Dr. Anthony S. Fauci, President Biden’s chief medical adviser for Covid-19, said on Sunday that Americans may still be wearing masks outside their homes a year from now, even as he predicted the country would return to “a significant degree of normality” by fall.

“I want it to keep going down to a baseline that’s so low there is virtually no threat,” Dr. Fauci said on the CNN program “State of the Union,” referring to the number of cases nationally that would make him comfortable enough to stop recommending universal masking. “If you combine getting most of the people in the country vaccinated with getting the level of virus in the community very, very low, then I believe you’re going to be able to say, for the most part, we don’t necessarily have to wear masks.”

Dr. Fauci appeared on a series of TV news programs on Sunday morning, where he was quizzed on the dangers of variants of the coronavirus, the schedule of the nation’s vaccine rollout and when vaccination would allow more students to return to schools.

On this last question, Dr. Fauci said on “Fox News Sunday” that he hoped high school students, far fewer of whom have gone back to classrooms compared with younger children, would be eligible for vaccination in the fall.

“That’s why we are pushing on those studies, to get them vaccinated,” he said of teenagers, who are currently the subject of clinical trials by Pfizer and Moderna. “That will likely occur in the fall; I can’t say it’s going to be on day one of when school starts in the fall term.”

Vaccinations for younger children, however, “likely will not be before the beginning of the first quarter of 2022,” Dr. Fauci said.

On the hotly debated question of whether people should wait longer than the recommended three or four weeks to get a booster vaccine, or even skip the second dose, Dr. Fauci said on NBC News’s “Meet the Press” that it was prudent for people to stick to the prescribed schedule.

“There are enough unknowns in that, particularly the durability of the protection,” he said.

He added that while that new data suggesting people who have had Covid could get enough protection from one dose was “really quite impressive,” it might be complicated to document who has had the virus.

He also addressed the subject of the mutated variant of the coronavirus identified in South Africa. In clinical trials involving the AstraZeneca-Oxford vaccine in that country, patients who were inoculated were not protected from mild or moderate illness caused by the variant, known as B. 1.351. Dr. Fauci said on “Fox News Sunday” that while it is still rare in the United States, “if it becomes more dominant, we may need a version of the vaccine that’s effective specifically against” it.

With the United States expected to surpass 500,000 deaths from Covid-19 in the coming days, Dr. Fauci told Chuck Todd on “Meet the Press” that “we haven’t seen anything even close to this for well over 100 years,” since the 1918 influenza pandemic, adding, “People will be talking about this decades and decades and decades from now.”

Libyan interior minister survives attack on motorcade


He said the minister survived the attack and his guards chased the assailants, killing one and detaining two others.

The Interior Ministry said in a statement that Bashagha was was returning to his residence in the Janzour neighborhood when armed men in an armored vehicle opened fire on his convoy.

The statement called the attack an “attempted assassination” of the minister.

Earlier Sunday, Bashagha met with Mustafa Sanalla, head of Libya’s National Oil Corporation to discuss the security of oil facilities and how to strengthen the corporation’s independence to “ensure a fair distribution of wealth among all Libyans.” He posted a photo for both of them on his Twitter account, calling their meeting “fruitful.”

No group claimed responsibility for the attack, which underscores the insecurity in the North African county.

The U.S. Ambassador in Libya Richard Norland condemned the attack and called for an investigation to hold those responsible accountable.

“Minister Bashaga’s focus on ending the influence of rogue militias has our full support,” Norland said.

Oil-rich Libya was plunged into chaos after a 2011 NATO-backed uprising toppled and killed longtime dictator Moammar Gadhafi. The country has been divided between two governments, one in the east and another in the west, each backed by a vast array of militias as well as foreign powers.

Earlier this month, an UN-picked body comprised of Libyans from both sides appointed an interim government — a three-member Presidential Council and a prime minister — to lead the country through elections, scheduled for Dec. 24.

Bashagha was a contender for the post of prime minister, in the end Abdul Hamid Mohammed Dbeibah was chosen to lead the transitional Cabinet.

The forum also picked Mohammad Younes Menfi, a Libyan diplomat from the country’s east, to lead the Presidential Council.

Lebanon’s investigation into Beirut port explosion struggles



More than six months after the explosion, which killed more than 200 people, injured more than 7,500 others and devastated large portions of the capital, the official investigation is struggling to break through Lebanon’s culture of corruption and political influence to hold anyone of consequence accountable.

Sawan had already brought charges against 33 people, placing 25 of them in detention, but most were low-level customs, port and security officials.

When he summoned caretaker Prime Minister Hassan Diab and two former ministers for questioning as defendants, they refused, claiming immunity from prosecution as public officials.

Throughout his investigation, Sawan had focused on a question that has gripped much of Lebanon since August: Who was responsible for allowing 2,750 tons of ammonium nitrate to be stored haphazardly in a warehouse, alongside fireworks and paint thinners, on the edge of a crowded city?

“I believe there was purposeful negligence,” Diab said in an interview earlier this month at the Grand Serail, the prime minister’s offices. Most of their windows were still covered with tarps, the glass yet to be replaced after it was shattered in the blast. “A blind eye has been turned for seven years,” he added. Diab resigned after the blast but holds the role of caretaker prime minister until a new government is formed.

Although Diab has refused to be interrogated as a defendant, Sawan had succeeded in questioning him previously as a witness, and the focus had been on when he had first learned about the storage of the ammonium nitrate in Beirut. Diab, during the interview with The Washington Post, laid out the timeline he had provided under questioning, saying he initially heard about the material on June 3 of last year and brought the matter to the attention of the appropriate ministers. Diab said he had not realized how dangerous the material was.

Government documents reviewed by The Washington Post show that officials were well aware of the dangers posed by the large chemical stockpile long before last year. The documents reveal that responsibility for the ammonium nitrate was for years passed among different public and private entities, including the Public Works and Transportation Ministry, the judiciary, the army and even a private explosives company.

At least since 2015, a chemical expert made officials aware of the hazard of storing the chemicals at the port, and officials were advised to move the material out of the port.

A report by Lebanon’s national security agency, which was sent to Diab two weeks before the explosion after he requested an assessment of the shipment, cited the expert at Lebanese University who had examined the material and warned, “if ignited, [it] would cause a massive explosion, one of whose results would cause the semi-destruction of Beirut’s port.”

Sawan’s investigation had largely set aside questions surrounding how the ammonium nitrate arrived at the port and what caused the material to explode, according to Diab and lawyers who spoke to Human Rights Watch. The ownership of the ammonium nitrate remains unclear, as does how it ended up on a ship in Beirut’s port in 2013. Local media have been probing a series of shell companies allegedly involved with the shipment.

While officials across sectarian and political lines have been calling for accountability, many of them rallied against Sawan once he charged the four senior officials in December. A week later, two of the former ministers he charged, Ali Hassan Khalil and Ghazi Zeaiter, filed a motion to the Court of Cassation to replace Sawan, and his investigation was paused. Khalil and Zeaiter have not addressed the merits of the charges against them, arguing instead that they are immune from prosecution.

The 26-page decision dismissing Sawan on Thursday said there was “legitimate suspicion” regarding his neutrality and impartiality, in part because the judge said he would not recognize the legal immunity claimed by the ministers. The question of how far legal immunity extends for public officials is hotly contested in Lebanon.

The decision also alleged that he covered up the failings of other judges, including at least one who had allegedly known about the dangers posed by the ammonium nitrate but did not act, and that Sawan could not maintain impartiality because his house was damaged in the blast.

Sawan has not made any public statements since being dismissed and did not respond to multiple requests for comment for this article.

On Friday, a new judge, Tarek Bitar, was appointed by the Minister of Justice to replace Sawan. Bitar will now have to restart the investigation.

“In a country dealing with decades of legal impunity and after months of pushing for the investigation to target high-level politicians, this is a major setback,” said Ghida Frangieh, head of litigation at the Legal Agenda advocacy group.

Sawan’s investigation was not without issues, said Aya Majzoub, a Lebanon researcher for Human Rights Watch. She said, for instance, that his use of pretrial detention of dozens of suspects without presenting specific charges or evidence against them violated their due process rights.

But Sawan’s removal is a sign of the ‘red line’ courts have drawn around politicians, Majzoub said. “What this policy of immunity has done is make the political class completely, completely unaccountable, perpetuating the culture of impunity,” she said.

Immediately after the Aug. 4 explosion, tens of thousands of protesters angrily filled the rubble-and-glass-littered streets, demanding accountability. The protests pushed Diab to resign on Aug. 10. Three days later, Sawan was named as the judicial investigator.

Hours after Sawan’s removal was announced on Thursday, families of the victims gathered in front of the Ministry of Justice.

“The Lebanese state doesn’t do anything,” said Mona Jawish, whose daughter Rawan was killed when the blast tore through the popular bar where she worked as a waitress. “They don’t care about us. They don’t care about the martyrs. We are just here crying but [the politicians] only care about themselves.”

The protesters held photos of family members lost in the blast, a sea of printed faces gathered around a burning tire. Several held out a banner that somberly demanded: “We want the results of the investigation with transparency before our patience runs out.”

While the first wave of infections largely engulfed Lombardy and other northern regions, a second surge starting in the fall of 2020 has raced throughout the country. The number of new coronavirus infections has remained stubbornly high despite a raft of restrictions on travel between regions, and in some cases between towns. In addition, gyms, cinemas and theaters have been closed and restaurants and bars must shut early in the evening. Nationwide there’s a 10 p.m. to 5 a.m. curfew.

So far, Italy has confirmed 2.8 million cases.

It was in the hospital at the Lombard town of Codogno where a doctor recognized what would go down in medical history as the first known COVID-19 case in the West in a patient with no links to the outbreak in Asia, where coronavirus infections initially emerged. The diagnosis was made on the evening of Feb. 20, 2020, in a 38-year-old otherwise healthy, athletic man.

Near the Red Cross office in Codogno on Sunday, Lombardy’s governor and the town mayor attended a ceremony to unveil a monument to COVID-19 victims. The memorial consists of three steel pillars, representing resilience, community and starting over. A wreath was laid, and townspeople stood in silence to honor the dead.

The Codogno hospital patient survived, after being transferred to another hospital and spending weeks on a respirator.

But it was in the northeastern town of Vo, in the neighboring Veneto region, where Italy’s first known COVID-19 death was registered on Feb. 21, 2020.

Paris was subjected to an intensive search last night by French and foreign newspaper reporters who forgot international politics and other forms of news when the rumor spread that somewhere in the city a woman had given birth to seven babies, or septuplets. At midnight the frantic search was still going on but no such fertile woman had been found.

The woman-hunt started after news agencies and newspaper correspondents began to get queries which simply stated that “American Telegraph” had reported the multiple birth. No address or name was given but the pack turned out. Hospitals were checked and police were asked if they had any such report.

At the Hotel Dieu, large maternity hospital near Notre-Dame Cathedral, they said nothing of the sort had happened there but that they had had about twenty queries on the subject.

Representatives of the French Ministry of Information also were trying to trace the rumor. Somehow the address of a building in the Rue Galande was mentioned and twenty journalists invaded the place and went through the building knocking on doors and asking if anybody had had seven babies there. Still no luck.

It was not until far into the night that it was discovered that the hunt had been started as the result of a practical joke. A group of his colleagues fixed up the story and told it to a French police reporter. He fell for it hook, line and sinker and before long the thing had gotten out of hand.

In Israeli Election, a Chance for Arabs to Gain Influence — or Lose It


KAFR KANNA, Israel — Mansour Abbas, a conservative Muslim, is an unlikely political partner for the leaders of the Jewish state.

He is a proponent of political Islam. He heads an Arab party descended from the same religious stream that spawned the militant Hamas movement. And for most of his political life, he never considered supporting the right-leaning parties that have led Israel for most of the past four decades.

Yet if Mr. Abbas has his way, he could help decide the next Israeli prime minister after next month’s general election, even if it means returning a right-wing alliance to power. Tired of the peripheral role traditionally played by Israel’s Arab parties, he hopes his small Islamist group, Raam, will hold the balance of power after the election and prove an unavoidable partner for any Jewish leader seeking to form a coalition.

“We can work with anyone,” Mr. Abbas said in an interview on the campaign trail in Kafr Kanna, a small Arab town in northern Israel on the site where the Christian Bible says Jesus turned water into wine. In the past, “Arab politicians have been onlookers in the political process in Israel,” he said. Now, he added, “Arabs are looking for a real role in Israeli politics.”

Mr. Abbas’s shift is part of a wider transformation occurring within the Arab political world in Israel.

Accelerated by the election campaign, two trends are converging: On the one hand, Arab politicians and voters increasingly believe that to improve the lives of Arabs in Israel, they need to seek power within the system instead of exerting pressure from the outside. Separately, mainstream Israeli parties are realizing they need to attract Arab voters to win a very close election — and some are willing to work with Arab parties as potential coalition partners.

Both trends are born more of political pragmatism than dogma. And while the moment has the potential to give Arab voters real power, it could backfire: Mr. Abbas’s actions will split the Arab vote, as will the overtures from Jewish-led parties, and both factors might lower the numbers of Arab lawmakers in the next Parliament.

But after a strong showing in the last election, in which Arab parties won a record 15 seats, becoming the third-largest party in the 120-seat Parliament, and were still locked out of the governing coalition, some are looking for other options.

“After more than a decade with Netanyahu in power, some Arab politicians have put forward a new approach: If you can’t beat him, join him,” said Mohammad Magadli, a well-known Arab television host. “This approach is bold, but it is also very dangerous.”

Palestinian citizens of Israel form more than a fifth of the Israeli population. Since the founding of the state in 1948, they have always sent a handful of Arab lawmakers to Parliament. But those lawmakers have always struggled to make an impact.

Jewish leaders have not seen Arab parties as acceptable coalition partners — some on the right vilifying them as enemies of the state and seeking the suspension of Arab lawmakers from Parliament. For their part, Arab parties have generally been more comfortable in opposition, lending infrequent support only to center-left parties whose influence has waned since the start of the century.

In some ways, this dynamic worsened in recent years. In 2015, Prime Minister Benjamin Netanyahu cited the threat of relatively high Arab turnout — “Arab voters are streaming in huge quantities to the polling stations,” he warned on Election Day — to scare his base into voting. In 2018, his government passed new legislation that downgraded the status of Arabic and formally described Israel as the nation-state of only the Jewish people. And in 2020, even his centrist rival, Benny Gantz, refused to form a government based on the support of Arab parties.

But a year later, as Israel heads to its fourth election in two years of political deadlock, this paradigm is rapidly shifting.

Mr. Netanyahu is now vigorously courting the Arab electorate. Following his lead, Yair Lapid, a centrist contender for the premiership, said he could form a coalition with Arab lawmakers, despite disparaging them earlier in his career. Two left-wing parties have promised to work with an alliance of Arab lawmakers to advance Arab interests.

Polling suggests a majority of Palestinian citizens of Israel want their lawmakers to play a role in government. Mr. Abbas says Arab politicians should win influence by supporting parties that promise to improve Arab society. Another prominent Arab politician, Ali Salam, the mayor of Nazareth, Israel’s largest Arab city, has expressed support for Mr. Netanyahu, arguing that despite his past comments, the prime minister is sincere about improving Arab lives.

“In the Israeli political system, it used to be a sin to collaborate with Arab parties or even Arab voters,” said Nahum Barnea, one of Israel’s best-known columnists. But Mr. Netanyahu has suddenly made Arabs “a legitimate partner to any political maneuver.”

“In a way he opened a box that, I hope, cannot be closed from now on,” Mr. Barnea added.

Mr. Netanyahu’s transition has been among the most remarkable. He has pledged greater resources for Arab communities and to fight endemic crime in Arab neighborhoods. And he has begun calling himself “Yair’s father” — a reference to his son, Yair, that also riffs affectionately on the Arab practice of referring to someone as the parent of their firstborn child.

In a watershed moment in January, he announced a “new era” for Arab Israelis at a rally in Nazareth and made a qualified apology for his past comments about Arab voters. “I apologized then and I apologize today as well,” he said, before adding that critics had “twisted my words.”

Critics say Mr. Netanyahu is courting Arab voters because he needs them to win, not because he sincerely cares about them. This month he also agreed to include within his next coalition a far-right party whose leader wants to disqualify many Arabs from running for Parliament. And he has ruled out forming a government that relies on Mr. Abbas’s support.

Next month’s election is expected to be as close as each of the previous three.

Mr. Netanyahu is currently on trial for corruption charges, and if he stays in power he could pursue laws that insulate him from prosecution.

“What Netanyahu cares about is Netanyahu,” said Afif Abu Much, a prominent commentator on Arab politics in Israel.

Likewise, Arab politicians and voters have not shed all their discomfort with Zionism and Israeli policies in the occupied territories. But there is a growing realization that problems the Arab community faces — gang violence, poverty and discrimination in access to housing and land — will not be solved without Arab politicians shaping policy at the highest level.

“I want different results so I need to change the approach,” Mr. Abbas said. “The crises in Arab society reached a boiling point.”

Yet Mr. Abbas’s plan could easily fail and undercut what little influence Arab citizens currently have.

To run on his new platform, Mr. Abbas had to withdraw from an alliance of Arab parties, the Joint List, whose remaining members are unconvinced about working with the Israeli right. And this split could dilute the collective power of Arab lawmakers.

Support for Mr. Abbas’s party currently hovers near the threshold of 3.25 percent that parties need to secure entry to Parliament. Even if his party scrapes above the line, there is no guarantee that any contender for the premiership will need or seek the party’s support to secure the 61 seats necessary to form a coalition.

Mr. Netanyahu, despite his previous incitement against Arabs, could also draw Arab voters away from Arab parties, reducing their influence. Still more might stay home, disillusioned by the divisions within the Arab parties and their inability to achieve meaningful change, or to boycott a state whose authority they reject.

“I don’t believe in any of them, or trust any of them,” said Siham Ighbariya, a 40-year-old homemaker. She rose to prominence through her quest to achieve justice for her husband and son, who were murdered at home in 2012 by an unknown killer.

“I’ve dealt with all of them,” Ms. Ighbariya said of the Arab political class. “And nothing has happened.”

For some Palestinians, participation in Israel’s government is a betrayal of the Palestinian cause — a criticism Mr. Abbas understands. “I have this deep personal conflict inside of me,” he acknowledged. “We have been engaged in a conflict for 100 years, a bloody and difficult conflict.”

But it was time to move on, he added. “You need to be able to look to the future, and to build a better future for everyone, both Arabs and Jews.”

What could be more exciting than flying a helicopter over the deserts of Mars? How about playing Captain Nemo on Saturn’s large, foggy moon Titan — plumbing the depths of a methane ocean, dodging hydrocarbon icebergs and exploring an ancient, frigid shoreline of organic goo a billion miles from the sun?

Those are the visions that danced through my head recently. The eyes of humanity are on Mars these days. A convoy of robots, after a half-year in space, has been dropping, one after another, into orbit or straight to the ground on the Red Planet, like incoming jets at J.F.K. Among the cargo is a helicopter that armchair astronauts look forward to flying over the Martian sands.

But my own attention was diverted to the farther reaches of the solar system by the news that Kraken Mare, an ocean of methane on Titan, had recently been gauged for depth and probably went at least 1,000 feet down. That as deep as nuclear submarines will admit to going. The news rekindled my dreams of what I think would be the most romantic of space missions: a voyage on, and ultimately even under, the oceans of Titan.

“The depth and composition of each of Titan’s seas had already been measured, except for Titan’s largest sea, Kraken Mare — which not only has a great name but also contains about 80 percent of the moon’s surface liquids,” said Valerio Poggiali, research associate at the Cornell Center for Astrophysics and Planetary Science. Dr. Poggiali is the lead author of a paper describing the new depth measurements in The Journal of the American Geophysical Union.

NASA recently announced that it would launch a drone called Dragonfly to the Saturnian moon in 2026. Proposals have also circulated for an orbiter, a floating probe that could splash down in a lake, even a robotic submarine.

“The Titan submarine is still going,” Dr. Poggiali said in an email, although it is unlikely to happen before Titan’s next summer, around 2047. By then, he said, there will be more ambient light and the submarine conceivably could communicate on a direct line to Earth with no need of an orbiting radio relay.

Titan is the weirdest place in the solar system, in some regards, and also the world most like our own. Like Earth, it has a thick atmosphere of mostly nitrogen (the only moon that has much of an atmosphere at all), and like Earth, it has weather, rain, rivers and seas.

But on this world, when it rains, it rains gasoline. Hydrocarbon material drifts down like snow and is shaped into dunes by nitrogen winds. Rivers have carved canyons through mountains of frozen soot, and layers of ice float on subsurface oceans of ammonia. The prevailing surface temperature is minus 290 degrees Fahrenheit. A chemical sludge that optimistic astronomers call “prebiotic” creeps along under an oppressive brown sky. Besides Earth, Titan is the only world in the universe that is known to harbor liquid on its surface — with everything that could imply.

Astrobiologists have been eager to get a closer look at this world ever since Voyager I swooped past it in 1980 and radioed back evidence that its smoggy atmosphere was four times as dense as our own. Time, technology and human ingenuity have since revealed that cloudy world to be a natural wonderland.

The northern regions of Titan are laced with a network of lakes and rivers. The largest of them, called Kraken Mare, after a Norse monster, is bigger than all of North America’s Great Lakes combined.

The Cassini orbiter spent 13 years buzzing around in the Saturnian system, mapping these features in detail.

On Aug. 21, 2014, when Cassini passed about 600 miles above the northern realms of Titan, it used its radar altimeter to measure the depths in Kraken Mare and Moray Sinus, an estuary at the sea’s northern coastline. Engineers could measure the depths of the seas by noting the delay between when the radar bounced back from the surface and when it bounced off the seabeds.

It turned out that Moray Sinus was about 280 feet deep, but there was no return echo from the Kraken bottom; either the lake was very, very deep, or it absorbed the radar signals so completely that they never escaped.

“Thus, the central part of Kraken Mare must be deeper than 330 feet and likely more than 1,000 feet,” Dr. Poggiali concluded.

Another major surprise, he said, was the composition of Kraken Mare. Scientists had expected it to contain relatively more ethane, which is denser than methane, than the northernmost sea on Titan, Ligeia Mare.

In prevailing models of Titan hydrology, Dr. Poggiali said, the presence of methane-nitrogen rain increases with increasing latitude. That would cause the composition of the more “poleward seas” to be more methane rich. “In simple words, ethane behaves a little like salt in marine water on Earth,” he said.

He added: “For sure, the composition we derived for the liquid filling the Moray Sinus, this large bay in the northern part of Kraken Mare, is quite surprising. We expected it to be definitely more ethane-rich. What we found out, instead, is that the Kraken is much more similar to the Ligeia Mare, the second largest sea on Titan. This has significant implications for how the hydrologic cycle works.” There could still be more ethane in the southern parts of the Kraken Mare, he added, but the existing data does not extend that far.

This is of more than abstract planetary science. In the imagination of scientists like Dr. Poggiali Titan is a laboratory where, over millions of years, chemistry could have learned how to generate energy and store information. “These are processes that have happened on our planet too, but they left no traces! As you probably see, we need to get back to Titan to better understand the mystery of life.” he said.

Like an old captain sitting on the dock, Dr. Poggiali rattled off the possible voyages of a proposed 20-foot-long NASA submarine. The trip would begin in the center of Kraken Mare and go up to Moray Sinus, where the submarine would spend three weeks measuring tides and compositions before cruising coastlines, crossing the strait of Bayta Fretum and heading south through a throatlike passage called Seldon Fretum.

During these explorations, the vessel would map and periodically sample the sea bottom and gather detailed images of the shoreline where possible. Titan’s surface gravity is lower than Earth’s, so a small submarine could venture deeper without being crushed by pressure as it would be in a terrestrial ocean of salt water.

Moreover, Dr. Poggiali said, because methane is transparent to radio waves, the submarine could perhaps transmit data directly to Earth while still submerged. In all, over the course of 90 days, the little submarine could travel 2,000 miles under the sea, at a speed of a foot per second, according to a NASA website describing the proposed submarine.

Meanwhile, I can hardly be blamed for still dreaming of giant Titanic squid cavorting in that freezer-full cosmic fish tank of natural gas.

Since the early days of the space program, cosmic visionaries have described space as a “new sea,” as President John F. Kennedy put it in a speech at Rice University in 1962. He never dreamed that we might actually sail under it.

“Last year, we had tens of losses of flamingos,” Hellicar said.

Cyprus is a key stop on the migration path for many types of birds flying from Africa to Europe. The Larnaca Salt Lake, a wetlands network of four lakes, typically welcomes as many as 15,000 flamingos from colder climates to the southern coast of the island nation in the eastern Mediterranean. They stay through the winter and leave in March. Other water fowl frequenting the lake include ducks, waders and seagulls.

Hunting is banned around most of the salt lake, but hunters are still allowed to shoot ducks in the network’s southern tip.

The government’s Game and Fauna Service says in the first two months of last year, 96 flamingos were found dead in the Larnaca Salt Lake wetlands as a result of lead poisoning. Cyprus Veterinary Services official Panayiotis Constantinou, who has conducted autopsies on flamingos, said lead from the pellets poisoned the birds.

The high number of deaths is mainly attributed to heavy winter rain two years ago that stirred up the lake sediment and dislodged embedded lead shot.

A sport shooting range near the lake’s northern tip closed nearly 18 years ago and authorities organized a clean-up of lead pellets in the lakebed there.

But Hellicar says the clean-up was apparently incomplete. A European Union-funded study is underway to identify where significant amounts of lead pellets remain so they can be removed. Preliminary results of the study showed “very high” lead levels in the wetland’s southern tip and continued duck hunting there could compound the problem, Hellicar said.

“The problem is pronounced,” he said. “The danger is real for the flamingos and other birds that use the area.”

Cyprus Hunting Federation official Alexandros Loizides disagrees, saying that hunting in a 200-meter northern swath is not a problem due to the limited number of hunters. He said he’s unaware of any flamingo deaths in the area and faults pesticide and fertilizer runoff from nearby farms for creating any pollution problems hurting wildlife.

“I think the effect of hunting there is very small on the specific part of the lake,” said Loizides. “It’d be a shame for hunters to lose the only area where hunting is permitted near wetlands.”

A ban on the use of lead pellets near wetlands has been in force in Cyprus for several years. A similar, EU-wide ban took effect last month but conservationists believe the laws are not being enforced enough.

Pantelis Hadjiyeros, head of the Game and Fauna Service, said it’s less important to ban hunting in the area than to convince hunters to stop using shells with lead pellets.

“It should be drummed into people that the use of lead pellets is prohibited near wetlands and that only steel pellets are permitted,” Hadjiyeros told The Associated Press.

China Censors the Internet. So Why Doesn’t Russia?


MOSCOW — Margarita Simonyan, the editor in chief of the Kremlin-controlled RT television network, recently called on the government to block access to Western social media.

She wrote: “Foreign platforms in Russia must be shut down.”

Her choice of social network for sending that message: Twitter.

While the Kremlin fears an open internet shaped by American companies, it just can’t quit it.

Russia’s winter of discontent, waves of nationwide protests set off by the return of the opposition leader Aleksei A. Navalny, has been enabled by the country’s free and open internet. The state controls the television airwaves, but online Mr. Navalny’s dramatic arrest upon arrival in Moscow, his investigation into President Vladimir V. Putin’s purported secret palace and his supporters’ calls for protest were all broadcast to an audience of many millions.

For years, the Russian government has been putting in place the technological and legal infrastructure to clamp down on freedom of speech online, leading to frequent predictions that the country could be heading toward internet censorship akin to China’s great firewall.

But even as Mr. Putin faced the biggest protests in years last month, his government appeared unwilling — and, to some degree, unable — to block websites or take other drastic measures to limit the spread of digital dissent.

The hesitation has underscored the challenge Mr. Putin faces as he tries to blunt the political implications of cheap high-speed internet access reaching into the remote corners of the vast country while avoiding angering a populace that has fallen in love with Instagram, YouTube, Twitter and TikTok.

“They’re afraid,” Dmitri Galushko, a Moscow telecommunications consultant, said of why the Kremlin hasn’t clamped down harder. “They’ve got all these weapons, but they don’t know how to use them.”

More broadly, the question of how to deal with the internet lays bare a dilemma for Mr. Putin’s Russia: whether to raise state repression to new heights and risk a public backlash or continue trying to manage public discontent by maintaining some semblance of an open society.

In China, government control went hand in hand with the internet’s early development. But in Russia, home to a Soviet legacy of an enormous pool of engineering talent, digital entrepreneurship bloomed freely for two decades, until Mr. Putin started trying to restrain online speech after the antigovernment protests of 2011 and 2012.

At that point, the open internet was so entrenched in business and society — and its architecture so decentralized — that it was too late to radically change course. But efforts to censor the web, as well as requirements that internet providers install equipment for government surveillance and control, gained pace in bill after bill passed by Parliament. At the same time, internet access continues to expand, thanks in part to government support.

Russian officials now say that they have the technology in place to allow for a “sovereign RuNet” — a network that would continue to give Russians access to Russian websites even if the country were cut off from the World Wide Web. The official line is that this expensive infrastructure offers protection in case nefarious Western forces try to cut Russia’s communications links. But activists say it is actually meant to give the Kremlin the option to cut some or all of Russia off from the world.

“In principle, it will be possible to restore or enable the autonomous functioning of the Russian segment of the web,” Dmitri A. Medvedev, the vice chairman of Mr. Putin’s Security Council and a former prime minister, told reporters recently. “Technologically, everything is ready for this.”

Amid this year’s domestic unrest, Russia’s saber-rattling directed at Silicon Valley has reached a new intensity. Mr. Navalny has made expert use of Google’s YouTube, Facebook’s Instagram and Twitter to reach tens of millions of Russians with his meme-ready depictions of official corruption, down to the $850 toilet brush he claimed to have identified at a property used by Mr. Putin.

At the same time, Russia has appeared powerless trying to stop those companies from blocking pro-Kremlin accounts or forcing them to take down pro-Navalny content. (Mr. Navalny’s voice is resonating on social media even with him behind bars: On Saturday, a court upheld his prison sentence of more than two years.)

Russia’s telecommunications regulator, Roskomnadzor, has taken to publicly berating American internet companies, sometimes multiple times a day. On Wednesday, the regulator said that the voice-chat social network Clubhouse had violated “the rights of citizens to access information and to distribute it freely” by suspending the account of a prominent state television host, Vladimir Solovyov. On Jan. 29, it claimed that Google was blocking YouTube videos containing the Russian national anthem, calling it “flagrant and unacceptable rudeness directed at all citizens of our country.”

Clubhouse apparently blocked Mr. Solovyov’s account because of user complaints, while Google said some videos containing the Russian anthem had been blocked in error because of a content rights issue. Clubhouse did not respond to a request for comment.

In addition, as calls for nationwide protest proliferated after Mr. Navalny’s arrest last month, Roskomnadzor said that social networks were encouraging minors to take part in illegal activity.

The Russian social network VKontakte and the Chinese-owned app TikTok partly complied with Roskomnadzor’s order to block access to protest-related content. But Facebook refused, stating, “This content doesn’t violate our community standards.”

For all its criticism of American social media companies, the Kremlin has used them extensively to spread its message around the world. It was Facebook that served as a primary tool in Russia’s effort to sway the 2016 United States presidential election. On YouTube, the state-controlled network RT has a combined 14 million subscribers for its English, Spanish and Arabic-language channels.

Ms. Simonyan, the editor of RT, says she will continue to use American social media platforms as long as they are not banned.

“To quit using these platforms while everyone else is using them is to capitulate to the adversary,” she said in a statement to The New York Times. “To ban them for everyone is to vanquish said adversary.”

A law signed by Mr. Putin in December gives his government new powers to block or restrict access to social networks, but it has yet to use them. When regulators tried to block access to the messaging app Telegram starting in 2018, the two-year effort ended in failure after Telegram found ways around the restrictions.

Instead, officials are trying to lure Russians onto social networks like VKontakte that are closely tied to the government. Gazprom Media, a subsidiary of the state-owned natural gas giant, has promised to turn its long-moribund video platform RuTube into a competitor to YouTube. And in December it said it had bought an app modeled on TikTok called “Ya Molodets” — Russian for “I’m great” — for sharing short smartphone videos.

Andrei Soldatov, a journalist who has co-written a book on the Kremlin’s efforts to control the internet, says the strategy of persuading people to use Russian platforms is a way to keep dissent from going viral at moments of crisis. As of April 1, all smartphones sold in Russia will be required to come pre-loaded with 16 Russian-made apps, including three social networks and an answer to Apple’s Siri voice assistant that is called Marusya.

“The goal is for the typical Russian user to live in a bubble of Russian apps,” Mr. Soldatov said. “Potentially, it could be rather effective.”

Even more effective, some activists say, is the acceleration of Mr. Putin’s machine of selective repression. A new law makes online libel punishable by up to five years in prison, and the editor of a popular news website served 15 days in jail for retweeting a joke that included a reference to a January pro-Navalny protest.

In a widely circulated video this month, a SWAT team in the Pacific port city of Vladivostok can be seen interrogating Gennady Shulga, a local video blogger who covered the protests. An officer in a helmet, goggles and combat fatigues presses Mr. Shulga shirtless to a tile floor next to two pet-food bowls.

“The Kremlin is very much losing the information race,” said Sarkis Darbinyan, an internet freedom activist. “Self-censorship and fear — that’s what we’re heading toward.”

At least two protesters were killed Feb. 20 in what is believed to be the worst single day of violence in Myanmar since the military coup Feb. 1. (Reuters)

The Feb. 1 coup ended the country’s turbulent transition to democracy and unleashed nationwide street protests against the return of military rule and the detention of elected leader Aung San Suu Kyi.

Despite the threat of arrest and fears over the military’s increasingly heavy-handed response, lively street protests have continued to be held across Myanmar and have drawn from a wide spectrum of class and ethnic groups.

The deaths Saturday occurred as police squared off with striking shipyard workers and other protesters, according to Reuters. One man reportedly died of a head wound, and the other, identified by relatives as a 36-year-old carpenter, died after being shot in the chest, Reuters reported. Witnesses said they found cartridges for both rubber bullets and live ammunition at the scene of the clashes. A volunteer emergency service said at least 20 other people were injured, including several who had clothes soaked in blood and were taken away on stretchers, Reuters reported.

Myanmar’s military denied using lethal force at the Feb. 9 protest in Naypyidaw, where Mya Thwate Thwate Khaing went to demonstrate in a red T-shirt and protective helmet, Reuters reported.

But video footage of the event, analyzed by Human Rights Watch and Reuters, shows Mya Thwate Thwate Khaing standing that day by a line of riot police moving to disperse the crowd. She is first struck by a stream from a water cannon. A woman next to her then takes her hand and they turn their backs in retreat. That’s when a crack can be heard, after which Mya Thwate Thwate Khaing crumples as the water cannon continues to spray.

Doctors confirmed that Mya Thwate Thwate Khaing was struck by a live bullet, and they have identified at least two other people similarly struck by live ammunition during the same rally, the BBC reported.

The then-19-year-old — Mya Thwate Thwate Khaing was just two days shy of her birthday — had traveled to Naypyidaw along with her sister from Yezin, a village northeast of the capital. Their family, while supportive of the protests, had cautioned against joining them, fearful that violence could break out, according to Reuters.

Mya Thwate Thwate Khaing’s brother, Ye Htut Aung, told Reuters that she had nonetheless persisted. “It was her spirit,” he said. “She wanted to, and I couldn’t stop her.”

She tried calling him from the rally, but the connection was poor. The government has stifled Internet and mobile connections to try to thwart protests.

The anxious brother again asked her to hang back. “What are you going to do if they shoot?” he asked, according to the Guardian. “No, they wouldn’t,” she had replied. “It’s okay. Even if they fire, it should be fine.”

They did not speak again. Mya Thwate Thwate Khaing was kept on life support until she died.

In November, Mya Thwate Thwate Khaing voted for the first time for the National League for Democracy (NLD), Suu Kyi’s party. Her family also supported the party, her brother said. But NLD’s success in the elections led the military to move against Myanmar’s elected leadership, citing, without evidence, widespread voter fraud as the pretext.

“I want to encourage all the citizens to join the protests until we can get rid of this system,” her sister, Mya Tha Toe Nwe, told reporters Friday, according to the BBC. “That’s all I want to say.”
