ROYAL OAK, Mich. (AP) — A male polar bear killed a female polar bear at the Detroit Zoo when he attempted to mate, officials said.

“This was completely unexpected and the Detroit Zoo staff is devastated by the loss of Anana in this sudden and tragic event,” said Scott Carter, the zoo’s chief life sciences officer.

Nuka killed 20-year-old Anana on Monday after being apart for several months.

“When bears and other large carnivores breed it is sometimes described in nature as an aggressive encounter,” Carter told WDIV-TV. “It usually involves physical control of the female by the male, which usually includes him holding her by the back of the neck.”

Nuka, who is 16 years old, has lived at the zoo since 2011 and bred with other bears without harmful behavior, Carter said.

Anana arrived at the zoo in suburban Detroit in January 2020 and was introduced to Nuka a few months later.

“They lived together fine up until” Monday, Carter said.

Wearing a mask — any mask — reduces the risk of infection with the coronavirus, but wearing a more tightly fitted surgical mask, or layering a cloth mask atop a surgical mask, can vastly increase protections to the wearer and others, the Centers for Disease Control and Prevention reported on Wednesday.

New research by the agency shows that transmission of the virus can be reduced by up to 96.5 percent if both an infected individual and an uninfected individual wear tightly fitted surgical masks or a cloth-and-surgical-mask combination.

Dr. Rochelle P. Walensky, director of the C.D.C., announced the findings during Wednesday’s White House coronavirus briefing, and coupled them with a plea for Americans to wear “a well-fitting mask” that has two or more layers. President Biden has challenged Americans to wear masks for the first 100 days of his presidency.

“With cases hospitalizations and deaths still very high, now is not the time to roll back mask requirements,” she said, adding, “The bottom line is this: masks work and they work when they have a good fit and are worn correctly.”

Virus-related deaths, which resurged sharply in the United States in November and still remain high, appear to be in a steady decline; new virus cases and hospitalizations began to drop last month. But researchers warn that a more contagious virus variant first found in Britain is doubling roughly every 10 days in the United States. The C.D.C. cautioned last month that it could become the dominant variant in the nation by March.

As of Feb. 1, 14 states and the District of Columbia had implemented universal masking mandates; masking is now mandatory on federal property and on domestic and international transportation. But while masks are known to both reduce respiratory droplets and aerosols exhaled by infected wearers and to protect the uninfected wearer, their effectiveness varies widely because of air leaking around the edges of the mask.

“Any mask is better than none,” said Dr. John Brooks, lead author of the new C.D.C. study. “There are substantial and compelling data that wearing a mask reduces spread, and in communities that adopt mask wearing, new infections go down.”

But, he added, the new research shows how to enhance the protection. The agency’s new laboratory experiments are based on the ideas put forth by Linsey Marr, an expert in aerosol transmission at Virginia Tech, and Dr. Monica Gandhi, who studies infectious diseases at the University of California, San Francisco.

One option for reducing transmission is to wear a cloth mask over a surgical mask, the agency said. The alternative is to fit the surgical mask more tightly on the face by “knotting and tucking” — that is, knotting the two strands of the ear loops together where they attach to the edge of the mask, then folding and flattening the extra fabric at the mask’s edge and tucking it in for a tighter seal.

Dr. Brooks cautioned that the new study was based on laboratory experiments, and it’s unclear how these masking recommendations will perform in the real world (the experiments used three-ply surgical and cloth masks).“But it’s very clear evidence that the more of us who wear masks and the better the mask fits, the more each of us benefit individually.”

Other effective options that improve the fit include using a mask-fitter — a frame contoured to the face — over a mask, or wearing a sleeve of sheer nylon hosiery material around the neck and pulled up over a cloth or surgical mask, the C.D.C. said.

Even as vaccines are being slowly rolled out across the country, the emergence of the new variants, which may respond differently to treatments or dodge the immune system to some degree, has prompted public health officials to emphasize that Americans should continue to take protective measures like masking.

US hiring plunged in December even as job openings ticked up

WASHINGTON (AP) — U.S. employers cut back sharply on hiring in December, particularly industries slammed by the pandemic such as restaurants and hotels, as virus infections soared and governments responded with tighter restrictions.

The number of available jobs rose slightly and layoffs fell, according to the Labor Department’s Tuesday report, known as the Job Openings and Labor Turnover Survey, or JOLTS. The report provides more granular detail about the job market than the government’s monthly employment figures.

Employers cut hiring 6.6% in December, to 5.5 million, the report said. Roughly three-quarters of the decline occurred in a category that includes restaurants, bars, hotels, casinos, concert halls and other entertainment venues. Warehousing and shipping firms also slashed hiring, the report found.

On Friday, the government said that employers added a meager 49,000 jobs in January, signaling a potential stall in hiring and for the economy. That followed a loss of 227,000 jobs in December. The unemployment rate fell to 6.3% last month, in part because many of those out of work gave up on their job searches and were no longer technically counted as unemployed.

Tuesday’s report provides overall hiring and job posting figures, while Friday’s figure is a net gain after all hiring, layoffs and quits are added up.

Job openings rose just 1.1% in December to 6.6 million, the JOLTS report found. That leaves the number of job postings significantly below the pre-pandemic level of 7 million last February.

Other measures of available jobs suggest that they have fully recovered from the pandemic but are growing much more slowly. Jobs website Indeed.com said last week that postings on its website are now 0.7% above where they were in February 2020, before the pandemic intensified. But that’s much slower growth than a year ago, when postings were growing at a 9% annual rate.

And not all sectors have recovered, Indeed said. Job postings in hotels and tourism are still 35% below pre-pandemic levels, while restaurant jobs are down 13% and arts and entertainment nearly 17%.

China’s Emissions of Ozone-Harming Gas Are Declining, Studies Find


Emissions from China of a banned gas that harms Earth’s ozone layer have sharply declined after increasing for several years, two teams of scientists said Wednesday, a sign that the Beijing government had made good on vows to crack down on illegal production of the industrial chemical.

The findings ease concerns that increased emissions of the gas, CFC-11, would slow progress in the decades-long environmental struggle to repair the ozone layer, which filters ultraviolet radiation from the sun that can cause skin cancer and damage crops.

“We see a huge decline both in global emission rates and what’s coming from Eastern China,” said Stephen A. Montzka, a research chemist with the National Oceanic and Atmospheric Administration and the lead author of one of the studies. Work by Dr. Montzka and others three years ago first revealed the illegal emissions.

“It looks like there’s been a substantial response, potentially as a result of us raising a flag and saying, ‘Hey, something’s not happening as it should,’” Dr. Montzka said.

Matthew Rigby, an atmospheric chemist at the University of Bristol in England and an author of the second study, said that if emissions had not declined, “we could be seeing a delay in ozone recovery of years.” As of now, full recovery is still expected by the middle of the century.

Chinese government officials did not immediately respond to requests for comment.

Chemical traders in Shandong, a heavily industrialized province in Eastern China where CFC-11 was widely used for making insulating foams, said trade in the banned gas had largely dried up. “It hasn’t disappeared entirely, but it’s much scarcer than before,” Gao Shang, a chemical merchant in Shandong, said in a telephone interview.

CFC-11 was outlawed a decade ago under the Montreal Protocol, the treaty established in the 1980s, when research revealed its effects on atmospheric ozone, along with the effects of similar widely used chemicals.

The revelation in a 2018 study of rogue emissions from China that began five years before was a shock to scientists, policymakers, environmentalists and others who monitor the protocol, which is largely regarded as the most effective environmental treaty in history.

Meg Seki, acting executive secretary of the Ozone Secretariat, the United Nations body that administers the treaty, said the organization was pleased to see that emissions had dropped and that the effect on the ozone layer was likely to be limited. “It is important, however, to prevent such unexpected emissions in the future through continued, high-standard monitoring by the scientific community,” she said in a statement.

The 2018 research did not pinpoint the source of most of the emissions beyond locating them as coming from East Asia. But investigations that year by the Environmental Investigation Agency, an independent advocacy group based in Washington, D.C., and by The New York Times found evidence that the gas was still being produced and used in Eastern China, particularly Shandong.

An atmospheric analysis led by Dr. Rigby in 2019 found that Shandong, as well as a neighboring province, Hebei, were major sources.

When first confronted with the evidence, Chinese environmental authorities hedged and raised doubts about the findings, suggesting that there could be other, unaccounted sources of the chemical or that manufacturers of insulating foam would not use so much CFC-11.

At the same time, China’s Ministry of Ecology and Environmental Protection vowed “zero tolerance” for businesses found illegally making or using CFC-11.

Policy announcements, industry reports and court judgments all indicate that the Chinese government cracked down on the illicit trade, even as it kept denying that there ever was a serious problem. Last year, the government publicized a conviction of a businessman, Qi Erming, as the first case in China of a criminal prosecution for illegally trading in ozone-damaging chemicals.

As well as prosecutions, the government tightened rules and monitoring of the chemical and foam production industries, and promised to create a comprehensive data system to trace the movement of chemicals that could be used to make CFC-11.

There are legal gases that can replace CFC-11 in foam production. Mr. Gao, the chemical merchant in Shandong, said his company specializes in one of them.

The availability of substitutes may have helped China’s efforts to reduce CFC-11 emissions. Zhu Xiuli, a sales manager at another company in Shandong that sells foaming agents, said that customers previously had asked whether they had CFC-11. But “in the past couple of years there have been fewer and fewer inquiries,” she said.

CFC-11 has also been used in refrigeration equipment. As the gear ages, and as foams containing CFC-11 degrade over time, the gas will slowly be released. Although the size of this “bank” of CFC-11 is not precisely known, it is accounted for by the protocol, and is one reason full ozone recovery will take decades.

The new papers, which were published in the journal Nature, also do not account for the entire global increase in CFC-11 emissions that had occurred since 2013. The gas may still be being produced or used in other countries or in other parts of China, but the researchers said there are not enough air-sampling stations worldwide to know for certain.

“This is a useful lesson that we really need to expand our monitoring capabilities,” Dr. Rigby said.

Avipsa Mahapatra, a climate campaign lead for the Environmental Investigation Agency, said of the new findings that it was “exciting to see atmospheric studies confirming that on-the-ground intelligence and subsequent enforcement have culminated in a spectacular climate win.” But she said her group had indications that enforcement may have been more successful in some parts of China than others. “This is not the time for complacency,” she said.

Susan Solomon, an atmospheric chemist at the Massachusetts Institute of Technology who was not involved in the research, said the work was “a real triumph for science.”

But the problem is not over, Dr. Solomon said, because in addition to CFC-11, there are other, similar chemicals being emitted. “There’s a whole zoo of molecules.” she said, and although the amounts are smaller, they add up.

They also are potent greenhouse gases, she said, although their contribution to warming is much less than the far more prevalent heat-trapping gases like carbon dioxide and methane. “The chemical industry worldwide is still not monitored closely enough for us to actually be confident in how much greenhouse gases they’re making and how much ozone-depleting gases they are making,” she said.

At Disney characters union, lawsuit seeks end to takeover

ORLANDO, Fla. (AP) — The Teamsters local that represents workers who play Mickey Mouse, Goofy and other characters at Walt Disney World was taken over almost two years ago by its parent union, which cited “deficiencies” in the local’s leadership following repeated member complaints of mismanagement.

Now a former officer of Local 385′s previous leadership is suing the International Brotherhood of Teamsters, claiming the takeover has lasted too long. Gary Brown said in a lawsuit filed in federal court in Orlando last week that the Teamsters needs to end its trusteeship and hold elections for new officers.

“The trusteeship was never necessary,” Brown said late Monday via text. “It’s not performing any function and no reason exists for its continuance.”

Teamster spokesman Galen Munroe said the International Brotherhood of Teamsters does not comment on ongoing litigation or internal takeovers of locals, also known as trusteeships.

The 9,000 members of Local 385 have key roles in central Florida’s tourism and transportation industries. At the time of the takeover, about half were Disney workers, including costumed-character performers; the rest included UPS drivers, hotel employees, food service workers, rental car employees and other drivers across 20 Florida counties.

The International Brotherhood of Teamster took over Local 385 in June 2019. General President James Hoffa appointed two associates to run operations of the Orlando-based local, which at the time was collecting $3.6 million dues and fees and had $2.3 million in net assets.

The International Brotherhood of Teamsters is highly decentralized with locals like Local 385 exercising autonomy when it comes to elections and signing contracts on behalf of members. But the International Brotherhood of Teamsters can “trustee” locals in order to clean house of corrupt or incompetent leaders. Elections are usually held within a year and a half after a trusteeship so members can pick new leaders.

The previous leaders of Local 385 had faced multiple complaints from its members.

Disney’s costumed-character performers were upset that Local 385 leaders made a deal with Disney World officials to cut out 20 or so workers from being covered by the union, without consulting members. Union members also said Local 385 leaders had been unresponsive to grievances by members seeking help against the companies they worked for.

More than 500 members had left Local 385 because of unhappiness with the leadership, and several hundred more members had signed petitions threatening to leave, according to a notice signed by Hoffa. Among them were nearly two-thirds of the 1,000 character performers at Disney World, who have been Teamsters since the early 1980s.

In the notice, Hoffa said he received complaints that representatives of the local known as stewards had been prevented from enforcing contracts in workplaces and that Local 385 had refused to schedule negotiating sessions with an employer for a new collective bargaining agreement.

In his lawsuit, Brown said if there was any dissatisfaction with the leadership it should have been solved through elections, not a trusteeship. The lawsuit also alleges that the elections have been delayed since the Teamsters official put in charge of Local 385 during the trusteeship, Michael McElmury, now wants to become an elected officer at the local and is taking time to build support for his candidacy.

“No reason exists why members themselves cannot take charge of their own local union and elect new officers,” the lawsuit said.

Childhood Colds Do Not Prevent Coronavirus Infection, Study Finds


The theory was simple and compelling: Children are less vulnerable to the new coronavirus because they carry antibodies to other common coronaviruses that cause the common cold. The idea might also explain why some people infected with the new virus have mild symptoms while others — presumably without antibodies to common cold coronaviruses — are much more severely affected.

The notion gained traction particularly among people who claimed that this existing protection would swiftly bring human populations to herd immunity, the point at which a pathogen’s spread slows to a halt as it runs out of hosts to infect. A study in the journal Science, published in December, gave the hypothesis a strong boost.

But for all its appeal, the theory does not hold up, according to a new study published on Tuesday in the journal Cell. Based on carefully conducted experiments with live virus and with hundreds of blood samples drawn before and after the pandemic, the new research refutes the idea that antibodies to seasonal coronaviruses have any impact on the new coronavirus, called SARS-CoV-2.

“Going into this study, we thought we would learn that individuals that had pre-existing, pre-pandemic antibodies against SARS-CoV-2 would be less susceptible to infection and have less severe Covid-19 disease,” said Scott Hensley, an immunologist at the University of Pennsylvania. “That’s not what we found.”

He and his colleagues concluded that most people are exposed to seasonal coronaviruses by age 5. As a result, about one in five people carries antibodies that recognize the new coronavirus.

But these antibodies are not neutralizing — they cannot disarm the virus, nor do they mitigate the severity of symptoms following infection, the team found.

The researchers also compared antibodies to common cold coronaviruses in children and adults and found no difference in the amounts. By contrast, the study in Science had reported that about 5 percent of adults carried those antibodies, compared with 43 percent of children.

That study “reported very high levels of pre-pandemic cross-reactive neutralizing antibodies in kids, something that we did not find,” Dr. Hensley said. (“Cross-reactive” refers to antibodies able to attack similar sites on more than one type of virus.)

“I don’t have an explanation for the difference from the Science study, honestly,” he added.

Perhaps the difference in locations — Pennsylvania, in his study, versus Britain in the previous research — may explain some of the discrepancy, he said.

Other experts said they found Dr. Hensley’s study to be more convincing of the two and more consistent with circumstances in which large groups of people become infected with the new coronavirus.

For example, a single person infected with the new coronavirus at a Wisconsin summer camp set off an outbreak that affected 76 percent of the other attendees, noted John Moore, a virologist at Weill Cornell Medicine in New York.

Similarly, on a fishing trawler that left for sea from Seattle, only three sailors who had antibodies to the new coronavirus before the trip stayed virus-free. Those are not the infection rates you would see if protective antibodies were widely distributed in the population, Dr. Moore said.

“The idea that having the snuffles a while back somehow protects you from SARS-CoV-2 infection has always left me cold, but it’s been a persistent urban legend throughout the pandemic,” he said. “Hopefully, this new paper will finally cool everyone down and put such thoughts into the freezer.”

Experts also praised the new study’s careful and rigorous approach.

“It’s really nice to have a study that’s this well done,” said Shane Crotty, a virologist at the La Jolla Institute of Immunology in San Diego.

The theory that existing antibodies can protect people from the new virus “has definitely got a strong appeal because at first blush, it can explain a lot of the pandemic,” Dr. Crotty said. “But a beautiful idea doesn’t make it true.”

Dr. Hensley and his colleagues examined samples from 251 people who had donated blood to the University of Pennsylvania before the pandemic and then went on to develop Covid-19.

Those people carried levels of antibodies able to recognize the new coronavirus that were no different from those seen in blood samples drawn from 251 people who remained uninfected. And the levels showed no relationship to the clinical outcome in any of the patients.

“It’s hard to come by those kinds of samples — I was just impressed,” said Marion Pepper, an immunologist at the University of Washington in Seattle. “It’s like three different studies wrapped into one.”

The most important part of the coronavirus is the spike protein on its surface, which docks onto human cells. The spike is also the most distinctive part of the virus, so it makes sense that antibodies to seasonal viruses would be unlikely to recognize and disarm it, Dr. Pepper said.

“There are very specific parts of these viruses that are critical for infection, and most of this cross-reactivity isn’t directed to those parts,” she said.

But George Kassiotis, an immunologist at the Francis Crick Institute in London who led the study published in Science, disagreed with the conclusions of the new research. It “largely confirms rather than contradicts our main findings,” he said, adding that the new study was too small to rule out any role for existing antibodies.

But even if people really were carrying coronavirus antibodies from childhood infections, the protection they confer is not powerful enough to matter, said Jesse Bloom, an evolutionary biologist at the Fred Hutchinson Cancer Research Center in Seattle.

“If there is no effect that is measurable in a study with hundreds of people in both the infected and uninfected groups, then the effect is certainly tiny,” Dr. Bloom said.

Most of the vaccines developed for the new coronavirus are focused on the spike protein. Some scientists have argued that antibodies to other parts of the virus may also be critical to protection. But the new study suggests that the other antibodies are of minimal importance in protecting people from SARS-CoV-2.

The experts all said the new study did not rule out a role for immune cells, called memory B cells and T cells, produced in response to seasonal coronaviruses. Those cells might recognize some parts of the new virus and attack it, easing the severity of symptoms.

Still, the cells would not prevent infection, Dr. Crotty said. When exposed to the new virus, the immune cells might be roused “fast enough that you would have an asymptomatic infection that you never noticed,” he said. “But no, they wouldn’t stop infection.”

Tests of T cells are laborious and expensive, so analyses of their contribution to immunity are not yet complete. In the meantime, the new study at least rules out a significant role for existing antibodies, Dr. Hensley said: “We’ve sort of written one chapter here, but there’s still so much to be learned.”

Driver survives 70-foot plunge off Wisconsin interchange

MILWAUKEE (AP) — A driver survived when his pickup truck plunged about 70 feet (21 meters) off a slippery interchange exit ramp in Wisconsin.

A Wisconsin Department of Transportation camera captured the Milwaukee-area crash. The video shows the pickup hitting snow on the right shoulder before flipping over the barrier wall and plummeting to Interstate 94 below as cars pass by.

When deputies arrived, they found the pickup upright in the right shoulder of the westbound I-94 lanes, the sheriff’s office said. Two people were already trying to help the driver, who was conscious and breathing.

The man was taken to a hospital to be evaluated, sheriff’s officials said.

A highway official said crews work as quickly as possible to eliminate snow from shoulders in order to avoid crashes.

“The biggest risk with that is the melting and the freezing creates sort of a ramp, a natural ramp,” Milwaukee County’s Director of Highways and Maintenance Eddie Santiago told WISN-TV.

Santiago said that after plowing, snowplows shift to snow removal from bridges and overpasses because of the potential danger.

Is this the end of the celebrity-high-fashion-designer experiment? There is, it turns out, something even Rihanna cannot do: sell high fashion clothes during a pandemic.

LVMH Moët Hennessy Louis Vuitton, the French luxury group, announced the Fenty fashion house to great fanfare in 2019. But today, they revealed that, with Rihanna, they had “jointly made the decision to put on hold the ready-to-wear activity, based in Europe, pending better conditions.”

Translated, that means the luxury fashion arm of the Fenty empire, which includes the lingerie line Savage X Fenty and Fenty cosmetics and skin care, will no longer produce any collections, even though it is not officially closed, and Rihanna remains a part of LVMH.

Discussions are currently underway with the brand’s employees about their future, though Bastien Renard, the label’s managing director, is remaining in position. The news was first reported by Women’s Wear Daily.

Although it comes on the heels of a successful $115 million fund-raising round for Savage X Fenty by L Catterton, the private equity firm connected to LVMH, the suspension of the Fenty ready-to-wear is a rare failure for the world’s largest luxury group, which also owns Louis Vuitton, Dior, and Celine. It is also the rare misstep for one of the world’s most effective celebrity polymaths: a reflection of both the tepid market reaction to the Fenty collections, as well as the wider ongoing impact of the pandemic on the luxury sector.

And it is a reminder that just because someone has an enormous cultural following and no-holds-barred taste, it does not mean they will make great, original clothes.

Only the second luxury fashion maison LVMH ever attempted to build from scratch (the first was Christian Lacroix, which LVMH opened in 1987 and sold in 2005), Fenty was initially presented as the group’s foray into the future: a new brand, run by a Black woman with great style and popular influence but no formal old-fashioned design training, that would eschew the calcified system of runway shows for regular drops, and focus on digital direct-to-consumer sales and communication.

What could go wrong?

A lot.

Starting a new luxury fashion house from scratch is enormously expensive for any investor, and usually takes time. But 2020 was the worst year for the luxury sector in history. While LVMH, the largest luxury group by sales, reported a sales rebound in recent months, largely fueled by Chinese consumers, lockdowns continue to cause ongoing disruption and damped group profit. LVMH said last month that their profit in 2020 was €4.7 billion, declining by roughly a third from 2019.

And unlike some other LVMH brands that have proved resilient during the downturn, like Louis Vuitton and Dior, the bold experiment that was the Fenty clothing line struggled to find its footing, something Jean-Jacques Guiony, LVMH chief financial officer, alluded to last October while on a news call reporting the group’s third quarter 2020 results.

“On Fenty fashion, we are obviously still in a launching phase and we have to figure out exactly what is the right offer. It’s not something that is easy. We were starting entirely from scratch,” he said. “Obviously, we have the great help from Rihanna on this, but I would say it’s still a work in progress when it comes to really defining what the offer will be.”

Indeed, “the offer” was unclear from the start. At the house’s founding, a statement from LVMH read that the new brand would be “centered on Rihanna, developed by her,” and would take “shape with her vision.”

But while Rihanna built her profile in part on her own strategic and adventurous embrace of high fashion — receiving the fashion icon” award from the Council of Fashion Designers of America in 2014 in a see-through crystal-spangled dress, thong, and white fur boa — she often seemed better at choosing statement-making looks for herself than creating new ones for her followers. Generally veering between oversize and highly body-con, with a streetwear bent, the clothes seemed more derivative than groundbreaking.

They may also have been more expensive than many of Rihanna’s fans might have expected (albeit less so than the usual LVMH offering): $940 for a padded denim jacket; $810 for a corseted shirtdress.

Meanwhile, Savage X Fenty grabbed headlines with song-’n-dance-’n-celebrity-filled lingerie extravaganzas filmed lived and then streamed on Amazon, positioning itself as the empowered, inclusive answer to Victoria’s Secret in a post-#MeToo world.

This timeout the Fenty clothing brand has been granted could allow it to reposition itself and refine its offering, seizing a better moment to return — perhaps after the pent-up party-desires of the pandemic are unleashed. There is a reason they have not closed it entirely.

On Wednesday, as news about the LVMH partnership spread, Savage X Fenty issued a statement outlining details of the new funding round, in which Jay-Z is an investor through his firm Marcy Venture Partners. In the last year the brand has experienced “explosive revenue growth of over 200 percent,” the statement read, and the “heavily subscribed” round would fuel investment into customer acquisition and an expansion into retail.

“The brand strikes a unique balance between affordability, fashion, and comfort, stands deeply for inclusivity and diversity, and has differentiated itself by building an extraordinary level of affinity and unmatched customer loyalty,” said Jonathan Owsley, comanaging partner of L Catterton’s growth fund.

There was no mention of the Fenty clothing line, nor the suspended experiment with LVMH.

We were able to make dinner from an elegant goose that will feed the kin for a fortnight. We shall milk the goats (oops they’re boys) and churn some butter and feast.
Lastly our local gymnasium allowed us to get some physical fitness in to keep up our health and our spirits.

Times is hard in San Antone. With quarantine and all. The younglings continue their schooling. The younger two are back at the school house. The older two are progressing through virtual learning. My favorite class is 7th grade orchestra, when my child plays her violin or cello. Her teacher done gave her both!
I bought a new dress to help the mood here at home. It has a little puff in the sleeve, so I feel real purdy wearing it out to tend the lettuce farm. I like to think Anne of Green Gables would be keen on wearing such a fine frock.

It’s been hard here at the homestead with the pandemic this winter. Each day I make my way into the outdoors and face the bitter chills that God has chosen to lay upon us so that I may tend to my chores and do for me and mine. The only thing that keeps mother at peace these days is to hear me play her a sweet rendition of Amazing Grace on ye old fiddle and on occasion Yankee Doodle if her spirits are well.
Each day I make my way to the barn to distribute the hay for the cows. Sadly, upon arriving to the barn today I discovered that all the cows had frozen to death and I had to resort to milking the basset hound for survival.
Let us not forget the children, for they did their chores and they did them well, so I chose to round up shown snowballs for today’s extracurricular activities. Lastly it was time for me to clear the land, for my lover’s wagon would surely arrive at any time. I shutter to think of his unsafe return.
When the day was done I retired to the loft where I put on my best attire, let my hair down and indulged in a drink for rest.

“Drinking with Chickens,” it says. I turned to the 77th page and read the instructions for a red currant cocktail — what an intriguing combination of ingredients. Currants were not to be found in these parts, but I reckoned we had a jar of chokecherries that Paw had harvested over the summer and kept cool in the cellar with the potatoes. I’ve never had sparkling wine or champagne, but Maw did keep some cider water along with Gramps’ whiskey in the cupboard above the kitchen window, so those will have to do. I’ve also not heard of such vessels as flutes or coupes, but the book came with pictures, so I went ahead and fashioned a drinking vessel with a mason jar left over from canning and a broken candle holder from the attic. Now that’s a rather unusual libation, but it sure made my cold day with the chickens much more bearable today.

Boots Should Be Home By Now

We can feel the cold weather coming and we’re worried he’s in danger.

Pa has walked uphill both ways with potatoes in his pockets to all the neighbors’ houses to ask if he could check their barns and horseless carriages without fear of trespassin’.

Ol’ Doc McCatFinder said most cats stay within 1/3 mile of their homes if they live inside like Boots. They could go as far as a mile if they’re used to going outside.

We’ve searched high and low because he coulda gotten so scared once he got outside he couldn’t go far. We check under bushes and then we check again.

Ol’ brother Jethro thinks the coyotes got him but I can’t give up. We just know Boots is still out there and we’ll never stop looking for him.

When pa returns, we’re hitching up the oxen and going straight to the general store to print flyers and look down to the animal shelter.

Boots was there for us through broken wagon axles, fording rivers and snake bites. He’s the best cat a family could ask for and we won’t give up.

New boost for minority businesses in underserved communities

NEW ORLEANS (AP) — Small minority-owned businesses have often struggled to gain access to capital and other tools to grow, a challenge made more daunting by the economic upheaval of the coronavirus pandemic. But a new effort announced Tuesday aims to address those disparities in pockets of the nation long gripped by poverty.

Hope Enterprise Corporation, which runs a Jackson, Mississippi-based credit union that specializes in lending and other financial services to underserved communities, is partnering with seven cities and nine historically Black colleges and universities to launch the “Deep South Economic Mobility Collaborative.” Goldman Sachs 10,000 Small Businesses initiative is providing up to $130 million to the endeavor, which will be available to clients in Louisiana, Mississippi, Alabama, Arkansas and Tennessee.

It’s estimated that well over 100,000 small U.S. businesses have failed since the COVID-19 pandemic began, with underserved communities struck especially hard. Many struggling companies were unable to get loans, including newly formed businesses and those whose financial records didn’t meet bank requirements.

“We’ve seen businesses close in record numbers, particularly small businesses, mom and pop businesses, those owned by people of color,” said Bill Bynum, CEO of Hope Enterprise Corporation, speaking exclusively to The Associated Press ahead of the launch. “We think right now the resources that we have and the partnerships that we can bring to bear with cities and with anchor institutions like HBCUs is needed now more than ever.”

The collaborative is something like a “one-stop shop for business support,” said Bynum.

Participating small business owners can access capital provided by Goldman and take online classes offered through Goldman’s 10,000 Small Businesses Initiative. Other resources include small business development centers offered by some HBCUs, and procurement and contracting programs in certain cities, Bynum said.

Any business owner in the five states can apply, but the program aims especially to help minority-owned businesses in a region that has struggled to address deep poverty and racial economic disparities.

Hope gave out nearly 3,000 loans in the Deep South in the first round of lending of the Paycheck Protection Program, a key federal effort to help businesses hurt by the economic closures arising from the pandemic.

Chris Johnson, owner of The Barber Club Shop LLC in a New Orleans suburb, was one of them. After spending a frustrating two hours on hold with a major bank only to get disconnected, he reached out to Hope and got a live person immediately.

He was told that he didn’t qualify at that time because he was the sole proprietor without any employees. But the Hope employee took his name and email and contacted him later when the guidelines changed. He applied and received a loan, enabling him to stay open.

A June study by University of California, Santa Cruz economist Robert Fairlie showed that while 22% of businesses nationwide closed in the immediate onslaught of the pandemic, the situation was far worse for minority-owned businesses: 41% of Black-owned businesses and 32% of Latino-owned businesses closed. When later data showed a business rebound, minority-owned businesses were slower to reopen.

An analysis by The Associated Press in December also found that it took longer for minority owned businesses to obtain funding through the PPP.

Margaret Anadu, Goldman Sachs Managing Director and Head of the Urban Investment Group, said the collaborative aims to tap Hope’s expertise and experience in a region that has suffered economically. Anadu said the goal is very focused: “Let’s get capital to Black-owned businesses in the Deep South where there is some significant distress and do it with our public sector leaders and the best mission driven lender in that region.”

The project aims to help small businesses not just survive the immediate loss of revenue but figure out how to adapt their economic models for the long haul, Anadu said. For example, how do they create an e-commerce portal or develop better social media strategies?

Jackson, Mississippi, is one of the cities taking part in the collaborative. Mayor Chokwe Antar Lumumba said a lot of the businesses in the city where 85% of the residents are Black suffer from lack of access to capital. Many of the business owners are skilled at their craft but don’t always have the financial education or resources they need to grow.

“Part of my goal in supporting minority businesses is the expectation that if we can create the hole and they run through it then … they hire and support those people from the community which gave birth to them,” the mayor said.

What Made the Indonesian Plane Crash? New Report Sheds Light


BANGKOK — A preliminary investigation into the crash in Indonesia last month of Sriwijaya Air Flight 182 has found that a difference in the level of thrust between the plane’s two engines may have contributed to the aircraft rolling over before it plunged into the Java Sea, investigators said Wednesday.

As in most crashes, the investigators are looking at a range of factors that may have contributed to the cause. They are assessing information from the flight data recorder and the plane’s maintenance records, but searchers have not recovered the cockpit voice recorder, which would tell them what the pilots were saying in their final minutes.

A difference in the level of thrust — the force of the engines that propels the aircraft forward — can make planes difficult to control. It is not clear, at this point, why that problem may have occurred during the Sriwijaya flight.

Many questions remain unanswered, including why the pilot and co-pilot were unable to recover control of the plane before it plummeted more than 10,000 feet in less than a minute, said Nurcahyo Utomo, chief of the investigation team.

“What happened? We don’t know,” he said after the 31-page preliminary accident report was released by Indonesia’s National Transportation Safety Committee. “What are the problems? We cannot answer that yet. We still cannot explain if there was an auto-throttle malfunction.”

The Boeing 737-500 crashed minutes after taking off on Jan. 9 from Soekarno-Hatta International Airport in Jakarta, the Indonesian capital. The crash killed all 62 people aboard, including six active crew members.

One focus of the investigation has been the auto-throttle, which is a system that controls the thrust of a plane’s engines and is separate from the autopilot function. In the event of an auto-throttle malfunction, it is typical for a pilot or co-pilot to simply turn the system off. The auto-throttle uses data entered by the pilot to automatically regulate the two levers in the cockpit that control the thrust of the engines.

The auto-throttle system on the Sriwijaya aircraft had malfunctioned twice in the weeks before the crash and had been fixed after both incidents, the plane’s repair records show.

Flight data indicate that when the aircraft reached an altitude of 8,150 feet during the fatal flight, the thrust lever for the left engine was reduced while the right engine’s thrust lever remained unchanged. At 10,600 feet, the differential between the thrust of the two engines may have caused the plane to start rolling to the left, the report said.

Despite the problems with the plane’s auto-throttle on earlier flights, Mr. Nurcahyo said there was no clear evidence that it malfunctioned on this flight. In addition, there are many airline systems that can affect the engines’ thrust.

The auto-throttle itself receives input from 13 aircraft components, he added, any of which could have contributed to the problem.

“So why the anomaly occurred in the throttle, which components caused it, we still cannot determine,” he said.

Prita Widjaja, a senior investigator with the transportation committee, said one key question that remained was how far the lever for the left engine moved and how much the aircraft’s power was reduced.

Indonesian investigators were required by international convention to release a preliminary report 30 days after the air disaster.

Because of the coronavirus pandemic, the 26-year-old aircraft had not been flown for nine months before going back into service in December. It then flew 132 flights in the weeks leading up to the crash. Investigators did not cite any evidence that the hiatus contributed to the disaster.

Three days after the crash, divers recovered the airplane’s flight data recorder, one of the so-called black boxes, which records information about the jet’s mechanical operation. It has provided key evidence in the investigation.

But the inquiry has been hindered by the inability of searchers to locate the crucial memory module of the other black box, known as the cockpit voice recorder. That device records sounds in the cockpit, such as engine noises and conversations between the pilot and co-pilot.

Divers retrieved most of the cockpit voice recorder, but the memory unit broke loose from the casing and searchers fear it is buried in a layer of seafloor mud that is two to three feet thick. They are still searching for the module in waters about 60 feet deep, but the effort has been hampered by rough weather and poor visibility.

The relatively small size of the plane’s debris field — about 260 feet by 360 feet — indicates that the plane was intact when it hit the water and broke up on impact, not in the air.

The Sriwijaya aircraft was the third to crash into the Java Sea in just over six years after departing from airports on Java, one of Indonesia’s five main islands.

In December 2014, Air Asia Flight 8501 crashed into the Java Sea off the coast of Borneo with 162 people aboard as it flew from the Indonesian city of Surabaya to Singapore. Investigators eventually attributed the disaster to the failure of a key component on the Airbus A320-200 and an improper response by the flight crew.

And in October 2018, Lion Air Flight 610 nose-dived into the Java Sea northeast of Jakarta minutes after taking off for Pangkal Pinang with 189 aboard. Investigators concluded that the anti-stall system malfunctioned on the Boeing 737 Max, a newer model than the Boeing that crashed last month.

Biden treads carefully around Trump’s combative trade policy

WASHINGTON (AP) — In his first weeks in office, President Joe Biden has wasted no time in dumping a batch of major Trump administration policies. He rejoined the Paris climate agreement. He ended a ban on travelers from mostly Muslim countries. He canceled the Keystone XL oil pipeline. He reversed a ban on transgender people serving in the military. And so on.

Biden and his team are tiptoeing, though, around one of Donald Trump’s most divisive signature legacies: His go-it-alone moves to start a trade war with China and bludgeon some of America’s closest allies with a gale of tariffs on their steel, aluminum and other goods. In upending seven decades of presidential support for free trade, Trump vowed to shrink the U.S. trade deficit and restore millions of lost American factory jobs.

In the end, by most accounts, the Trump tariffs achieved very little — and managed to antagonize some of America’s closest trading partners.

Yet for now, the Biden administration seems intent on approaching trade with caution and deliberation. Most striking, perhaps, is what Biden hasn’t done: He hasn’t called off Trump’s trade war with China. He hasn’t promised to scale back or cancel his tariffs on imported metals or end an impasse that’s left the World Trade Organization unable to function as arbiter in global trade disputes.

Instead, the administration’s policymakers are focusing on other, unrelated priorities — distributing COVID-19 vaccines as fast as possible and providing much more aid to a pandemic-pounded economy that has yet to regain nearly 10 million lost jobs since February.

“He is going to take his time,” said Mary Lovely, a Syracuse University economist who is a senior fellow at the Peterson Institute for International Economics. “Biden has said repeatedly that he needs America to be stronger before he takes on a lot of these trade issues.’’

One factor may be that reversing all of Trump’s policies could heighten risks for a Democrat who is close to unions unhappy with America’s pre-Trump free-trade consensus. Politically, Biden depends on support in Midwestern manufacturing towns and cities. These areas have suffered from low-priced imports from China, Mexico and elsewhere.

“There is competition for the swing state voters who are in favor of (trade) protection,” said Daniel Ikenson, director of trade policy studies at the libertarian Cato Institute.

Democrats are still stung by Trump’s surprise victory in 2016 and some of the trade-related factors behind it. Trump abandoned the modern Republican Party’s support for free trade agreements favored by America corporations that have deep connections overseas. Instead, Trump cast himself as a populist defender of long-suffering manufacturing workers — an “America first” champion who would eradicate unfair trade practices and restore American factory jobs.

For Democrats, Trump’s 2016 victory, due in no small part to blue collar voters, provided “a harsh lesson about the perils of a trade policy that’s not thinking about working people but (about benefiting) finance and agribusiness,” said Lori Wallach, director of Public Citizen’s Global Trade Watch.

Mindful of that lesson, Biden’s team, led by a president who seldom tires of affirming his lifelong ties to working class America, has promised a trade policy that will create or protect U.S. jobs.

“We will use trade, in coordination with both international and domestic economic tools, to create a more inclusive prosperity for America and Americans,” Katherine Tai, Biden’s choice to be U.S. trade representative, said in a speech last month to the National Foreign Trade Council.

Biden’s vision, she said, “is to implement a worker-centered trade policy.”

The new president has promised at least one significant change from Trump’s America-above-all trade stance: Biden wants to patch up relations with key U.S. allies, such as the European Union and Canada, which were bewildered and infuriated by Trump’s mercurial and belligerent rhetoric and actions.

Eventually, anyway.

“The mantra has been: No sudden moves” on trade — and focus on instead on fighting the pandemic and delivering more economic relief, said William Reinsch, a former U.S. trade official now at the Center for Strategic and International Studies.

Consider Trump’s tariffs on foreign steel and aluminum, which he imposed in 2018. Reducing or dropping those taxes would seem like an easy way to heal wounds.

America’s allies were especially angered by Trump’s dubious justification for the sanctions: Dusting off a little-used tool of trade policy — Section 232 of the Trade Expansion Act of 1962 — he declared their aluminum and steel to constitute a threat to U.S. national security. That was a stinging insult to close allies like Canada that have fought alongside the United States in conflicts from World War I to Afghanistan.

Yet the Biden administration has shown little inclination to move quickly on the issue. At her confirmation hearing, the incoming commerce secretary, Gina Raimondo, dodged a question about the metals tariffs. She told Sen. Roy Blunt, R-Mo., only that she would consider his point that Missouri manufacturers have been hurt by the tariffs and would “take their needs into account.”

Exerting political pressure from the other side, a coalition of steel companies and workers want to preserve the tariffs. They sent Biden a letter last month arguing that they need urgent help in an economy weakened by COVID.

“Imposing tariffs is always easier than lifting them,” said Wendy Cutler, a former U.S. trade negotiator who is now vice president at the Asia Society Policy Institute.

Biden even chose last week to reinstate aluminum tariffs on the United Arab Emirates that Trump had lifted as he left office. Trump, apparently rewarding the UAE for its move to recognize Israel diplomatically, had replaced the tariffs with quotas on aluminum from the UAE.

“Imports from the UAE,” the White House declared in a statement, “may still displace domestic production and thereby threaten to impair our national security.”

If the administration eventually decides to reduce or end the metals tariffs, it could offset the impact by enacting a public works program that requires lots of steel and aluminum. Or it could tout the benefits of a Buy American push that Biden has announced whose goal is to channel more federal dollars to support American industries.

Then again, far from abandoning the contentious national security tariffs, the administration might just consider using them itself — but in a different way: To fight climate change.

In August, Peter Harrell, the incoming international economics adviser on Biden’s National Security Council, argued that if Congress doesn’t act on the issue, the president could use Section 232 to impose tariffs on products and countries that pollute the air or to block investments in projects that foul the environment.

Trump’s use of the tariffs “has created a clear opening for a future Democratic president to impose wide-ranging tariffs and sanctions to combat climate change,″ Harrell wrote in the journal Foreign Policy.

The Biden team will also have to decide whether to rethink Trump’s confrontational approach toward the WTO, the Geneva-based organization that sets and enforces global trade rules. By blocking replacements to the WTO’s top court, the Appellate Body, Trump rendered it powerless to resolve disputes.

Biden may use the issue as leverage to persuade the WTO to enact changes that the U.S. has been demanding for years. These include making it easier for Washington to bring cases against other countries for unfairly subsidizing their companies or for dumping products in export markets at artificially low prices.

“You can get something the U.S. has long sought: Reforms,” Lovely said.

Likewise, Biden’s team is likely in no hurry to lift the tariffs that Trump imposed on $360 billion worth of Chinese imports in a dispute over widespread belief that Beijing uses predatory tactics, including cybertheft, in its drive to overtake the United States’ technological dominance. U.S. policymakers across the political spectrum are frustrated by what they see as China’s illicit trade practices, repression of the Uighur minority, crackdown on dissent in Hong Kong and aggressive territorial claims in the South China Sea. The Biden administration is unlikely to ease off.

Nathan Sheets, who served as Treasury undersecretary for international affairs in the Obama administration and is now chief economist at PGIM Fixed Income, said he thinks that before Biden’s trade team agrees to reduce or cancel Trump’s tariffs, it will likely demand sweeping changes in Chinese policy — changes that might take years, if they happen at all.

“It’s not like (the tariffs are) a near-term bargaining chip: ‘You give us x, and we’ll give you y,’ ” Sheets said. “They want to keep the heat on China.”

Vacationing abroad may not be possible for residents of Britain until all adults in the country have been vaccinated, a government official said on Wednesday, raising questions about how the tourism industry might cope with such restrictions and dashing hopes of many who hoped that a relatively successful vaccine rollout in Britain could let them enjoy trips abroad this summer.

The transportation secretary, Grant Shapps, said on British television that international travel would depend on “everybody having their vaccinations” in Britain, and that restrictions could remain as long as other countries have not made significant progress in vaccinations.

“We’ll need to wait for other countries to catch up as well, in order to do that wider international unlock,” Mr. Shapps said.

As of Wednesday, Britain had administered more than 12.5 million vaccine doses, equivalent to about 18 percent of its population, one of the highest rates in the world. At the current pace, the country is on track to give the first shot of a two-dose coronavirus vaccine to its entire population by the end of June.

The authorities have reported a sharp drop in the number of infections in recent days, and Prime Minister Boris Johnson is expected to announce a potential loosening of restrictions this month.

But on Wednesday, Mr. Shapps urged caution about travel plans for this year and advised people not to book vacations either within Britain or abroad. “I’m afraid I can’t give you a definitive ‘will there or will there not be’ the opportunity to take holidays,” he told Sky News.

Mr. Shapps’s warning came a day after the authorities announced new travel restrictions, including prison sentences of up to 10 years for anyone traveling to Britain who lies about where they’ve been.
