjamin Netanyahu Pleads Not Guilty in Israel Corruption Trial


JERUSALEM — Few world leaders have ever stood trial while in office, let alone while running for re-election in the middle of a pandemic.

Yet on Monday morning — with a general election just weeks away, and a fraught decision about reopening the education system due soon — Prime Minister Benjamin Netanyahu of Israel was forced to shift his attention away from matters of state and attend instead the resumption of his trial on corruption charges.

The hearing was largely administrative and Mr. Netanyahu spoke only briefly to plead his innocence.

“I confirm the response that was filed in my name,” the prime minister said, referring to a written plea that his lawyers entered several weeks ago.

Mr. Netanyahu spent less than half an hour inside the courtroom before leaving his lawyers to argue with the three judges about procedural matters. But that was the first time that Mr. Netanyahu has spoken in the court itself since the trial started last May, and only the second time that he has attended in person.

And the simple spectacle of a sitting prime minister in the dock has sparked a debate about the health of Israel’s democracy and judicial system.

For some, the fact that an Israeli prime minister can be brought to trial in an Israeli court is strong evidence of judicial independence and equality before the law. But others fear that the discourse that has surrounded the trial — which Mr. Netanyahu has himself portrayed as a plot by unelected bureaucrats to undermine the will of the people — has undermined public trust in the judicial system.

On Monday, the chief prosecutor in the case, Liat Ben-Ari, arrived in court accompanied by a security detail, following threats to her safety.

Mr. Netanyahu faces multiple charges. In one case, he is accused of granting political favors to two businessmen, in exchange for gifts worth roughly $200,000, including cigars and Champagne. In other cases, he is alleged to have sought favorable media coverage from major news outlets, in exchange for regulatory changes that benefited their owners.

If convicted, Mr. Netanyahu could face several years in prison, but a verdict is not expected for several months, if not years. The trial has already been delayed several times by coronavirus restrictions, though the process may accelerate in the coming weeks as the court begins to hear from prosecution witnesses.

In the short term, many analysts believe the trial may not have a large impact on the outcome of the election on March 23. Most voters formed their opinions long ago, since the trial and the investigation that led to it have dragged on for years, said Dahlia Scheindlin, an Israeli political analyst and pollster.

“Could the opening of the trial really change anybody’s mind?” Ms. Scheindlin said. “So far I don’t really see it.”

“None of this is new — people have had years to factor this in,” she added.

To his critics, the simple fact that Mr. Netanyahu opted against resigning from office, despite being distracted by complicated criminal proceedings, was already evidence of a dangerous selfishness.

Many government failings throughout the pandemic were “all because of the trial,” the Black Flags, an opposition movement that has led protests against Mr. Netanyahu, tweeted on Monday morning. “His personal survival is more important to him than the survival of the state.”

But to Mr. Netanyahu’s supporters, the trial is in itself proof of a deep conspiracy against him, and little that occurs during the hearings will change their mind.

“Today marks another stage in the attempted political assassination known as the Netanyahu cases,” wrote Osnat Mark, a lawmaker from Mr. Netanyahu’s party. “With incredible timing, the prosecution seeks to expedite the hearing of prosecution witnesses near the election as a political battering tool. The public did not buy it at the hearing nor at the filing of the indictments near the election and will not buy it now either.”

Biden is pressed to end federal death penalty

CHICAGO (AP) — Joe Biden, the first sitting U.S. president to openly oppose the death penalty, has discussed the possibility of instructing the Department of Justice to stop scheduling new executions, officials have told The Associated Press.

If he does, that would end an extraordinary run of executions by the federal government, all during a pandemic that raged inside prison walls and infected journalists, federal employees and even those put to death.

The officials had knowledge of the private discussions with Biden but were not authorized to speak publicly about them.

White House press secretary Jen Psaki, when asked Friday about Biden’s plans on the death penalty, said she had nothing to preview on the issue.

Action to stop scheduling new executions could take immediate pressure off Biden from opponents of the death penalty. But they want him to go much further, from bulldozing the federal death chamber in Terre Haute, Indiana, to striking the death penalty from U.S. statutes entirely.

A look at the steps Biden could take and the challenges he would face:

Q: WHY THE PUSH FOR ACTION NOW?

A: While the coronavirus pandemic and election coverage dominated the news last year, many Americans who paid close attention to the resumption of federal executions under President Donald Trump were dismayed by their scale and the apparent haste to carry them out.

The executions, beginning July 14 and ending four days before Biden’s inauguration on Jan. 20, were the first federal executions in 17 years. More were held in the last six months under Trump than in the previous 56 years combined.

Executions went ahead for inmates whose lawyers claimed were too mentally ill or intellectually disabled to fully grasp why they were being put to death.

Lawyers for Lisa Montgomery, convicted of killing a pregnant Missouri woman and cutting out her baby, said her mental illness was partly triggered by years of horrific sexual abuse as a child. On Jan. 13, she became the first woman executed federally in nearly 70 years.

Q: WOULD A DECISION TO STOP SCHEDULING EXECUTIONS END THE PRACTICE?

A: Biden can guarantee no federal executions during his presidency by simply telling the Justice Department never to schedule any. But that would not prevent a future president who supports capital punishment from restarting them.

Barack Obama, for whom Biden served as vice president, did place an informal moratorium on carrying federal executions out when he was president, ordering a review of execution methods in 2014 after a botched state execution in Oklahoma.

But Obama never took any steps toward ending federal executions for good. That left the door open for Trump to resume them. Death penalty critics want Biden to slam shut that door.

Q: WHAT ARE BIDEN’S RANGE OF OPTIONS?

A: The surest way to prevent a future president from again restarting executions is to sign a bill abolishing the federal death penalty. That would require Congress to pass such a bill.

Thirty-seven members of Congress urged Biden in a Jan. 22 letter to support the Federal Death Penalty Prohibition Act, sponsored by Rep. Ayanna Pressley, D-Mass., and Sen. Dick Durbin, D-Ill.

But Biden would have to persuade Republicans. In the 22 states that have struck the death penalty from their statutes, none succeeded in passing the required laws without bipartisan support.

Biden could draw immediately on his presidential powers and do what Obama did not: commute the death sentences of 50-some inmates still on death row in Terre Haute to life in prison. None of the death sentences could ever be restored.

Commutations in themselves would not stop prosecutors from seeking death sentences in new cases. That would require an instruction to Biden’s Justice Department to never to authorize prosecutors to seek them.

Death Penalty Action has called on Biden to order the razing of the Terre Haute death-chamber building. Demolishing the bleak, windowless facility, argued Abe Bonowitz, director of the Ohio-based group, would symbolize Biden’s commitment to stopping federal executions for good.

Q: DID THE TRUMP EXECUTIONS REENERGIZE DEATH PENALTY OPPONENTS?

A: The breakneck pace and the government’s relentless push in the courts to get them done did galvanize opponents — and also attracted new adherents to their cause, said Robert Dunham, director of the Death Penalty Information Center.

“Trump demonstrated more graphically than at any other time what the abuse of capital punishment would look like,” he said. “It has created a political opportunity, which is why death penalty opponents want the president to strike while the iron is hot.”

Death Penalty Action, which organized protests outside the U.S. penitentiary in Terre Haute during the executions, saw numbers of those donating, signing petitions or requesting information soar from 20,000 to 600,000 over the past six months.

Bonowitz said interest spiked after reality TV star Kim Kardashian pleaded on Twitter for Trump to commute Brandon Bernard’s death sentence to life. Bernard was executed anyway on Dec. 10.

Q: WILL BIDEN GET PUSHBACK IF HE SEEKS TO END THE FEDERAL DEATH PENALTY?

A: Yes, and not just from death penalty proponents in the Republican Party. It could also come from some members of his own party who will see bids to abolish capital punishment as a losing issue politically.

Clearing death row would also mean sparing the lives of killers such as Dylann Roof, the white supremacist who in 2015 shot dead nine Black members of a South Carolina church during a Bible study. Biden would be placed in the uncomfortable position of having to explain to victims’ families why Roof and others killers should not die.

While support for the death penalty overall has plummeted to just over 50% in recent years, many Americans may not want to preclude the possibility of a death sentence in terrorism cases such as the Boston Marathon bombing. Dzhokhar Tsarnaev was convicted in that attack, which killed three people and injured hundreds.

The Supreme Court is currently considering an appeal from the Trump administration that sought to reverse a ruling by a lower court tossing Tsarnaev’s death sentence. The Biden administration may have to decide soon whether to continue that appeal or tell the high court the government now accepts the lower court’s decision.

Q: ARE THERE CLUES ABOUT WHAT BIDEN MIGHT DO?

A: Biden hasn’t spoken at any length about the death penalty since becoming president. And he didn’t make the death penalty a prominent feature of his presidential campaign.

On a campaign webpage on criminal justice reform, Biden did pledge “to pass legislation to eliminate the death penalty at the federal level, and incentivize states to follow the federal government’s example.” He offered no specifics.

Biden may also feel an obligation to do something big on the death penalty, given his past support for it. He played a central role as a senator in the passage of a 1994 crime bill that greatly expanded the number of federal crimes for which someone can be put to death. Several inmates executed under Trump were convicted and sentenced under provisions in that bill.
